received VIA Facsimile on 8/24/07, as submitted with the Fire Protection Permit Application, for the captioned
project, has been reviewed for compliance with the provisions of the 2005 Ohio Building Code (OBC). The review
was based upon the following criteria:

The Fire Alarm/Detection Drawings have been signed and certified by Robert G. Sines 111, Ohio Certification #F-
032. The fire protection contractor is J&J Clement Electric Co., Ohio State Certification Number 53-25-1571, the
installer has been identified as John Clement, Ohio State Certification Numbers 54-25-2719, to comply with the
requirements of OBC Section 105.3 and have been reviewed, therefore, in accord with OBC section 105.3.1.4.
This PLAN APPROVAL for the fire protective signaling system only, is issued by the City of Dublin, Division
of Building Standards, in accordance with Section 106.3.1 OBC.
For the information of the Applicant the following item(s) are required for code compliance, but are not
necessarily covered in detail in the construction documents. This list is a reminder to the design professional
and contractors of issues which are to be satisfactorily dealt with in the field:
1. The certificate of approval of fire protection plans shall be posted in a conspicuous location outside of the
building or in the front part of the premises on which is, or will be, located the approved building or
equipment. The owner and the contractor shall, so far as possible, preserve and keep said certificate until
the completion of the work to which the approved construction documents relate; Section 105.7.2 OBC.
2. The proposed construction shall conform to the requirements of Chapter 11 OBC and the "Americans with
Disabilities Act Accessibility Guidelines" (ADAAG).

3. Fire Alarm System cable and wiring located in noncombustible plenums shall meet with the requirements
of Section 907 OBC and Article 760, NFPA 70.
4. Provide a record of completion for each completed fire alarm system in accordance with Section 907.17
and NFPA 72 Completion Documents.
5. Upon completion of the fire protective signaling system, all alarm-initiating devices and circuits, alarm-
indicating appliances and circuits, supervisory-signal initiating devices and circuits, signaling line circuits,
and primary and secondary power supplies shall be subjected to a 100 percent acceptance test in
accordance with NFPA 72A and 72E listed in Chapter 35; Section 907.16 OBC.
6. OBC 907 Acceptance testing: When the installation of the detectors is complete, each detector and all
interconnecting wiring for multiple-station detectors shall be subject to a 100-percent acceptance test in
accordance with the household fire warning equipment provisions of NFPA 72 listed in Chapter 35.
7. No electrical work (conduits, cables or other electrical apparatus) may be covered or concealed without
visual inspection and approval by the electrical field inspector as per OBC 109.
8. The existing electrical conductors, if removed, abandoned, or altered, shall be accomplished to the
electrical field inspectors approval pursuant to the requirements of Section 109 OBC. Electrical work
found not to meet the code's standards shall be corrected to the electrical field inspector's approval.
9. All electrical work will comply with the requirements of Article 27 OBC and the National Electric Code
NFPA 70, OBC approved edition and is subject to the approval of the electrical inspector, in accordance
with Section 109 of the OBC.

Section 106.3.3 OBC. The building official shall issue an approval for construction of foundations or any other part of
a building or structure before the construction documents for the whole building or structure have been submitted,
provided that adequate information and detailed statements have been filed complying with pertinent requirements ofthis
code. The holder of such approval for the foundation or other parts ofa building or structure shall proceed at the holder's
own risk with the building operation and without assurance that an approval for the entire structure will be granted. Such
approvals shall be issued for various stages in the sequence of construction provided that all information and data required
by the code for that portion of the building or structure has been submitted. The holder of a phased plan approval may
proceed only to the point for which approval has been given.

By definition, these areas constitute common use and shall be protected in accordance with the referenced code
sections. Furthermore, audible alarms shall be tested in the field for compliance with Section 907.9.2 OBC
pursuant to these areas of common use.
2. OBC 907.9.2 Audible alarms. Audible alarm notification appliances shall be provided and shall sound a distinctive
sound that is not to be used for any purpose other than that of a fire alarm. The audible alarm notification appliances
shall provide a sound pressure level of 15 decibels (dBA) above the average ambient sound level or 5 dBA above the
maximum sound level having a duration of at least 60 seconds, whichever is greater, in every occupied space within
the building. The minimum sound pressure levels shall be: 70 dBA in occupancies in Group R and Group I-1; 90 dBA
in mechanical equipment rooms; and 60 dBA in other occupancies. The maximum sound pressure level for audible
alarm notification appliances shall be 120 dBA at the minimum hearing distance from the audible appliance. Where the
average ambient noise is greater than 105 dBA, visible alarm notification appliances shall be provided in accordance
with NFPA 72 and audible alarm notification appliances shall not be required.

as tested during inspections for this back room. This Press Room may require that a 90 MA sound pressure level
audible alarm appliance be located within' this area, as required by the provisions of this code section. Please
verify.

review process, but which are requirements of the code. Ultimate responsibility for legal compliance with the Standards of

Section 106.3.3 OBC. The building official shall issue an approval for construction of foundations or any other part of
a building or structure before the construction documents for the whole building or structure have been submitted,
provided that adequate information and detailed statements have been filed complying with pertinent requirements ofthis
code. The holder of such approval for the foundation or other parts of a building or structure shall proceed at the holder's
own risk with the building operation and without assurance that an approval for the entire structure will be granted. Such
approvals shall be issued for various stages in the sequence of construction provided that all information and data required
by the code for that portion of the building or structure has been submitted. The holder of a phased plan approval may
proceed only to the point for which approval has been given.
For the information of the Applicant the following item(s) are required for code compliance, but are not necessarily
covered in detail in the construction documents. This list is a reminder to the design professional and contractors
of issues which are to be satisfactorily dealt with in the field:
1. A set of construction documents which have been approved under section 105 of the OBC shall be kept at the
site of the work and shall be available for reference by the building official at all times during working hours while
such work is in progress; Section 109 OBC.

2. If substantive changes to the building are contemplated after first document submission, or during construction,
those changes must be submitted to the building official for review and approval prior to the changes being
executed.
3. The certificate of approval of fire protection plans shall be posted in a conspicuous location outside of the
building or in the front part of the premises on which is, or will be, located the approved building or equipment.
The owner and the contractor shall, so far as possible, preserve and keep said certificate until the completion of
the work to which the approved construction documents relate; Section 105.7.2 OBC.
4. OBC 901.5 Acceptance tests: All fire protection systems shall be tested in accordance with the requirements of
this code and the International Fire Code. When required, the tests shall be conducted in the presence of the
code official. All tests required by this code and the standards listed in this code shall be conducted at the
expense of the owner or the owner's representative. It shall be unlawful to occupy portions of a structure until
the required fire protection systems within that portion of the structure have been tested and approved.
5. The proposed construction shall conform to the requirements of Chapter 11 OBC and the "Americans with
Disabilities Act Accessibility Guidelines" (ADAAG).
6. Fire Alarm System cable and wiring shall meet with the requirements of Section 907.5, Chapter 27 OBC and
Article 760, NFPA 70.
7. Provide a record of completion for each completed fire alarm system in accordance with Section 907.17 and
NFPA 72 Completion Documents.
8. OBC 907.16 Acceptance Testing. Upon completion of the fire protective signaling system, all alarm-initiating
devices and circuits, alarm-indicating appliances and circuits, supervisory-signal initiating devices and circuits,
signaling line circuits, and primary and secondary power supplies shall be tested in accordance with NFPA 72.
9. No electrical work (conduits, cables or other electrical apparatus) may be covered or concealed without visual
inspection and approval by the electrical field inspector as per OBC 109.
10. The existing electrical conductors, if removed, abandoned, or altered, shall be accomplished to the electrical field
inspectors approval. Electrical work found not to meet the code's standards shall be corrected to the electrical
field inspector's approval, Section 109 OBC.
11. All electrical work will comply with the requirements of Article 27 OBC and the National Electric Code NFPA
70, approved edition and is subject to the approval of the electrical inspector, in accordance with Section 109 of
the OBC.

Building Standards is unable to issue plan approval at this time without the additional information or corrections indicated
below. This CORRECTION REQUEST LETTER is not a disapproval of the plans, but is a request for clarification and/or
modification of the following items:
The following item(s) shall be brought into full conformance with the OBC prior to the issuance of any conditional or
final plan approval:
1. OBC 907.9 Alarm notification appliances: Alarm notification appliances shall be provided and shall be listed for
their purpose. Audible and visual alarms shall be installed in accordance with the "ADAAG" and NFPA 72.
ADAAG 4.28.1. Alarm systems required to be accessible shall comply with Section 4.28 ADAAG. At a minimum,
visual signal appliances shall be provided in restrooms and any other general usage areas (e.g., meeting rooms,
auditoriums, corridors, lobbies and any other area for common use.
Provide visual notification appliances in the following "common use"areas:
1. Each of the (3) Fitting Rooms, unless half-sized doors allow for the viewing of a single visual alarm
notification appliance, if located across from the entrance to these common use rooms.
