OBC 105.7.2 Posting. DFC 503.1.1 Buildings and facilities. Approved fire apparatus access roads shall be provided for every facility, building or portion of a building hereafter constructed or moved into or within the jurisdiction. The fire apparatus access road shall comply with the requirements of this secton and shall extend to within 150 feet (4570 mm) of all portions of the facility or any portion of the exterior wall of the first story of the building as measured by an approved route around the exterior of the building or facility. Exception: The code official is authorized to increase the dimension of 150 feet (45720 mm) where: 1. The building is equipped throughout with an approved automatic sprinkler system installed in accordance with Section 903.3.1.1, 903.3.1.2 or 903.3.13. 2. Fire apparatus access roads cannot be installed due to location on property, topography, waterways, non-negotiable grades or other similar conditions, and an approved alternative means of fire protection is provided. The only internal that are able to comply with this requirement are Buildings J126, E/8, and D12. Buildings D12, D13, E14 and EIS, by virtue of their access from Sawmill Road and Emerald Parkway are also in compliance. Item 4. DFC 503.2 Specifications. Fire apparatus access roads shall be installed and arranged in accordance with Sections 503.2.1 through 503.2.7. DFC 503.2.1 Dimensions. Fire apparatus access roads shall have an unobstructed width of not less than 20 feet (6096 nun), except for approved security gates in accordance with Section 503.6, and in unobstructed vertical clearance of not less than 13 feet 6 inches (4115 mm). The entrances from Sawmill Road and Emerald Parkway do not comply. Item 5. DFC 102 Access and Loading Facilities, buildings or portions of buildings hereafter constructed shall be accessible to fire department apparatus by way of an approved fire apparatus access road with an asphalt, concrete or other approved driving surface capable of supporting the imposed load of fire apparatus weighing at least 75,000 pounds (34050 kg). It is not apparent on the drawings that the roads to be constructed will support fire apparatus weighing 75,000 pounds. Item 6. 8321.1 Two-family dwellings. Dwelling units in two-family dwellings shall be separated from each other by wall and/or floor assemblies of not less than 1-hour fire-resistive rating when tested in accordance with ASTME 119. Fire-resistance-rated floor-ceiling and wall assemblies shall extend to and be tight against the exterior wall, and wall assemblies shall extend to the underside of the roof sheathing. 1. Wall Section A/A7--3 indicates a discontinuity between the one-hour fire separation assemblies. 2. Wall Section C/A8-2 does not extend to the roof sheathing. A one-hour separation is required to the underside of the roof sheathing at the second floor of Unit B. Item 7. 8302.1 Exterior walls. Exterior walls with a fire separation distance less than 3 feet (914 mm) shall have not less than a one-hour fire-resistive rating with exposure from both sides. Wall Section C/A8-2 shows walls between units that have afire separation distance of 2'-0': Both walls must be one-hour fire rated with exposure from both sides. The common wall for townhouses shall be continuous from the foundation to the underside of the roof sheathing, deck or slab and shall extend the full length of the common wall. 8321.2 TownhousesA Structural independence. Each individual townhouse shall be structurally independent. 2. Sections A/A7--2, A&B?A8-1, A/A8-2 and A/A8-3 indicate that the porch roofs are supported on a (2)-2x1O beam w/a plywood flitch plate that spans between different units and is therefore not structurally independent 3. We note also that if the fire separation wall between units does not extend to the underside of the porch roof deck there exists afire path between individual units that defeats the purpose of requirements of. This review does not preclude the necessity to conform with provisions which may have been omitted or overlooked in the review process, but which are requirements of the code. Ultimate responsibility for legal compliance with the Standards of Safety rest with the registered design professional, the tenant and the owner. This review is based upon the information contained within the submitted drawings and related documents. While the construction drawings were specific to only five of the buildings shown on the site development drawings this review of site matters encompasses what is identified as Areas 4 A&B in their entirety. Comments regarding the buildings submitted for review follow those related to the site and are specific to the buildings and addresses noted above. We are able to recommend approval of the Clubhouse Drawings, noting only that separate drawings for the Pool and Pool Equipment are required. And we are able to recommend approval of the Mailbox structure. We are unable to recommend approval of the Townhouse plans as submitted. 1. DFC 503.1.1 Buildings and facilities. Approved fire apparatus access roads shall be provided for every facility, building or portion of a building hereafter constructed or moved into or within the jurisdiction. The fire apparatus access road shall comply with the requirements of this section and shall extend to within 150 feet (45 720 mm) of all portions of the facility or any portion of the exterior wall of the first story of the building as measured by an approved route around the exterior of the building or facility . Exception: The code official is authorized to increase the dimension of 150 feet (45 720 mm) where: 1. The building is equipped throughout with an approved automatic sprinkler system installed in accordance with Section 903.3.1.1, 903.3.1.2 or 903.3.1.3. 2. Fire apparatus access roads cannot be installed due to location on property, topography, waterways, non-negotiable grades or other similar conditions, and an approved alternative means of fire protection is provided a. The only Townhouse units that are able to comply with this requirement is Building J126. 4. DFC 503.2 Specifications. Fire apparatus access roads shall be installed and arranged in accordance with Sections 503.2.1 through 503.2.7. DFC 503.2.1 Dimensions. Fire apparatus access roads shall have an unobstructed width of not less than 20 feet (60% mm), except for approved security gates in accordance with Section 503.6, and an unobstructed vertical clearance of not less than 13 feet 6 inches (4115 mm). a. The entrances to the site from Sawmill Road and Emerald Parkway do not comply. Both are shown to have entrances 14'to 18'in width. 5. DFC D102 Access and Loading Facilities, buildings or portions of buildings hereafter constructed shall be accessible to fire department apparatus by way of an approved fire apparatus access mad with an asphalt, concrete or other approved driving surface capable of supporting the imposed load of fire apparatus weighing at least 75,000 pounds (34 050 kg). a. It is not apparent on the drawings that the roads to be constructed will support fire apparatus weighing 75, 000 pounds. 6. R321.1 Two-family dwellings. Wall Section A/A7--3 indicates a discontinuity between the one-hour fire separation assemblies. b. Wall Section CIA 8-2 does not extend to the roof sheathing. A one-hour separation is required to the underside of the roof sheathing at the second floor of Unit B. 7. 8302.1 Exterior walls. Exterior walls with a fire separation distance less than 3 feet (914 mm) shaU have not less than a one-hour firs-resistive rating with exposure from both sides. a. Wall Section C/A8-2 shows walls between units that have a Fire Separation Distance of 2'-0". Both walls must be one hour fire rated with exposure from both sides 8. 8321.2 Townhouses.1 Continuity. The common wall for townhouses shall be continuous from the foundation to the underside of the roof sheathing, dock or slab and shall extend the full length of the common wall. 8321.2 Townhouses .4 Structural independence. Each individual townhouse shall be structurally independent. a. Sections A/A7--2, A&B/A8-1, A/A8-2 andA/A8-3 indicate that the porch roofs are supported on a (2)-2x10 beam w/ a plywood flitch plate that spans between & fjerent units and is therefore not structurally independent. b. We note also that if the fire separation wall between units does not extend to the underside of the porch roof deck there exists afire path between individual units that needs to broken with afire separation. The Site Improvement Plans will be required to be submitted on 24 by 36-inch 4-mil mylars and in electronic format compatible with AutoCAD once final approval is given. 2. The stamp and signature of the design professional that prepared this drawing will be needed on the final mylar. This is not a request for final Mylars. Once a final review has been completed, Mylars will be requested. 3. Per the conditions of the Planning and Zoning Commission approval, occupancy of any structure is not permitted until sanitary sewer service to the site is provided to the satisfaction of the City Engineer. 4. The sanitary sewer calculations are approved with this review. 5. The storm sewer calculations are approved with this review. 6. As requested in the last review, evidence of cross-access agreement needs to be submitted or the parcels are to be combined. This is required to be complete prior to the approval of the permit. 7. As requested in the last review, please remove the site plan from the architects set. There are several details in the architectural plan that do not match the civil plan set. The plan sheet numbering needs to be revised to include all sheets in sequential order. 8. The site plan should be revised to eliminate the text over text along Wyandotte Woods Boulevard and Emerald Parkway. Please label all right-of-ways along Wyandotte Woods Boulevard and Emerald Parkway. 9. The sight triangle does not meet the City of Dublin Engineering Division Administrative Policy 95-013.
