In the event that we are in error, please contact this office immediately so that we may
amend our files and issue the appropriate Final Approval or Certificate of Occupancy.
If the project has not been completed or simply lacks a final inspection, please call the
Inspection Line (614-410-4680) to schedule the final inspections as soon as possible.
If additional time is necessary to complete the project, we will be happy to extend the
permit for another six months, if you contact this office prior to permit expiration. There
will be a $20.00 fee due at that time.

The plans dated August 4, 2006 and revised March 8, 2007, for the captioned project have been reviewed
for compliance with the provisions of the Ohio Building Code (2005) for the purpose of issuing a Phased
Plan Approval. The review was based upon the following criteria:

OBC 106.3.3 Phased approval. The building official shall issue an approval for the construction of
foundations or any other part of a building or structure before the construction documents for the whole
building or structure have been submitted, provided that adequate information and detailed statements have
been filed complying with pertinent requirements of this code. The holder of such approval for the
foundation or other parts of a building or structure shall proceed at the holder's own risk with the building

operation and without assurance that an approval for the entire structure will be granted. Such approvals
shall be issued for various stages in the sequence of construction provided that all information and data
required by the code for that portion of the building or structure has been submitted The holder of a
phased plan approval may proceed only to the point for which approval has been given
This Phased Plan Approval is for FOOTINGS, FOUNDATIONS AND FIRST FLOOR WALLS TO
BEARING ONLY
Item 1 The submitted documents were incomplete. Full Plan Approval can not be issued until the
following information is submitted for review and is approved
a. Fire Suppression Drawings including the Standpipe System complying with NFPA 14
shall be submitted for review; contain all information required by NFPA 13-2002
Chapter 14; and be approved before any equipment is installed or remodeled. A
separate Permit from the city of "Dublin is required.
b. Fire Alarm Drawings indicating modifications to the existing system shall be submitted
for review; contain all information required by NFPA 72-2002 4.5.1.1 and explained in
Annex A4.5.1.1; and be approved before any equipment is installed or remodeled. A
separate Permit from the city of Dublin is required.
C. Truss construction documents shall be prepared by a registered design professional and
shall be provided to the building official and approved prior to installation. These
construction documents shall include, at a minimum, the information specified in OBC
2303.4.
Item 2 Please Confirm that the Steel Beam shown in Wall Section A121AA4-01 is fire protected to
comply with the requirements of OBC 708.4 for supporting construction.,
Item 3 The Washington Township Fire Marshal has requested an opportunity to provide input to the
Dublin building department on issues relating to fire protection. The building official has
evaluated the Fire Marshal's comments related to the fire protection provisions of the OBC
and incorporates those comments, by reference, into this Phased Plan Approval and
Correction Request.
The following items are required for code compliance, but are not necessarily covered in detail in the
construction documents. This list is a reminder to the design professional and contractors of issues, which
are to be satisfactorily dealt with in the field.-
Item A. OBC 106.3.1 Approval of construction documents. When the construction documents
have been determined to conform to the applicable provisions of the rules of the Board in
accordance with the procedures set forth in Section 105.3.1, the building official shall endorse
or stamp such plans as approved. One set of construction documents shall be kept by the
building official. The other set(s) shall be returned to the applicant, kept at the work site and
shall be open for inspection by the building official or the building official's designated
representative.
Item B. OBC 105.7.2 Posting. The certificate of plan approval shall be posted in a conspicuous
location outside of the building and in the front part of the premises on which is, or will be the

approved building or equipment to which the approved plans relate. The owner and the
contractor shall, so far as possible, preserve and keep the certificate posted until the
completion of the work to which the approved plans relate.
Item C. OBC 106.4 Amended construction documents. If substantive changes to the building
are contemplated after first document submission, or during construction, those changes must
be submitted to the building official for review and approval prior to those changes being
executed. The building official may waive this requirement in the instance of an emergency
repair, or similar instance.
Item D. OBC 109.1 General. Construction or work for which an approval is required shall be
subject to inspection by the building official and such construction or work shall remain
accessible and exposed for inspection purposes until approved. This includes penetrations of
fire resistance-rated assemblies, firestopping and draftstopping (Chapter 7 OBC), mechanical
work; piping, ducts and systems (Chapter 3 OMC), structural members and connections
(Chapter 16 OBC), and electrical work (Chapter 27 OBC). All systems and elements covered
by code are to be inspected and approved before being covered.
Item E. OBC 804.3 Testing and identification. Floor covering materials shall be tested by an
approved agency in accordance with NFPA 253 and identified by a hang tag or other suitable
method so as to identify the manufacturer or supplier and style, and shall indicate the interior
floor finish or floor covering classification according to Section 804.2 . Carpet-type floor
coverings shall be tested as proposed for use, including underlayment. Test reports confirming
the information provided in the manufacturer's product identification shall be famished to the
building official upon request.
Item F. OBC 1103.1 Where required. Buildings and structures, temporary or permanent,
including their associated sites and facilities, shall be accessible to persons with physical
disabilities.
OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and
facilities, or portions thereof, to the extent indicated in ADAAG Section 4.1 and this chapter.
Item G. All electrical will comply with the requirements of Article 27 OBC and the National
Electrical Code, NFPA 70, OBC approved edition and is subject to the approval of the
electrical field inspector.
Item H. The existing electrical conductors, if removed, abandoned, or altered, shall be
accomplished to the electrical field inspector's approval. Electrical work found not to meet
the code's standards shall be corrected to the electrical field inspector's approval.
This review does not preclude the necessity to conform to provisions which may have been omitted or
overlooked in the review process, but which are requirements of the code. Ultimate responsibility for legal
compliance with the Standards of Safety rests with the registered design professional, the tenant and the owner.
This review is based upon the information contained within the submitted drawings and related documents.

Notes: Slab-on-grade construction with wooden building construction, including wooden roofing

building is proposed to have a 13R automatic fire suppression installed `throughout' with
sprinkler alarms, monitoring, and two standpipe systems (one per stair) with a complete
fire alarm/detection system, as required.
Mr. Harpham:
We have reviewed the construction drawings with revision #7 noted and dated March 8, 2007 for the referenced project
submitted to the city of Dublin for review March 15, 2007 for matters of concern to the Washington Township Fire
Department regarding rules of the 2005 Ohio Building Code (OBC) and the fire prevention and the Dublin Fire Code(DFC)
based upon the 2000 International Fire Code.
We are able to recommend approval of the plans as submitted except for the Exterior Structural Columns, the Architectural
Trim, the Standpipe and the Fire Suppression. We note the following:
1. OBC 106.1.1(7) Fire Suppression Systems. Areas of protection and fire suppression system occupancy hazard
classification(s) are to be included on the "Construction Documents" at the time they are submitted for initial plan
review.
a. Please submit the required `construction document' information for review prior to the Installers systems shop-
drawings submission.
b. Fire protection system construction documents are to be submitted by individuals certified pursuant to Chapter
4101:2-87, in accordance with the provisions of Section 105.3.1.4 OBC.

2. OBC 1011.1.1.1 Fire protection system drawings. Drawings for the fire protection system(s) shall be submitted to
indicate conformance with this code and the construction documents and shall be approved prior to the start of system
installation. Drawings shall contain all information as required by the referenced installation standards in OBC Ch. 9.
1. Submit for approval, prior to the start of system(s) installation, complete information regarding the fire
protection systems or the alteration of the system(s) information required by NFPA 13R (2002) Chapter 6,
Plans and Calculations for fire suppression and the specifications, wiring diagrams, battery calculation, and
floor plans required by NFPA 72 (2002)§1-6.1.1 for fire alarm/detection systems.
2. Separate Permits are required for the fire alarm/detection system and the automatic fire suppression system.
3. DFC 9033.7 Fire Department connections. Fire department connections shall be installed in accordance with the
International Fire Code. The location of fire department connections shall be approved by the building official.
The fire department connection is shown and described on the Wet Pipe Fire Riser Detail on Sheet P2-01 only. No
site plan or floor plan was provided to verify or confirm the placement of the Fire Department Connection. In
accordance with the requirements of this section, All Fire Department connections are to be coordinated through the
Washington Township Fire Department, Fire Marshal, Alan Perkins. He may be reached at (614) 652-3930. Please
have the Applicant submit drawings showing the location of the fire department connection, for our continued review
of this application.
4. DFC 905.2 Installation standards. Standpipe systems shall be installed in accordance with this section and NFPA 14.
DFC 905.4.2 Interconnection. In buildings where more than one standpipe is provided, the standpipes shall be
interconnected in accordance with NFPA 14.
a. Please require that the Class and Type of standpipes are to be identified in the drawings or specifications.
b. The standpipes are not shown or noted to be interconnected.
C. No standpipe Riser Diagram was provided. Reference Sheet P2-01-
5. DFC 912.2 [Fire Department Connections] Location. With respect to hydrants, driveways, buildings and
landscaping, fire department connections shall be so located that fire apparatus and hose connected to supply the
system will not obstruct access to the buildings for other fire apparatus. The location of fire department connections
shall be approved. Fire Department Connections shall be located not more than 100 feet from the nearest fire hydrant
connected to an approved water supply and are permitted to exceed 100 feet when approved by the code official.
DFC 912.2.1 Visible location. Fire department connections shall be located on the street side of buildings, fully
visible and. recognizable from the street or nearest point of fire department vehicle access or as otherwise approved by
the fire code official.
6. DFC 912.4 Signs. A metal sign with raised letters at least 1 inch (25 mm) in size shall be mounted on all fire
department connections serving fire sprinklers, standpipes or fire pump connections. Such signs shall read:
AUTOMATIC SPRINKLERS or STANDPIPES or TEST CONNECTION or a combination thereof as applicable.
