Re: Buckeye Dermatology - New Building Applicant: Fire Guard Inc., 740-549-1051 Fire Suppression System Fire Protection Permit No: #07-201608(4) 5720 Blazer Parkway The Response Letter dated 4/15/08, for the building Fire Protection System, as submitted with the Fire Protection Permit Application for the captioned project, have been reviewed for compliance with the provisions of the 2007 Ohio Building Code (OBC). The review was based upon the following criteria: Use Group: B, Business offices with examination and treatment rooms Occupancy: 113 Area: 11,300 SF Total Const. Type: VB, Combustible - Unprotected Notes: Proposed new fire suppression system to be installed throughout the new building, including the Attic space and in the existing portion of Building 5 which helps comprise the rest of this separated Fire Area. Due in part to Table 503 for the A-3 Use Group and Section 903.2.1.3 requires this fire area to be sprinklered. The Fire Suppression Drawings are Signed and Certified by Jerry Crosby, Certified Fire Systems Designer #G-037. The Contractor is Fire Guard Inc., State Certification 953-21-16, and the Installer's State Certification is #54-25-1230, all to comply with the requirements of OBC Section 105.3 and have been reviewed, therefore, in accord with OBC section 105.3.1.4. This FIRE PROTECTION PLAN APPROVAL for the automatic fire suppression system only, is issued by the City of Dublin, Division of Building Standards, in accordance with Section 106.3.1.1 OBC. For the information of the Applicant the following item(s) are required for code compliance, but are not necessarily covered in detail in the construction documents. This list is a reminder to the design professional and contractors of issues which are to be satisfactorily dealt with in the field: 1. A set of construction documents which have been approved under section 105 of the OBC shall be kept at the site of the work and shall be available for reference by the building official at all times during working hours while such work is in progress; Section 109 OBC. 2. Sprinkler piping, feed mains, cross mains and/or branch lines shall not reduce the clear ceiling heights as required for occupiable spaces, habitable spaces, and corridors, as required in Section 1207.2 OBC. 4. OBC 901.5 Acceptance tests: All fire protection systems shall be tested in accordance with the requirements of this code and the fire prevention code. When required, the tests shall be conducted in the presence of the code official. All tests required by this code and the standards listed in this code shall be conducted at the expense of the owner or the owner's representative. It shall be unlawful to occupy portions of a structure until the required fire protection systems within that portion of the structure have been tested and approved. 5. OBC 903.5 Acceptance tests: Sprinkler systems shall be tested and maintained in accordance with the fire prevention code. 6. NFPA 13, 3-2.9 Stock of Spare Sprinklers. In accordance with Section 3-2.9 NFPA 13, a stock of spare sprinkler heads with sprinkler wrench, shall be maintained on the premises. 7. NFPA 13, 10-2 Acceptance Requirements. The underground mains, lead-in and system riser shall be completely flushed before connection is made to the sprinkler piping and the system shall be hydrostatically tested in accordance with Section 10-2.1, NFPA 13. The arrangement of the water supply piping and sprinkler riser locations on this fire protection plan, would dictate that a post-indicating valve is required for this work. The review was based upon the following criteria: Use Group: B, Business offices with examination and treatment rooms Occupancy: 113 Area: 11,300 SF Total Const. Type: VB, Combustible - Unprotected Notes: Proposed new fire suppression system to be installed throughout the new building, including the Attic space and in the existing portion of Building 5 which helps comprise the rest of this separated Fire Area. Due in part to Table 503 for the A-3 Use Group and Section 903.2.1.3 requires this fire area to be sprinklered. The Fire Suppression Drawings are Signed and Certified by Jerry Crosby, Certified Fire Systems Designer #G-037. The Contractor is Fire Guard Inc., State Certification #53-21-16, and the Installer's State Certification is #54-25-1230, all to comply with the requirements of OBC Section 105.3 and have been reviewed, therefore, in accord with OBC section 105.3.1.4. Due to violations of the Ohio Building Code (OBC), which may constitute a serious hazard, the City of Dublin, Division of Building Standards is unable to issue plan approval at this time without the additional information or corrections indicated below. Drawings for the fire protection system(s) shall be submitted to indicate conformance with this code and the construction documents and shall be approved prior to the start of system installation. Drawings shall contain all information as required by the referenced installation standards in OBC Ch 9. Submit for approval, prior to the start of system(s) installation, complete information regarding the Fire Suppression System shall contain information required by NFPA 13, Chapter 14, Plans and Calculations for Fire Suppression Systems. 1.1 The submitted plans did not include full height cross sections including structural member information as required for clarity and including the ceiling construction, etc. 1.2 The submitted plans did not include the location and size of concealed combustible spaces or attic areas. 1.3 The submitted plans did not show or locate any riser fittings, valves, gauges or nipples, etc. 1.4 The fire protection sheet shows a new 2-112 "fire service line extending from the existing service riser located in the adjacent building. Please note the following concerns we have for this arrangement as shown: 1.4.1 Sheet 1 of shows the new 2-112" underground fire service line extending out from 'inside ' the existing adjacent building. In accordance with Section 901.3 OBC the existing fire system provided in the 'existing' building shall NOT be modified without approval of the Building Official. Was the original fire service for the existing building, sized properly for this new building fire suppression service? Please submit flow and hydraulic design calculations verifying the demand required by the addition of this new system to the existing parameters of the automatic fire suppression system and water service already in place. Reference NFPA 13, Chapter 15 requirements. 1.4.2 Is the existing 4 inch fire service line large enough to handle the new calculated demand requirements? Please submit additional information and/or calculations on the, `overall' water supply required for this building as well as the `existing' building so that the existing single 4 inch water tap (from the street main) can be verified Will this water flow be adequate for the demand on now `both' buildings? Also, Hydraulic Design Criteria for the water supply to this new building must be confirmed at the new supply tap and valve location, once coordinated. 1.4.3 Will the proposed 2-112 inch fire service be large enough to supply the total demand at the appropriate pressure for the new building? Reference Section 15.1.3 ofNFPA 13. 1.4.4 How 'exactly' will the proposed new service line be run into the new building? a. No depth of burial is noted or detailed b. No information was provided on the existing riser to show how or where this proposed take- off is to be arranged. c. No valves, connection or fittings are shown or noted. d. Will any demolition work be required in the existing riser room of the existing building? e. Will any thrust-blocking be utilized in making the 90-degree turns proposed in this buried water supply piping? No notes or details have been provided. f. How will this new supply 'enter' the proposed new building? No fittings, bends or turns are shown. Will this line rise-up in the exterior wall framing to above the proposed ceiling or will there be a riser located in the Exam Room where this is drawn? Please clarify and provide additional details for our review and comment. g. Will the new service be installed `through' the new building foundation wall or `below' the new footing? Reference NFPA 13, Section 15.1.6.2. 1.4.5 Where will the Fire Department Connection be located and how will it be arranged for the new building, with respect to the existing building riser and FDC location? Will signage be provided? Reference Section 912 OBC. 1.5 How will the sprinkler piping be supported from the building structure? No such details were noted or shown. Please provide so that we may continue our review of this application. 2. NFPA 13 - 8.14.1.1 Concealed Spaces Requiring Sprinkler Protection. All concealed spaces enclosed wholly or partly by exposed combustible construction shall be protected by sprinklers except in concealed spaces where sprinklers are not required to be installed by 8.14.1.2.1 through 8.14.1.2.15. Please verify the requirements of these listed exceptions, with respect to any combustible concealed spaces located within this building. Please know that the required building sections and/or diagrams will help verify compliance with these provisions. 3. NFPA 13 - 8.14.7.1 Unless the requirements of 8.14.7.2 or 8.14.7.3 are met, sprinklers shall be installed under exterior roofs or canopies exceeding 4 ft. in width. The covered entry shown as combustible framing and exceeding 4 ft in width, shall be provided with sprinkler protection `beneath' in accordance with the requirements of this section. Please review this area with the architectural floorplans and building sections, so as to `complete' the areas of fire protection with the proposed sprinkler system. 4. NFPA 13 - 8.15.1.1.1.1 Each sprinkler system shall be provided with a listed indicating valve in an accessible location, so located as to control all automatic sources of water supply. A water supply connection should not extend into a building or through a building wall unless such connection is under the control of an outside listed indicating valve or an inside listed indicating valve located near the outside wall of the building. All valves controlling water supplies for sprinkler systems or portions thereof, including floor control valves, should be accessible to authorized persons during emergencies. The arrangement of the water supply piping and sprinkler riser locations on this fire protection plan, would dictate that a post-indicating valve is required for this work. Please install and supervise in accordance with Sections 8.15.1.1.2 and 8.15.1.3 of the 2002 NFPA 13. 5. NFPA -13, Section 15.1.2 Capacity. An approved water supply capable of supplying the required fire flow for fire protection shall be provided to premises upon which facilities, buildings or portions of buildings are hereafter constructed or moved into or within the jurisdiction. The Washington Township Fire Department would reserve judgement on the size and configuration of the 4 inch water service tap to serve both, the existing 4 inch Private Fire Service and the proposed new 2-112 inch Private Fire Service line. Submit `current' (within the past one (1) year) water supply test information along with hydraulic calculations to substantiate the required fire flow and pressures needed for the existing and the proposed new facility. The information submitted does not confirm this. 6. OBC 912.2 [Fire Department Connections] Location. With respect to hydrants, driveways, buildings and landscaping, fire department connections shall be so located that fire apparatus and hose connected to supply the system will not obstruct access to the buildings for other fire apparatus. The location of fire department connections shall be approved. Fire Department Connections shall be located not more than 100 feet from the nearest fire hydrant connected to an approved water supply and are permitted to exceed 100 feet when approved by the code official. Fire department connections shall be located on the street side of buildings, fully visible and recognizable from the street or nearest point of fire department vehicle access or as otherwise approved by the fire code official. No fire department connection was shown or noted for this new building fire suppression system. Pleas provide details on this system and the proposed location thereof, so that we may verify compliance with additional code requirements pertaining to the FDC. Each separate building is required to have its' own FDC with properly located signage. These review items are not necessarily the only, nor all of the provisions with which compliance is required. Omission of reference to any provisions will not nullify any requirement, nor exempt any structure from such requirement of the Ohio Building Code. The owner, architect and the engineer identified on the plans will be responsible for the structure, design, safety and all OBC requirements. This review does not preclude the necessity to conform with provisions which may have been omitted or overlooked in the review process, but which are requirements of the code. Ultimate responsibility for legal compliance with the Standards of Safety rest with the registered design professional, the tenant and the owner. This review is based upon the information contained within the submitted drawings and related documents.
