APPLICATION NO.: 06-201445 The plans dated October 30, 2006, for the captioned project have been reviewed for compliance with the provisions of the Ohio Building Code (2005) for the purpose of issuing an APPROVAL. The review was based upon the following criteria: Use Group: A5 (Outdoor Space Only) Occupancy: N/A Area: 490 Lineal Feet Construction Type: CMU Retaining Wall Automatic Sprinkler: N/A Notes: N/A The architectural plans are sealed by David W. Caprio and Michael A. Desutter, Engineer #57550, all to comply with the requirements of OBC Section 106.3.4.1 and have been reviewed, therefore, in accord with OBC Section 106.3.1. OBC 106.3.1 Approval of construction documents. When the construction documents have been determined to conform to the applicable provisions of the rules of the Board in accordance with the procedures set forth in Section 105.3.1, the building official shall endorse or stamp such plans as approved. One set of construction documents shall be kept by the building official. The other set(s) shall be returned to the applicant, kept at the work site and shall be open for inspection by the building official or the building official's designated representative. This APPROVAL does not preclude the acquisition of separate permits for plumbing, mechanical, sprinkler or electric. Permits and fees for these items must be obtained from the Building Division prior to the start of any work in these areas. The soils and retaining wall design is sealed by David W. Caprio. Item 2. The fence details are sealed by Michael A. DeSutter. The following items are required for code compliance, but are not necessarily covered in detail in the construction documents. This list is a reminder to the design professional and contractors of issues which are to be satisfactorily dealt with in the field. Item 1. OBC 109.2 Lot line markers required. Before any work is started in the construction of a building or an addition to a building to which the rules of the Board are applicable under Section 101.2, all boundary lines shall be clearly marked at their intersections with permanent markers or with markers which are offset at a distance which is of record with the owner. Item 2. OBC 106.3.1 Approval of construction documents. When the construction documents have been determined to conform to the applicable provisions of the rules of the Board in accordance with the procedures set forth in Section 105.3.1, the building official shall endorse or stamp such plans as approved. One set of construction documents shall be kept by the building official. The other set(s) shall be returned to the applicant, kept at the work site and shall be open for inspection by the building official or the building official's designated representative. Item 3. OBC 105.7.2 Posting. The certificate of plan approval shall be posted in a conspicuous location outside of the building and in the front part of the premises on which is, or will be the approved building or equipment to which the approved plans relate. The owner and the contractor shall, so far as possible, preserve and keep the certificate posted until the completion of the work to which the approved plans relate. Item 4. OBC 106.4 Amended construction documents. If substantive changes to the building are contemplated after first document submission, or during construction, those changes must be submitted to the building official for review and approval prior to those changes being executed. The building official may waive this requirement in the instance of an emergency repair, or similar instance. Item 5. OBC 109.1 General. Construction or work for which an approval is required shall be subject to inspection by the building official and such construction or work shall remain accessible and exposed for inspection purposes until approved. This includes firestopping and draftstopping (Chapter 7 OBC), mechanical work; piping, ducts and systems (Chapter 3 OMC), structural members and connections (Chapter 16 OBC), and electrical work (Chapter 27 OBC). All systems and elements covered by code are to be inspected and approved before being covered. Item 6. OBC 1103.1 Where required. Buildings and structures, temporary or permanent, including their associated sites and facilities, shall be accessible to persons with physical disabilities. OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and facilities, or portions thereof, to the extent indicated in ADAAG Section 4.1 and this chapter. All electrical will comply with the requirements of Article 27 OBC and the National Electrical Code, NfiPA 70, OBC approved edition and is subject to the approval of the electrical field inspector. Item 8. The existing electrical conductors, if removed, abandoned, or altered, shall be accomplished to the electrical field inspector's approval. Electrical work found not to meet the code's standards shall be corrected to the electrical field inspector's approval. The attached letter from Washington Township Fire Department shall serve as a reference to the "Approval" letter from Martin Strayer, City of Dublin Plans Examiner. Unless otherwise noted, the "Approval" letter and the referenced letter shall serve as an approval from Jeffrey S. Tyler, Chief Building Official/Director of Building Standards. The start of construction indicates acceptance of all of the conditions listed above. This review does not preclude the necessity to conform with provisions which may have been omitted or overlooked in the review process, but which are requirements of the code. Ultimate responsibility for legal compliance with the Standards of Safety rest with the registered design professional, the tenant and the owner. On September 12, 2006, IZD_ Zande provided a portion of an updated plan that indicates that the parking area retaining wall will be taller than indicated in our prior submittal. The maximum exposed will height in this area will be approximately 7.5 feet. Based on the new information, we performed an additional analysis for the wall. The attact ed sketch shows our revisions to the wall design. The geogrid length has been increased to 7 feet fot a poitiol of the wall and an additional layer of geogrid has been added. We have also included recommendations for stepping up the wall base to follow rising finished grades- The revised site plan is also attached. No changes were made to the design of the pool area wall. R.D.T.ande also provided the log of an additional boring performed at the retaining wall location by BBC&M in May 2006. The boring noted the presence of "weak" soils at a depth of 3 to 7 feet. BBC&M cautions that some over excavation should be anticipated below footings. You provided GCI with a storm and grading plan of the project site. The grading plan shows existing and proposed site elevations, as well as proposed retaining wall alignments. You also provided us with a Subsurface Investigation (dated April 20, 2005) for the proposed development by BBC&M Engineering. The project involves constructing two modular block retaining walls for the proposed Lifetime Fitness at 3825 Hard Road in Dublin, Ohio. The first wall will have a maximum height of about 4.5 feet and will be approximately 365 feet in length. This wall is being constructed to accommodate a grade break between the pool area and nearby asphalt parking. The second wall will have a maximum height of about 5.5 feet and will be approximately 125 feet in length. This wall will accommodate a grade break between an asphalt parking lot and the edge of the property. The borings (performed by BBC&M Engineering in April, 2006) indicate that subsurface profile generally consists of stiff to very stiff lean clay soils. Groundwater was not encountered in the borings near the proposed wall locations. GCI performed a design using Mesa retaining wall information, and information provided by Benchmark Landscape Construction. Our design was based on the following geometry, backfill materials, soil, and groundwater information: • Mesa Standard Units (8-inch high blocks with 5/8-inch set-back per block) • Tensar UX 1400 geogrid, • A maximum exposed wall height of 5.5 feet • Use of compacted ODOT Item #304 stone wall backfill (reinforced soil); compacted moist unit weight (y) of 135 pounds per cubic foot and friction angle (T) of 32° • A wall drain consisting of #57 stone directly behind the wall and a perforated drain pipe • Foundation soils consisting of firm stable lean clay soils with a moist unit weight (y) of 125 pounds per cubic foot and friction angle ((p) of 28°; remove any unsuitable materials encountered at subgrade prior to placement of leveling pad, geo-grid or fill. Westerville, Ohio Charlotte, North Carolina 2 • Retained soils consisting of compacted fills with moist unit weight (y) of 125 pounds per cubic foot and friction angle ((p) of 28°. • The water level is below the base of the wall. • A horizontal ground surface in front of the wall and a level surface behind the wall. Portions of the area behind the walls will be paved, and we included a surcharge load of 250 psf in our analyses to account for the traffic loads. Based on our analyses, it is GCI's opinion that the Mesa Retaining Wall System is generally suitable for construction of the wall at the site. The attached sketches show a plan view of the wall location, an elevation view of the wall with schematic locations of geo-grid reinforcing, and a typical wall detail. The standard wall system uses a 5/8" set-back per 8-inch unit. Therefore the total set-back over the height of the wall could be 6-2/8" at the tallest part of the wall. The setback should be accounted for when field locating the base of the wall. The wall should be constructed on a leveling pad consisting of a minimum 6 inches of compacted granular fill (ODOT #304 gravel). The foundation soils should be firm and stable. Undercut soft, wet soils as needed to provide bearing on firm stable soils. Backfill undercuts with Control Density Fill (CDF - lean concrete, k-crete, etc.) We recommend that the retaining wall Backfill be compacted to a minimum of 98% of Standard Proctor densities. The wall backfill should be moisture conditioned to within f3% of optimum moisture content prior to compaction. We recommend that GCI be retained to observe construction of the walls to verify compaction and that the walls being constructed per the intent of the design.
