ACCEPTING THE LOWEST AND BEST BID FOR THE SHARED- USE PATH AND PARKING LOT MAINTENANCE PROGRAM 2023 (23-007-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of
the Dublin Code, for the Shared-Use Path and Parking Lot Maintenance Program 2023,
23-007-CIP; and
WHEREAS, Council has determined that the bid submitted by Brennstuhl Construction,
Inc. on March 8, 2023 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Delaware,
Franklin, and Union Counties, State of Ohio, (y _ of the elected members
concurring, that:
Section 1. The bid submitted by Brennstuhl Construction, Inc. in the total amount
of $430,646.04 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contract with
Brennstuhl Construction, Inc. for performance and completion of the Shared-Use Path
and Parking Lot Maintenance 2023, 23-007-CIP pursuant to the Advertisement,
Proposal and Contract Documents for said work on file in the office of the City Engineer.
Section 3. = This Council further hereby authorizes and directs the City Manager, the
Director of Law, the Director of Finance, the Clerk of Council, or appropriate officers of
the City to prepare and sign all other agreements and instruments and to take any
other actions as may be necessary to implement this Resolution and complete the work
for these Programs.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Dublin Charter.

Summary
On March 8, 2023, three (3) bids were received and publicly opened for the 2023 Shared-Use Path
and Parking Lot Maintenance Program (Program), 23-007-CIP, which provides annual maintenance in
various locations on the shared-use path network and in one City parking lot. Please see the attached
exhibit for general work locations. For Council’s reference, a copy of the construction drawings can be
provided to Council upon request.
The budgeted funds for the 2023 Program in the 2023-2027 Capital Improvements Program (CIP) are
$555,000. The Engineer’s estimate for this Program is $436,450. Brennstuhl Construction, Inc.
submitted the lowest and best bid of $430,646.04 – $365,766.24 for shared-use path maintenance
and $64,879.80 for parking lot maintenance. Staff has reviewed all bids, and a summary of the bids
received is listed below.

The work for this Program is expected to commence in May 2023 and be completed by October 2023.
The typical and customary communication methods will be used to convey construction information
with the residents and impacted property owners throughout the duration of this work. The City will
have a designated engineering project inspector assigned to the work for this Program who will
provide coordination, be available to answer any questions, and manage access needs throughout the
performance of the work.
Recommendation
Staff has thoroughly reviewed the bid submitted by Brennstuhl Construction, Inc. This contractor has
not previously performed work for the City of Dublin; therefore, staff made inquiries with references

of Brennstuhl Construction, Inc. and received positive feedback regarding their work with owners of
projects involving asphalt placement and repairs.
Staff recommends Council approval of Resolution 33-23 accepting as lowest and best the bid of
Brennstuhl Construction, Inc. in the amount of $430,646.04 and authorizing the City Manager to enter
into a contract with Brennstuhl Construction, Inc. for this Program.
