Dear Jennifer,
it is my understanding that the permit will expire for Building #5 at Terrazza on May 7,
2008. Due to current market conditions, it does not appear we will begin construction of
that building any time soon. This letter represents our request for a refund in the amount
of $5,820.00 for the permit and inspection fees for Building #5 at Terrazza. Please send

Dear Tom,
Our records indicate that the permit extension granted for Terrazzo Condominiums
Building 5 will expire on May 7, 2008. Unless construction begins and an approved
inspection takes place prior to this date, the permits will not be eligible for another
extension.
You may request a refund in writing of permit and inspection fees paid. Plan review
fees are not refundable. The permits will then be voided. Please see attached
document for refund amounts.
In addition, Terrazzo Condominiums - Building 2 is due to expire on May 13, 2008.
Those units are eligible for a six month extension at $20.00 per unit.

OBC 106.3.3 Phased approval. The building official shall issue an approval for the construction of foundations or
any other part of a building or structure before the construction documents for the whole building or structure have
been submitted, provided that adequate information and detailed statements have been filed complying with pertinent
requirements of this code. The holder of such approval for the foundation or other parts of a building or structure
shall proceed at the holder's own risk with the building operation and without assurance that an approval for the
entire structure will be granted. Such approvals shall be issued for various stages in the sequence of construction
provided that all information and data required by the code for that portion of the building or structure has been

Item 1. OBC 714.1 Requirements. The fire-resistance rating of structural members and
assemblies shall comply with the requirements for the type of construction and shall
not be less than the rating required for the fire-resistance-rated assemblies
supported.
The beams over the garage doors are to be rated. The columns are to be rated.
Item 2. OBC 707.1 General. The provisions of this section shall apply to vertical shafts
where such shafts are required to protect openings and penetrations through
floor/ceiling and roof/ceiling assemblies.
Show the shaft enclosing the standpipes to be rated,; see Washington Township Fire
Department letter, Item #4.
Item 3. OBC 717.2.6 Architectural trim. Fireblocking shall be installed within concealed
spaces of exterior wall finish and other exterior architectural elements where
permitted to be of combustible construction as specified in Section 1406 or where
erected with combustible frames, at maximum intervals of 20 feet (6096 mm). If
noncontinuous, such elements shall have closed ends, with at least 4 inches (102 mm)
of separation between sections.
Item 4. Submit sprinkler calculations and drawings and fire alarm calculations and drawings
to meet OBC, Chapter 9 requirements.
Item 5. Please schedule a meeting with the Building Officials and the Washington Township
Fire Marshal to discuss the open stair wells and the sprinkler system(s). You have
explained by phone your position concerning the stairway meeting the definition of an
"exterior stairway". We are unclear of your position on Item 2 of the Washington
Township Fire Department letter (attached). I would like to discuss, in person, before
making a final ruling.

The following items are required for code compliance, but are not necessarily covered in detail in the construction
documents. This list is a reminder to the design professional and contractors of issues, which are to be
satisfactorily dealt with in the field:
Item 1. OBC 109.2 Lot line markers required. Before any work is started in the construction of a
building or an addition to a building to which the rules of the Board are applicable under Section
101.2, all boundary lines shall be clearly marked at their intersections with permanent markers or
with markers which are offset at a distance which is of record with the owner.
Item 2. OBC 106.3.1 Approval of construction documents. When the construction documents have
been deterniined to conform to the applicable provisions of the rules of the Board in accordance
with the procedures set forth in Section 105.3.1, the building official shall endorse or stamp such
plans as approved. One set of construction documents shall be kept by the building official. The
other set(s) shall be returned to the applicant, kept at the work site and shall be open for inspection
by the building official or the building official's designated representative.
Item 3. OBC 105.7.2 Posting. The certificate of plan approval shall be posted in a conspicuous location
outside of the building and in the front part of the premises on which is, or will be the approved
building or equipment to which the approved plans relate. The owner and the contractor shall, so
far as possible, preserve and keep the certificate posted until the completion of the work to which
the approved plans relate.
Item 4. OBC 106.4 Amended construction documents. If substantive changes to the building are
contemplated after first document submission, or during construction, those changes must be
submitted to the building official for review and approval prior to those changes being executed.
The building official may waive this requirement in the instance of an emergency repair, or similar
instance.
Item 5. OBC 109.1 General. Construction or work for which an approval is required shall be subject to
inspection by the building official and such construction or work shall remain accessible and
exposed for inspection purposes until approved.
This includes firestopping and draftstopping (Chapter 7 OBC), mechanical work; piping, ducts
and systems (Chapter 3 OMC), structural members and connections (Chapter 16 OBC), and
electrical work (Chapter 27 OBC). All systems and elements covered by code are to be inspected
and approved before being covered.
Item 6. OBC 1103.1 Where required. Buildings and structures, temporary or permanent, including their
associated sites and facilities, shall be accessible to persons with physical disabilities.
OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and facilities, or
portions thereof, to the extent indicated in ADAAG Section 4.1 and this chapter.
Item 7. All electrical will comply with the requirements of Article 27 OBC and the National Electrical
Code, NfiPA 70, OBC approved edition and is subject to the approval of the electrical field
inspector.
Item 8. The existing electrical conductors, if removed, abandoned, or altered, shall be accomplished to the
electrical field inspector's approval. Electrical work found not to meet the code's standards shall
be corrected to the electrical field inspector's approval.

are requirements of the code. Ultimate responsibility for legal compliance with the Standards of Safety rest with the

assemblies shall comply with the requirements for the type of construction and shall
not be less than the rating required for the fire-resistance-rated assemblies
supported.
The beams over the garage doors are to be rated. The columns are to be rated.
Item 2. OBC 707.1 General. The provisions of this section shall apply to vertical shafts
where such shafts are required to protect openings and penetrations through
floor/ceiling and roof/ceiling assemblies.
Show the shaft enclosing the standpipes to be rated,; see Washington Township Fire
Department letter, Item #4.
Item 3. OBC 717.2.6 Architectural trim. Fireblocking shall be installed within concealed
spaces of exterior wall finish and other exterior architectural elements where
permitted to be of combustible construction as specified in Section 1406 or where
erected with combustible frames, at maximum intervals of 20 feet (6096 mm). If
noncontinuous, such elements shall have closed ends, with at least 4 inches (102 mm)
of separation between sections.
Item 4. Submit sprinkler calculations and drawings and fire alarm calculations and drawings
to meet OBC, Chapter 9 requirements.
Item 5. Please schedule a meeting with the Building Officials and the Washington Township
Fire Marshal to discuss the open stairwells and the sprinkler system(s). You have
explained by phone your position concerning the stairway meeting the definition of an
"exterior stairway': We are unclear of your position on Item 2 of the Washington
Township Fire Department letter (attached). I would like to discuss, in person, before
making a final ruling.

The following items are required for code compliance, but are not necessarily covered in detail in the construction
documents. This list is a reminder to the design professional and contractors of issues, which are to be
satisfactorily dealt with in the field:
Item 1. OBC 109.2 Lot line markers required. Before any work is started in the construction of a
building or an addition to a building to which the rules of the Board are applicable under Section
10 1.2, all boundary lines shall be clearly marked at their intersections with permanent markers or
with markers which are offset at a distance which is of record with the owner.
Item 2. OBC 106.3.1 Approval of construction documents. When the construction documents have
been determined to conform to the applicable provisions of the rules of the Board in accordance
with the procedures set forth in Section 105.3.1, the building official shall endorse or stamp such
plans as approved. One set of construction documents shall be kept by the building official. The
other set(s) shall be returned to the applicant, kept at the work site and shall be open for inspection
by the building official or the building official's designated representative.
Item 3. OBC 105.7.2 Posting. The certificate of plan approval shall be posted in a conspicuous location
outside of the building and in the front part of the premises on which is, or will be the approved
building or equipment to which the approved plans relate. The owner and the contractor shall, so
far as possible, preserve and keep the certificate posted until the completion of the work to which
the approved plans relate.
Item 4. OBC 106.4 Amended construction documents. If substantive changes to the building are
contemplated after first document submission, or during construction, those changes must be
submitted to the building official for review and approval prior to those changes being executed.
The building official may waive this requirement in the instance of an emergency repair, or similar
instance.
Item 5. OBC 109.1 General. Construction or work for which an approval is required shall be subject to
inspection by the building official and such construction or work shall remain accessible and
exposed for inspection purposes until approved.
This includes firestopping and draftstopping (Chapter 7 OBC), mechanical work; piping, ducts
and systems (Chapter 3 OMC), structural members and connections (Chapter 16 OBC), and
electrical work (Chapter 27 OBC). All systems and elements covered by code are to be inspected
and approved before being covered.
Item 6. OBC 1103.1 Where required. Buildings and structures, temporary or permanent, including their
associated sites and facilities, shall be accessible to persons with physical disabilities.
OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and facilities, or
portions thereof, to the extent indicated in ADAAG Section 4.1 and this chapter.
Item 7. All electrical will comply with the requirements of Article 27 OBC and the National Electrical
Code, NfiPA 70, OBC approved edition and is subject to the approval of the electrical field
inspector.
Item 8. The existing electrical conductors, if removed, abandoned, or altered, shall be accomplished to the
electrical field inspector's approval. Electrical work found not to meet the code's standards shall
be corrected to the electrical field inspector's approval.

The start of construction indicates acceptance of all of the conditions listed above. This review does not preclude the
necessity to conform with provisions which may have been omitted or overlooked in the review process, but which
are requirements of the code. Ultimate responsibility for legal compliance with the Standards of Safety rest with the
registered design professional, the tenant and the owner. Phased Plan Approval will be valid only upon receipt by
the City of Dublin, Division of Building Standards, of one signed copy of this Phased Plan Approval to the submitted
plans.

concern to the Washington Township Fire Department regarding rules of the 2005 Ohio Building Code (OBC) and the
2002 Dublin Fire Code (DFC) relating to fire prevention.
We are able to recommend approval of the plans as submitted except for the Exterior Structural Columns, the Architectural
Trim, the Standpipe and the Fire Suppression. We note the following:
Item 1. T601 requires exterior walls in VA construction to be 1 hour rated
a. Exterior wood 6x6 structural columns supporting the balconies need to be fire protected for a I hour
rating.
Item 2. OBC 717.2.6 Architectural trim. Fireblocking shall be installed within concealed spaces of exterior wall
finish and other exterior architectural elements where permitted to be of combustible construction in Section
1406 or where erected with combustible frames, at maximum intervals of 20 feet (6096 mm). If
noncontinuous, such elements shall have closed ends, with at least 4 inches (102 mm) of separation between
sections.
a. Install frreblocking at the eaves.
Item 3. OBC [F] 905.4.1 Protection. Risers and laterals of Class I standpipe systems not located within an enclosed
stairway or pressurized enclosure shall be protected by a degree of fire resistance equal to that required for
vertical enclosures in the building in which they are located.
Exception: In buildings equipped throughout with an approved automatic sprinkler system, laterals that
are not located within an enclosed stairway or pressurized enclosure are not required to be enclosed
within fire-resistance-rated construction.
OBC [F] 905.2 Installation standards. Standpipe systems shall be installed in accordance with this section
and NFPA 14.
OBC [F] 905.4.2 Interconnection. In buildings where more than one standpipe is provided, the standpipes
shall be interconnected in accordance with NFPA 14.
a. Please require that the Class and Type of standpipe be identified in the drawings or specifications.

protection systems or the alteration of the system(s) information required by NFPA 13R (2002)Chapter
6, Plans and Calculations for fire suppression and the specifications, wiring diagrams, battery
calculation, and floor plans required by NFPA 72 (2002)§1-6.1.1 for fire alarms.
b. Separate Permits are required for the Alarm and Suppression system.
