OBC 907.9 Alarm notification appliances: Alarm notification appliances shall be provided and shall be listed for their purpose. Audible and visual alarms shall be installed in accordance with the "ADAAG" and NFPA 72. ADAAG 4.28.1. Alarm systems required to be accessible shall comply with Section 4.28 ADAAG. At a minimum, visual signal appliances shall be provided in restrooms and any other general usage areas (e.g., meeting rooms, auditoriums, corridors, lobbies and any other area for common use. a. Provide visual notification appliances in the following 'common use"areas: 1. All (4) Exam Room areas including the ExamlProcedure room. Please verify that this has been coordinated We could not locate the added strobes on the f loor plan, as referenced in your response letter. By definition, these areas constitute common use and shall be protected in accordance with the referenced code sections. Furthermore, audible alarms shall be tested in the field for compliance with Section 907.9.2 OBC pursuant to their vicinity to these areas of common use. 3. DFC 3006.1 General. Compressed gases at hospitals and similar facilities intended for inhalation or sedation including, but not limited to, analgesia systems for dentistry, podiatry, veterinary and similar uses shall comply with this section in addition to other requirements of this chapter. DFC 3006.2 Interior supply location. Medical gases shall be stored in areas dedicated to the storage of such gases without other storage or uses. Where containers of medical gases in quantities greater than the permit amount are located inside buildings, they shall be in a 1-hour exterior room, a 1-hour interior room or a gas cabinet in accordance with Section 3006.2.1, 3006.2.2 or 3006.2.3. DFC 105.69 Compressed gases. An operational permit is required for the storage, use or handling at normal temperature and pressure (NTP) of compressed gases in excess of the amounts listed in Table 105.6.9. a. Sheet P2 indicates that the, "quantities of oxygen cylinders (including extra) are to be verified with the Owner. " Please verify the quantity of each cylinder and the amount of cylinders (including extra) which are intended for this business. Please know that if this amount is in excess of the Permit amount, as listed in Table 105.69 (200 cubic feet at ATP for flammable gases [oxygen]), the provisions of Section 3006.2 must be met. Please verify these amounts and have the Owner of this business provide a letter indicating the maximum ' total quantities of all medical gases which are proposed for use and storage. We understand that a letter from the Owner is forthcoming. Please forwoard for our review, when this kaer is availably 4. OMC-606.2.1 Return air systems. Smoke detectors shall be installed in return air systems (plenums, by definition) with a design capacity greater than 2,000 cfm, in the return air duct or plenum upstream of any filters, exhaust air connections, outdoor air connections, or decontamination equipment and appliances. Exception: Smoke detectors are not required in the return air system where the space served by the air distribution system is protected by a system of area smoke detectors in accordance with the building code. The area smoke detector system shall comply with Section 606.4. OMC 6063 Installation. Smoke detectors required by this section shall be installed in accordance with NFPA 72. The required smoke detectors shall be installed to monitor the entire airflow conveyed by the system including return air and exhaust or relief air. Access shall be provided to smoke detectors for inspection and maintenance. a. Notes # 14 and 15 on Sheet E-2 indicate that, "7f any Rooftop RTU return air smoke detector is activated in this building, shut down this fan powered VAVBox VIA main shunt-trip circuit breaker in main distribution switchboard MDS. " This does not demonstrate compliance with the provisions of this code section. Where smoke detectors located within the plenum (air distribution system) with a cumulative capacity greater than 2, 000 cfm, smoke detection is required at each fan powered VAV Unit -or- an 'area wide ' system of smoke detectors are required to detect smoke and send a signal to the FACP to initiate an alarm and subsequently, shut down all parts of this air distribution system, including the roof top units. Currently, the drawings do not reflect this. Please revise. Please keep in mind that the smoke detectors are to be provided to monitor the 'entire ' airflow conveyed by the system including return air systems, which the plenum is a part of, by definition. Your response to this item did not result in compliance of the listed code section(s) as referenced WASHINGTON TOWNSHIP FIRE DEPARTMENT DATE: January 29, 2008 Permit 07-201633(1) Page 3 of 3 Thank you for the opportunity to review the submission. L The listed wall and penetration assemblies must be included in the construction documents in their entirety. (1) Your response did not result in compliance. If reference is to be made to a UL assembly the entire assembly as it is published by the approved agency must be included in its entirety in the contract documents. It is noted, for instance, that neither the sheetA10.1 reference to 092900.F Sound Attenuation Blankets nor the Specification section 092900-2.5.D Sound Attenuation Blankets makes reference the U419 requirement that the blankets bear the UL Classification marking as to Surface Burning Characteristics and/or fire-resistance. Nor is there any indication in the drawings or specifications as to fastener spacing. (2) It will be acceptable to require that the Contractor have available on-site, the latest UL publication(s) containing the referenced assembly. (3) The revisions and additions to the P, H, and E drawings are acceptable for their purposes Item 2 Provide either a smoke detector at each VAV box in the return air plenum or an area wide smoke detection system in the plenum to comply with the requirements of OMC 606.2.1. a. Your response did not result in compliance The system described in your response letter was acceptable for the shell building since no ceiling plenum existed The tenant improvements to the shell building will require either an area wide smoke detection system or detectors at each VAV boxy Item 3 The Washington Township Fire Marshal has requested an opportunity to provide input to the Dublin building department on issues relating to fire protection.
