The building official has evaluated the Fire Marshal's comments related to the fire protection provisions of the OBC and incorporates those comments, by reference, into this Phased Plan Approval and Correction Request. The following items are required for code compliance, but are not necessarily covered in detail in the construction documents. This list is a reminder to the design professional and contractors of issues, which are to be satisfactorily dealt with in the field: Item A OBC 109.2 Lot line markers required. Before any work is started in the construction of a building or an addition to a building to which the rules of the Board are applicable under Section 10 1.2, all boundary lines shall be clearly marked at their intersections with permanent markers or with markers which are offset at a distance which is of record with the owner. Item B OBC 106.3.1 Approval of construction documents. Item D OBC 106.4 Amended construction documents. If substantive changes to the building are contemplated after first document submission, or during construction, those changes must be submitted to the building official for review and approval prior to those changes being executed. The building official may waive this requirement in the instance of an emergency repair, or similar instance. Item E OBC 109.1 General. Construction or work for which an approval is required shall be subject to inspection by the building official and such construction or work shall remain accessible and exposed for inspection purposes until approved. This includes firestopping and draftstopping (Chapter 7 OBC), mechanical work; piping, ducts and systems (Chapter 3 OMC), structural members and connections (Chapter 16 OBC), and electrical work (Chapter 27 OBC). Dear Kristin, On behalf of the City of Dublin, EMH&T has reviewed the Stormwater Calculation & Detention Report, dated August 2007, and the Special Flood Hazard Area Development Permit Application for the Tutor Time Learning Center development at 6365 Emerald Parkway. The plans, stormwater management report and permit were submitted to the City by Hull & Associates, Inc. Title V, Chapter 53, and Title XV, Chapter 151, of the City Ordinances, and the City of Dublin Stormwater Management Design Manual are the relevant documents for this review. The submittal was not reviewed for construction stormwater or stream corridor protection zone compliance. We offer the following findings and comments: Stormwater Management Report Review 1. It is noted that the offsite area north of the project site appears to drain naturally to the south, through the project site, towards Cramer Ditch. The proposed condition grading will take the offsite area drainage to the east, along the northern property line to the Emerald Parkway roadway drainage system. The City may wish to consider whether the existing Emerald Parkway storm sewer system has sufficient capacity to handle this diverted runoff. L. 3. G. 2. 6 Oe6~O C) iii0 ~ 2. The site design engineer should re-evaluate the offsite area to the west of the site. From the existing topographic contour lines, it appears that there may be some additional drainage area that could drain into the site's detention facility. This extra area could affect the sizing of the detention basin and its outlet appurtenances. 5afir>c as 1. 3. It is noted that the bottom of the basin is about 0.5 ft. below the elevation of the basin outlet. No explanation is given for this design, though this area could be designed for sediment storage (Also see Comment #4). 4. The inverts of the outfall orifice and the outlet pipe are at the same elevation, and the catch basin has a sump area below that elevation. This sump would fill with water that could not be drained out, making maintenance of the small orifice opening more difficult. An alternative design is recommended. The outlet structure has a single, small (1-inch diameter) opening in the catch basin that controls all storms up to the 25-year critical storm Some means of outlet protection, such as a trash rack, i dump rock protection, or use of a slotted standpipe, is warranted to prevent clogging. I 6. Normally, the detention storage requirement is calculated for a development based on SCS/NRCS Worksheet 6a, or other appropriate equivalent. If the actual pond routing is used to define the storage requirement, this should be clearly stated in the storm water report. 7. It is noted that Subarea "H" appears to be ignored in the calculations relating to allowable outflow and detention storage requirements. This area is relatively small (0.09 acres). However, technically the. allowable release rates from the basin need to be reduced by the amount of increase in peak flow rates on Area "H" to compensate for this uncontrolled discharge. 8. On page 7 of the storm water report, Section iii (Water Quantity Volume) the values of 0.484 and 0.763 acre-foot are referenced, but have not been introduced or explained earlier in the report. The origin of these values needs to be given. In general, we found this section of the report difficult to follow. The City maw request a better discussion of how the plan will meet eec uirements. 9. The engineer provides calculations for water quality outlet design based solely on the 48-hour drawdown requirement for the calculated water quality volume. The City's Stormwater Manual requires dry basins to have the top 50% of the water quality volume drawn down in no less than 16 hours, with the bottom half therefore drawn down in no less than 32 hours. Based on the reviewer's preliminary calculations, it appears that the proposed outlet would meet these requirements, but the engineer needs to provide calculations to verify that. ~i yLrO X It is noted that the 100-year pool elevation at the detention basin is only 0.33 ft. below the top of the basin. The City's Stormwater Manual requires 1-foot of freeboard above the 100-year pool elevation. 11. The engineer should provide a general detail for the emergency spillway indicated on the plans, and also show its location on the grading plan to better insure that the spillway is properly constructed. [Note: it does not appear that the spillway is part of the designed outlet for the detention basin as it is above the calculated 100-year ponding elevation] 12. It does not appear that actual runoff hydrographs and pond routing hydrographs for the detention facility have been provided with the submitted materials, as requested in the City's Stormwater Management Design Manual. 13. The Stormwater Report alludes to timing of stormwater runoff to the detention basin versus flooding from Cramer Ditch. However, no technical information is given to justify how the basin will function during low probability storms and flooding conditions. It is obvious that the pond will be completely inundated during the larger flooding events and it may be true that the timing of the site runoff and the flooding associated with Cramer Ditch are separated in time; however, additional discussion and verification of this may be appropriate. We have reviewed the new preliminary Flood Insurance Rate Map, Number 30049C0134K, Panel 134, and the preliminary Flood Profile #80P for Cramer Ditch. The location of the regulatory floodway (and floodway + 20 and the 100-year flood elevation designation of 904 feet appear. to be convect. The proposed building elevation of 907.0 meets the City's requirements in this regard. 15. Though cut and fill totals are provided, (Table 5, page 9), the cut and fill calculations are not included in the submittal. These calculations are required according to the City of Dublin Stormwater Management Design Manual, Section G2. Further, this table show 0.051 acre-feet of cut in the floodplain outside of the basin. This area of cut should be included on the plans and also demonstrated in the calculations. 16. While the basin appears to contain adequate volume for both the 100-year storm and the compensatory floodplain fill, the relevant volume for compensatory cut should be above the elevation associated with the storage of the site runoff for the 100 year storm (900.6). The engineer needs to show that the volume in the basin above 900.6 feet is adequate to compensate for the proposed fill in the 100-year floodplain.
