Resolution 32-23RECORD OF RESOLUTIONS GOVERNMENT FORMS & SUPPLIFS 844-224-3338 FORM NO. 30045. 32-23 Resolution No. Passed , 20 ACCEPTING THE LOWEST AND BEST BID FOR THE TARTAN WEST AND OTHER BOOSTER STATION IMPROVEMENTS PROJECT (21-014-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Tartan West and Other Booster Station Improvements Project, 21-014-CIP; and WHEREAS, Council has determined that the adjusted bid submitted by The Righter Company, Inc. on February 21, 2023 constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Delaware, Franklin and Union Counties, State of Ohio, (y__ of its elected members concurring, that: Section 1. The adjusted bid submitted by the Righter Company, Inc. in the total amount of $410,400.00 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract with The Righter Company, Inc. for the performance and completion of the Tartan West and Other Booster Station Improvements Project, 21-014-CIP pursuant to the Advertisement, Proposal and Contract Documents for said work on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for the Project. Gable, P.E., Deputy Director of Engineering – Design & Construction Mason Hughes, Civil Engineer I Re: Resolution 32-23 – Accepting the Lowest and Best Bid for the Tartan West and Other Booster Station Improvements Project, 21-014-CIP Summary On February 21, 2023, one (1) bid was received and publically opened for the Tartan West and Other Booster Station Improvements Project. The Project will consist of replacing the existing 30 horsepower motors on three (3) pumps, replacing and upsizing discharge piping, site and building improvements, installing a water quality monitoring unit, and improvements to the existing meter pit at the Tartan West booster station. Additionally, the Project will include miscellaneous improvements at the City’s other three booster stations: Rings Road, Brand Road, and Post Road. For Council’s reference, a copy of the construction drawings for the Project have been provided electronically or a print version can be provided to Council upon request. Design for the Project began in 2021, following an evaluation of all the City booster stations in 2015 as conducted by AECOM. The evaluation identified that additional capacity may be needed at Tartan West in the next 10 to 20 years. The City selected MS Consultants to prepare construction plans for capacity, architectural, and site improvements to the City’s booster stations. The budgeted funds for this Project in the 2022-2026 Capital Improvements Program (CIP) are $525,000 from Tartan West Water and Post Road Booster Station Upgrades (EW221). Funding for the Project is being re-appropriated in 2023 through the adoption of Ordinance 10-23 on March 27, 2023. The Engineer’s Estimate for the Project is $423,500.00. The Righter Company, Inc. (Righter) submitted the lowest and best bid of $498,400.00. Staff has reviewed the bid and a summary of the bid received is listed below. As a result of the staff review of the bid items, and in consultation with MS Consultants, it was determined that certain items deviated greatly from the Engineer’s Estimate. In speaking with representatives with Righter, it was discovered that some unnecessary costs were included in the Roof Repair item. The review of the Righter bid also revealed the cost for the fascia, gutters, downspouts, and exterior trim work at the Tartan West booster station was much higher than expected. Staff is working with Dublin’s Facilities team to either perform this work in-house or with one of their contractors they have used in the past for similar work. As a result of adjusting the roof repair item and eliminating the exterior building work, the adjusted Righter bid is $410,400.00 (3.09% lower than the Engineer’s Estimate). Righter was the only bidder for this project. City staff consulted with MS Consultants regarding the lack of total bidders for this project, and MS Consultants advised the City that they have been observing higher bid prices recently on projects which they believe is the result of the pricing and availability of ductile iron pipe and fittings, including the long lead time for these components. MS Consultants also advised that contractors have a significant amount of work opportunities right now, leading to less bidders overall and higher prices from a smaller selection of contractors. Staff also reached out to plan holders to inquire why they decided not to submit a bid. Three responses were received. The most relevant response Staff received was from a large construction company that stated they felt they would have to outsource too much of the work to a subcontractor. And as mentioned above, there are less bidders overall presently since contractors appear to have more work opportunities. Presently, work for this Project is expected to commence in May 2023. The Project work at the Tartan West booster station will commence after the Tartan West Water Tank Repainting Project is sufficiently complete for the water tank to be returned to service. The expected completion date for all work is February 23, 2024. The typical and customary communication methods will be used to convey construction information with any residents and impacted property owners throughout the duration of this work. Recommendation Staff has thoroughly reviewed the bid submitted by The Righter Company, Inc. and determined it to be a complete, accurate and acceptable cost to perform the specified work for this Project. The City has worked with Righter previously on projects such as the 2019 Pedestrian Tunnel Maintenance Program and past maintanence work for the City’s water booster stations. Staff is confident Righter will perform well on this Project. Staff recommends approval of Resolution 32-23, accepting as lowest and best the adjusted bid of The Righter Company, Inc. in the amount of $410,400.00 and authorizing the City Manager to enter into a contract with The Righter Company, Inc. for this Project.
