Resolution 62-23RECORD OF RESOLUTIONS GOVERNMENT FORMS & SUPPLIES 844-224-3338 FORM NO, 30045 Resolution No. 62-23 Passed , 20 ACCEPTING THE LOWEST AND BEST BID FOR THE BROWN-HARRIS CEMETERY PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter, for the Brown- Harris Cemetery Project; and WHEREAS, Council has determined that the base bid in the amount of $247,630.19 submitted by Brennstuhl Construction, Inc. to be the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, (, _ of the elected members concurring, that: Section 1. The bid submitted by Brennstuhl Construction, Inc. in the amount of $247,630.19 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Brennstuhl Construction, Inc. for the performance and completion of the Brown-Harris Cemetery Project pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the Department of Parks and Recreation. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. The Project will include the grading, fencing, concrete and masonry work, landscaping and site restoration of the Brown-Harris Cemetery (Cemetery). Due to specific design specifications, a monument obelisk, informational sign and plaque will be provided and installed under separate contracts. Attached is an overview map of the location of the cemetery and conceptual design renderings for reference. The engineer’s estimate for this phase of the Project is $251,976, and the total budget for the project is $400,000. Staff received two bids, with the lowest bid received from Brennstuhl Construction, Inc. in the amount of $247,630.19, which is 1.72 percent below the estimate. The full scope of the project, including the monument obelisk, informational sign and plaque is expected to stay within the $400,000 budget. Background The Cemetery was lost sometime in the early 1900s and was re-discovered during an archaeological survey for the surrounding University Boulevard Phase II Project. It was named for the early African American settlers who owned the land. Archaeological excavations resulted in the identification of 22 grave shafts. The graves were loosely organized into four rows and located facing east in the Christian tradition of facing towards the rising sun. There were no attempts to exhume the remains and burials were left in place. Extensive genealogical research was conducted, working from the property atlas maps, census records, cemetery records and obituaries. It is believed that the Brown-Harris families are related through a common ancestor, Mary (Harris) Brown. The Project satisfies conditions set forth in the Department of the Army Section 404 Permit associated with the University Boulevard Phase II Project. Additionally, the Project received a $450,000 grant as part of the 2021-2022 State of Ohio Capital Budget. The grant is administered by the Ohio Facilities Construction Commission (OFCC), and City staff has worked with the OFCC throughout the design process to ensure the Project satisfies all conditions of the grant. Recommendation The Project was reviewed and approved by the Architectural Review Board at the April 26, 2023 meeting. Staff has thoroughly reviewed Brennstuhl Construction’s bid and found it to be the lowest and best bid. References for this contractor were performed and found to be favorable. Staff has also reviewed the Project schedule and found it to be acceptable for the scope and timing of the work to begin this fall, with an expected completion in Q4 2023. Staff recommends approval of Resolution 62-23 authorizing the City Manager to enter into a construction contract with Brennstuhl Construction, Inc. in the amount of $247,630.19.
