Resolution 22-23RECORD OF RESOLUTIONS GOVERNMENT FORMS & SUPPLIES 844-224-3338 FORM NO_ 30045 22-23 Resolution No. Passed , 20 ACCEPTING THE LOWEST AND BEST BID FOR THE ANNUAL SIDEWALK MAINTENANCE PROGRAM FOR 2023, 23-004- CIP WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Annual Sidewalk Maintenance Program for 2023; and WHEREAS, Council has determined that the bid submitted by Strawser Paving Company, Inc. on February 22, 2023 constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Delaware, Franklin and Union Counties, State of Ohio, T of the elected members concurring, that: Section 1. The bid submitted by Strawser Paving Company, Inc. in the total amount of $238,803.85 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract with Strawser Paving Company, Inc. for performance and completion of the Annual Sidewalk Maintenance Program for 2023 pursuant to the Advertisement, Proposal and Contract Documents for said work on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Program. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Passed this 13 day of March, 2023. Gable, P.E., Deputy Director of Engineering – Design & Construction Chris Huber, P.E., Civil Engineer II Re: Resolution 22-23 - Accepting the Lowest and Best Bid for the Annual Sidewalk Maintenance Program for 2023, 23-004-CIP Summary On February 22, 2023, five (5) bids were received and publicly opened for the Annual Sidewalk Maintenance Program (Program) for 2023, 23-004-CIP which involves the removal and replacement of deficient sidewalk sections throughout the City as depicted on the included Location Map. The Program for 2023 includes work at various locations as staff looks to concentrate on locations of higher pedestrian traffic such as schools and parks in addition to requests for repairs and replacements from residents. For Council’s reference, a copy of the construction documents for this Program have been provided electronically or a print version can be provided to Council upon request. The budgeted funds for the Program in the 2023-2027 Capital Improvements Program (CIP) are $250,000. Any remaining funds not utilized by the Program will be utilized for the sidewalk shaving program. The Engineer’s estimate for this year’s Program is $242,000. Strawser Paving Company, Inc. submitted the lowest and best bid of $238,803.85. Staff has reviewed all bids and a summary of the bids received is listed below. The typical and customary communication methods will be used to convey construction information with the residents and impacted property owners throughout the duration of this work. The City will have a designated engineering project inspector assigned to the work for this Program who will provide coordination, be available to answer any questions and manage access needs at adjacent residences throughout the performance of the work. As in the past, the majority of the sidewalk repair locations are caused by roots from mature street trees heaving the sidewalks. As part of the repair process, these roots will be pruned and removed. If Forestry staff determines that a tree may need to be removed, Forestry staff will contact the resident in advance of the start of work at that location. If Forestry staff determines that a tree should be removed, Forestry staff will remove the tree, grind the stump and replace the tree following completion of the sidewalk replacement. Trees that have larger roots removed in the sidewalk repair process could have their canopies thinned and trimmed by Forestry staff. In 2022, four (4) street trees required removal as a result of the necessary root pruning. In the event it is determined the necessary root pruning could be detrimental to the adjacent street tree, staff will pursue meandering the sidewalk around the tree. Typically, sidewalk meandering does require an easement outside of right-of-way from the adjacent property owner. When pursuing this approach, staff reviews and discusses the meandering with the property owner and the easement must be donated to the City if the resident is agreeable to the meandering. Although in 2021, sidewalks were meandered around street trees at three (3) separate locations, no meandering occurred in 2022. Several possible locations were identified in 2022 were sidewalk could be meandered around a street tree, but the adjacent property owner was not in favor of the meandering. Recommendation Staff has thoroughly reviewed the bid submitted by Strawser Paving Company, Inc. Previous experience with Strawser Paving Company, Inc. has been favorable including these recent projects: 2022 Street Maintenance Program Phase 1, 2022 Sidewalk Program, and the Bright Road Watermain Installation. Staff is confident Strawser Paving Company, Inc. will perform well on this Program as they have in the past. Staff recommends Council approval of Resolution 22-23 accepting as lowest and best the bid of Strawser Paving Company, Inc. in the amount of $238,803.85 and authorizing the City Manager to enter into a contract with Strawser Paving Company, Inc. for this Program.
