Re: Resolution 57-22 – Accepting the Lowest and Best Bid for the Emerald Fields –
Bike Track Project
Background
On October 25, 2022, three (3) bids were received and publicly opened for the Emerald Fields –
Bike Track Project (Project). The Project will install a modular pump track at Emerald Fields and
will consist of site area grading, a concrete foundation for the installation of the pump track
system, storm water bio-retention basins, plantings for the bio-retention basins, and site
restoration. The pump track system has already been purchased and is ready for installation once
the site work is complete. A rendering of the complete pump track system is attached for
reference, and a location map showing where the pump track system will be located is included
below.
The engineer’s estimate for the Project was $150,000 in 2021. The budgeted amount for the
Project included in the 2022 – 2026 Capital Improvements Program (CIP) is also $150,000.
Janco LLC (Janco) submitted the lowest and best bid amount of $176,002.00, including two
alternate bids to switch the foundation and infield materials from asphalt to concrete for the
amount of $2.00. Staff has contacted Janco to ensure the $2.00 alternate bid is accurate, and
Janco confirmed the $2.00 alternate bid is correct. In preparing its bid for the Project, Janco
intended to use concrete for the entire project rather than asphalt; therefore, Janco included the
cost of concrete in its base bid. However, Janco was not able to submit a $0.00 amount in the
bidding software for the alternates. Janco included the $2.00 bid for the alternate bids to
complete its bid submission in the bidding software.
Staff has reviewed all bids, and a summary of the bids received is listed below.

As can be seen above, the three (3) bids the City received are higher than the engineer’s estimate.
Upon analysis of the bids, Staff determined this is due to inflationary price increases associated
with the construction materials necessary for the Project. The Parks and Recreation Department
consulted with the Finance Department, and Finance Staff determined the funds necessary to
cover the additional Project cost are available from previously appropriated funds in the 2022-
2026 CIP. These funds are available from projects that will not proceed in 2022 and have been
included in the 2023 – 2027 CIP.
Recommendation
Staff has thoroughly reviewed the bid submitted by Janco LLC and determined it to be complete
and acceptable to perform the specified work for the Project. Janco LLC has performed several
previous projects for the City, and the City’s experience with Janco’s work is favorable.
Staff recommends Council approve Resolution 57-22, accepting as lowest and best the bid from
Janco LLC in the amount of $176,002.00 and authorizing the City Manager to enter into a contract
with Janco LLC for this Project.
