Alan Perkins and Jan Rozanski recall doing inspections in the area (but not record of finals). The last inspection was a structural on 9/20/07. It was purchased and installed by Ashland. Unfortunately, this is out of our control. I don't believe the building and fire inspector will need another inspection, just final electric sign-off. If you find out differently, please advise. I will look into in further and get back with you. "Ruschau, Jeff' <JRuschau@messer.com> 1/29/2008 2:51 PM Jennifer, I spoke with Ashland Chemical re: final inspections for this SP&A Lab. They are currently waiting for the UL inspector to complete final inspection of the environmental room and obtain a UL label for this equipment. Unfortunately, this UL inspector got hurt and has been off work for some time. Ashland did not want to schedule a different UL inspector. Messer and contractors completed their work in Sept. and this work was inspected by Dublin and Washington Township FD. A final life safety inspection was also completed for all areas. The inspectors allowed for occupancy in all areas except the environmental room due to the UL listing. Ashland does not have a date set for the final UL inspector. We were informed in Sept that we were complete with our work and that once Ashland's environmental room obtained a UL listing, Ashland would contact Dublin for this inspection which would allow for occupancy of this room. Can you confirm this with Ted and structural/HVAC inspector as well as Washington Township? Messer will extend the permit if necessary, please advise. Thanks. OMC 510.1 [Hazardous Exhaust Systems] General This section shall govern the design and construction of duct systems for hazardous exhaust and shall determine where such systems are required. Hazardous exhaust systems are systems designed to capture and control hazardous emissions generated from product handling or processes, and convey those emissions to the outdoors. Hazardous emissions include flammable vapors, gases, fumes, mists or dusts, and volatile or airborne materials posing a health hazard, such as toxic or corrosive materials. For the purposes of this section, the health-hazard rating of materials shall be as specified in NFPA 704. OMC 510.2 OMC 510.1 [Hazardous Exhaust Systems] Where required. A hazardous exhaust system shall be required wherever operations involving the handling or processing of hazardous materials, in the absence of such exhaust systems and under normal operating conditions, have the potential to create one of the following conditions: 1. A flammable vapor, gas, fume, mist or dust is present in concentrations exceeding 25 percent of the lower flammability limit of the substance for the expected room temperature. 2. A vapor, gas, fume, mist or dust with a health-hazard rating of 4 is present in any concentration. 3. A vapor, gas, fume, mist or dust with a health-hazard rating of 1, 2 or 3 is present in concentrations exceeding I percent of the median lethal concentration of the substance for acute inhalation toxicity. i. Please categorize the vapors to be exhausted from each piece of equipment to be exhausted. d. Please provide Material Safety Data Sheets (MSDS) on all materials anticipated for use in the Technical Service Lab. e. Please provide a Hazardous Materials Inventory Statement as described in DFC 2701.4.2. Item 2 The Washington Township Fire Marshal has requested an opportunity to provide input to the Dublin building department on issues relating to fire protection. The building official has evaluated the Fire Marshal's comments related to the fire protection provisions of the OBC and incorporates those comments, by reference, into this Phased Plan Approval and Correction Request. When responding to this Correction Request, please include responses to the Marshal's comments. The following items are required for code compliance, but are not necessarily covered in detail in the construction documents. This list is a reminder to the design professional and contractors of issues, which are to be satisfactorily dealt with in the field: Item 3 OBC 106.3.1 Approval of construction documents. Item 4 OBC 105.7.2 Posting. The certificate of plan approval shall be posted in a conspicuous location outside of the building and in the front part of the premises on which is, or will be the approved building or equipment to which the approved plans relate. The owner and the contractor shall, so far as possible, preserve and keep the certificate posted until the completion of the work to which the approved plans relate. Item 5 OBC 106.4 Amended construction documents. If substantive changes to the building are contemplated after first document submission, or during construction, those changes must be submitted to the building official for review and approval prior to those changes being executed. The building official may waive this requirement in the instance of an emergency repair, or similar instance. Item 6 OBC 804.3 Testing and identification. Floor covering materials shall be tested by an approved agency in accordance with NFPA 253 and identified by a hang tag or other suitable method so as to identify the manufacturer or supplier and style, and shall indicate the interior floor finish or floor covering classification according to Section 804.2. Carpet-type floor coverings shall be tested as proposed for use, including underlayment. Test reports confirming the information provided in the manufacturer's product identification shall be furnished to the building official upon request. Item 7 OBC 109.1 General. Construction or work for which an approval is required shall be subject to inspection by the building official and such construction or work shall remain accessible and exposed for inspection purposes until approved. a. This includes firestopping and draftstopping (Chapter 7 OBC), mechanical work; piping, ducts and systems (Chapter 3 OMC), structural members and connections (Chapter 16 OBC), and electrical work (Chapter 27 OBC). All systems and elements covered by code are to be inspected and approved before being covered. Item 8 OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and facilities, or portions thereof, to the extent indicated in ADAAG Section 4.1 and OBC Chapter 11.
