Resolution 24-23RECORD OF RESOLUTIONS GOVERNMEN TFORMS.& SUPPLIES 844.224.3338 FORM-NO-30045 Resolution No. 24-23 Passed , 20 ACCEPTING THE LOWEST AND BEST BID FOR THE VARIOUS STORMWATER IMPROVEMENTS PROGRAM, 19-028.2-CIP WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Various Stormwater Improvements Program; and WHEREAS, Council has determined that the bid submitted by Strawser Paving Company, Inc. on February 15, 2023 constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Delaware, Franklin and Union Counties, State of Ohio, "l__ of its elected members concurring, that: Section 1. The bid submitted by Strawser Paving Company, Inc. in the total amount of $133,690.00 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Strawser Paving Company, Inc. for the performance and completion of the Various Stormwater Improvements Program pursuant to the Advertisement, Proposal and Contract Documents for said work on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Program. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Gable, P.E., Deputy Director of Engineering – Design & Construction Mason Hughes, Civil Engineer I Re: Resolution 24-23 – Accepting the Lowest and Best Bid for the Various Stormwater Improvements Program, 19-028.2-CIP Summary On February 15, 2023, three (3) bids were received and publicly opened for the Various Stormwater Improvements Program which will construct drainage improvements through the addition of storm conduit and a drainage structure along the west side of Riverside Drive near 6365 Riverside Drive and storm conduit and three drainage structures on City property, behind 5275 and 5733 Stockton Way. Please see the attached exhibits for the specific project locations. For Council’s reference, a copy of the construction documents for this Program can be provided upon request. This specific work for the Program began in 2020 and was delayed due to the acquisition of necessary construction easements. These easements have since been acquired. Staff attempted to perform the Stockton Way portion of the Program through quotes since the cost estimate for that work was under $75,000. Several area contractors were contacted in 2022 for quotes. However, only one quote was received and staff found that it deviated too greatly from the engineer’s estimate and as a result did not award the work. The budgeted funds for the Program in the 2022-2026 Capital Improvements Program (CIP) are $300,000.00 for Various Stormwater Improvements (EF200). Funding for the Program is being re- appropriated in 2023 through the adoption of Ordinance 10-23 on March 27, 2023. The Engineer’s Estimate for the Program is $174,255.00 Strawser Paving Company, Inc. submitted the lowest and best bid of $133,690.00. Staff has reviewed all bids and a summary of the bids received is listed below. Presently, the work for this Program is expected to commence in April or May 2023 and completed by the end of July 2023. Recommendation Staff has thoroughly reviewed the bid submitted by Strawser Paving Company, Inc. and determined it to be a complete, accurate and acceptable cost to perform the specified work for this Program. Previous experience with Strawser Paving Company, Inc. has been favorable including these recent projects: 2022 Street Maintenance Program Phase 1, 2022 Sidewalk Program, Bright Road Watermain Installation. Staff is confident Strawser Paving Company, Inc. will perform well on this Program as they have in the past. Staff recommends Council approval of Resolution 24-23 accepting as lowest and best the bid of Strawser Paving Company, Inc. in the amount of $133,690.00 and authorizing the City Manager to enter into a contract with the Strawser Paving Company, Inc. for this Program. THE CITY ENGINEER OR THE OHIO EPA CAN AND WILL MODIFY THIS PLAN AS NECESSARY. THE CONTRACTOR SHALL BE SOLELY RESPONSIBLE TO ENSURE THE IMMEDIATE AVAILABILITY OF THE TEMPORARY EROSION AND SEDIMENT CONTROL PLAN ON-SITE. THE CONTRACTOR SHALL PROVIDE ADEQUATE DRAINAGE OF THE WORK AREA AT ALL TIMES CONSISTENT WITH EROSION CONTROL PRACTICES. THE CONTRACTOR SHALL REMOVE EXISTING GROUND COVER ONLY AS NECESSARY FOR THE PROJECT PHASE CURRENTLY UNDER CONSTRUCTION. REMOVE ONLY THE TREES, SHRUBS, AND GRASSES THAT MUST BE REMOVED TO PERMIT ACTUAL CONSTRUCTION. PROTECT THE REMAINING TO PRESERVE THEIR AESTHETIC AND EROSION CONTROL VALUE. FINAL GRADING WILL BE CONSISTENT WITH PRECONSTRUCTION TOPOGRAPHY TO MAINTAIN DRAINAGE AND AESTHETICS. CONSTRUCTION AND DEMOLITION DEBRIS SHALL BE PROPERLY DISPOSED OF ACCORDING TO OHIO EPA REQUIREMENTS. BACKFILL TRENCHES IMMEDIATELY AFTER USE. SEED AND MULCH TRENCH AREA WITHIN 7 DAYS AFTER AREA OF SECTION HAS BEEN OPENED. THE CONTRACTOR WILL BE REQUIRED TO BUILD SEDIMENT BASINS OR SEDIMENT TRAPS OR USE EQUAL METHODS TO DETAIN AND CLEAN WATER TO ACCEPTABLE EPA STANDARDS BEFORE RELEASING THE WATER BACK INTO THE STREAM. THERE SHALL BE NO TURBID DISCHARGES TO SURFACE WATERS, RESULTING FROM DEWATERING ACTIVITIES. SEDIMENT-LADEN WATER MUST PASS THROUGH A SETTLING POND, FILTER BAG, OR OTHER COMPARABLE PRACTICE, PRIOR TO DISCHARGE. ALL WATER PRODUCED FROM CLEANING AND DEWATERING OPERATIONS, WHETHER SPECIFICALLY FROM TRENCH DEWATERING OPERATIONS OR FROM MORE EXTENSIVE DEWATERING OPERATIONS, SHALL BE DISCHARGED IN SUCH A MANNER AS TO ELIMINATE EROSION FROM SUCH DISCHARGE.
