This FIRE PROTECTION PLAN APPROVAL for the automatic fire suppression system only, is issued by the City of Dublin, Division of Building Standards, in accordance with Section 106.3.1.1 OBC. For the information of the Applicant the following item(s) are required for code compliance, but are not necessarily covered in detail in the construction documents. This list is a reminder to the design professional and contractors of issues which are to be satisfactorily dealt with in the field: 1. A set of construction documents which have been approved under section 105 of the OBC shall be kept at the site of the work and shall be available for reference by the building official at all times during working hours while such work is in progress; Section 109 OBC. 2. The certificate of approval of fire protection plans shall be posted in a conspicuous location outside of the building or in the front part of the premises on which is, or will be, located the approved building or equipment. OBC 901.5 Acceptance tests: All fire protection systems shall be tested in accordance with the requirements of this code and the fire prevention code. When required, the tests shall be conducted in the presence of the code official. All tests required by this code and the standards listed in this code shall be conducted at the expense of the owner or the owner's representative. It shall be unlawful to occupy portions of a structure until the required fire protection systems within that portion of the structure have been tested and approved. 4. OBC 904.10 Clean-agent systems. Clean-agent fire-extinguishing systems shall be installed, maintained, periodically inspected and tested in accordance with NFPA 2001 and their listing. 5. Upon completion of the fire protective signaling system, all alarm-initiating devices and circuits, alarm-indicating appliances and circuits, supervisory-signal initiating devices and circuits, signaling line circuits, and primary and secondary power supplies shall be subjected to a 100 percent acceptance test in accordance with NFPA 72A and 72E listed in Chapter 35; Section 907.16 OBC. 6. OBC 907 Acceptance testing: When the installation of the detectors is complete, each detector and all interconnecting wiring for multiple-station detectors shall be subject to a 100-percent acceptance test in accordance with the household fire warning equipment provisions of NFPA 72 listed in Chapter 35. 7. No electrical work (conduits, cables or other electrical apparatus) may be covered or concealed without visual inspection and approval by the electrical field inspector as per OBC 109. 8. The existing electrical conductors, if removed, abandoned, or altered, shall be accomplished to the electrical field inspectors approval pursuant to the requirements of Section 109 OBC. Electrical work found not to meet the code's standards shall be corrected to the electrical field inspector's approval. 9. All electrical work will comply with the requirements of Article 27 OBC and the National Electric Code NFPA 70, OBC approved edition and is subject to the approval of the electrical inspector, in accordance with Section 109 of the OBC. Submit the following minimum information for review: 1.1 Please describe why this new system coverage is to be placed above the ceiling, only in a few select areas? The ceiling plenum space is currently open and contiguous through out this room, isn't it? Would a discharge of this system not dissipate as it tried to fill' the volume of air located above the ceiling? Currently, no above-ceiling dams or bulkheads are shown or noted to partition these areas from the rest of the above-ceiling spaces. Please clarify. 1.2 The FM 200 Calculations located on Sheet I of 3 have not been revised to include the added above ceiling systems. Please provide these calculations for our continued review of this application. 1.3 Why are no additional 'detection' devices being provided for this above ceding protection area? 2. These review items are not necessarily the only, nor all of the provisions with which compliance is required. Omission of reference to any provisions will not nullify any requirement, nor exempt any structure from such requirement of the Ohio Basic Building Code. The owner, architect and the engineer identified on the plans will be responsible for the structure, design, safety and all OBC requirements. This review does not preclude the necessity to conform with provisions which may have been omitted or overlooked in the review process, but which are requirements of the code. Ultimate responsibility for legal compliance with the Standards of Safety rest with the registered design professional, the tenant and the owner. This review is based upon the information contained within the submitted drawings and related documents. Please note the area covered includes the same area of protection as the room and sub floor with the exception of the Telephone Room and Electric Room. These two rooms have no drop ceiling and are not included in the common plenum. 1.2 The FM200 calculations have been revised and are included for your review. We apologize for the omission. 1.3 The existing detection spacing is less than 500 square feet apart and is in accordance with NFPA #72. This area is being protected with FM200 due to its use as an open return plenum for the room; it cannot be sealed off from the main room volume.
