This VB building is set on an existing concrete underground vault. Item 2. Due to the possibility of chlorine gas gathering in the vault, no single person is to go into the vault unattended. The following items are required for code compliance, but are not necessarily covered in detail in the construction documents. This list is a reminder to the design professional and contractors of issues which are to be satisfactorily dealt with in the field. Item 1. OBC 109.2 Lot line markers required. Before any work is started in the construction of a building or an addition to a building to which the rules of the Board are applicable under Section 10 1.2, all boundary lines shall be clearly marked at their intersections with permanent markers or with markers which are offset at a distance which is of record with the owner. Item 2. OBC 106.3.1 Approval of construction documents. When the construction documents have been determined to conform to the applicable provisions of the rules of the Board in accordance with the procedures set forth in Section 105.3.1, the building official shall endorse or stamp such plans as approved. One set of construction documents shall be kept by the building official. The other set(s) shall be returned to the applicant, kept at the work site and shall be open for inspection by the building official or the building official's designated representative. Item 3. OBC 105.7.2 Posting. The certificate of plan approval shall be posted i onspicuous location outside of the building and in the front part of the premises on which ' 1 be the approved building or equipment to which the approved plans relate. Th ~ e contractor shall, so far as possible, preserve and keep the certificate posted t letton of the work to which the approved plans relate. Item 4. OBC 106.4 Amended construction documents. If substantive changes to the building are contemplated after first document submission, or during construction, those changes must be submitted to the building official for review and approval prior to those changes being executed. The building official may waive this requirement in the instance of an emergency repair, or similar instance. Item 5. OBC 109.1 General. Construction or work for which an approval is required shall be subject to inspection by the building official and such construction or work shall remain accessible and exposed for inspection purposes until approved. This includes frrestopping and draftstopping (Chapter 7 OBC), mechanical work; piping, ducts and systems (Chapter 3 OMC), structural members and connections (Chapter 16 OBC), and electrical work (Chapter 27 OBC). All systems and elements covered by code are to be inspected and approved before being covered. Item 6. OBC 1103.1 Where required. Buildings and structures, temporary or permanent, including their associated sites and facilities, shall be accessible to persons with physical disabilities. OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and facilities, or portions thereof, to the extent indicated in ADAAG Section 4.1 and this chapter. Electrical work found not to meet the code's standards shall be corrected to the electrical field inspector's approval. Asked if disability insurance is made available to employees. Mr. Hansley responded that it is not. The accumulated sick leave serves as a disability bank for employees. Disability insurance has not been added as a benefit; it is quite costly. 2. Inquired about Council direction needed in regard to the proposed additions to the outdoor pool as outlined in the memo. Mr. Hansley stated that the plan as proposed is estimated to cost S100,000. The funds are available, but staff requests a motion before proceeding. Mr. Hahn stated that the plan as proposed cannot be completed before opening of the pool. A portable water slide can be purchased, however, prior to the pool opening. Staff also discussed the possibility of relocating the fence in order to accommodate a volleyball net in the turf area. The major work could then be done in the fall. It is difficult to predict at this point how much work in relation to the fence could be done before pool opening. Mr. Hahn clarified that the grade of everything contained inside the pool area presently will remain the same. Mr. McDaniel confirmed that the mound will remain and the fence will be moved back to accommodate a play area. Mayor Kranstuber moved to approve the plan as proposed within the estimated budget. Asked if disability insurance is made available to employees. Mr. Hansley responded that it is not. The accumulated sick leave serves as a disability bank for employees. Disability insurance has not been added as a benefit; it is quite costly. 2. Inquired about Council direction needed in regard to the proposed additions to the outdoor pool as outlined in the memo. Mr. Hansley stated that the plan as proposed is estimated to cost S100,000. The funds are available, but staff requests a motion before proceeding. Mr. Hahn stated that the plan as proposed cannot be completed before opening of the pool. A portable water slide can be purchased, however, prior to the pool opening. Staff also discussed the possibility of relocating the fence in order to accommodate a volleyball net in the turf area. The major work could then be done in the fall. It is difficult to predict at this point how much work in relation to the fence could be done before pool opening. Mr. Halm clarified that the grade of everything contained inside the pool area presently will remain the same. Mr. McDaniel confirmed that the mound will remain and the fence will be moved back to accommodate a play area. Mayor Kranstuber moved to approve the plan as proposed within the estimated budget. The site is zoned PUD and technically requires Planning Commission approval. However, back in 1999 when other improvements were authorized by Council for this pool Council waived the P&Z review requirement and told Fred to proceed. (See attached edited copy of the Council minutes for 3/15/99) After reading the minutes it is not clear if Council's approval was limited to the improvements planned in 1999 or if it was intended to be a blanket waiver for all future improvements at this pool. Please review the minutes and let me know if I can administratively approve the pending.plans for the new enclosure. I will be glad to show you the proposed plans if you would like to review them before making a decision. OBC 106.4 Amended construction documents. The building official may waive this requirement in the instance of an emergency repair, or similar instance. Item 5. OBC 109.1 General. Construction or work for which an approval is required shall be subject to inspection by the building official and such construction or work shall remain accessible and exposed for inspection purposes until approved. This includes firestopping and draftstopping (Chapter 7 OBC), mechanical work; piping, ducts and systems (Chapter 3 OMC), structural members and connections (Chapter 16 OBC), and electrical work (Chapter 27 OBC). All systems and elements covered by code are to be inspected and approved before being covered. Item 6. OBC 1103.1 Where required. Buildings and structures, temporary or permanent, including their associated sites and facilities, shall be accessible to persons with physical disabilities. OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and facilities, or portions thereof, to the extent indicated in ADAAG Section 4.1 and this chapter.
