Gable, P.E., Deputy Director of Engineering – Design & Construction Re: Resolution 56-22 – Accepting the Lowest and Best Bid for the Franklin Street Extension Project (21-012-CIP) Background On November 1, 2022, three (3) bids were received and publicly opened for the Franklin Street Extension Project (Project). The Project will construct an extension of Franklin Street from West Bridge Street north to North Street and reconstruct Franklin Street from West Bridge Street south to Sells Alley as shown on the attached exhibit. The work for the Project will consist of constructing the roadway, installing permeable paver parking bays, brick paver sidewalks, street trees, street lighting, and burial of the overhead utility lines from Sells Alley to North Street. The intersection of West Bridge Street and Franklin Street will be signalized and include pedestrian crossings. Finally, the temporary pedestrian crossing of West Bridge Street at Darby Street will be removed. Presently, the Project is planned to start construction in early 2023 and is anticipated to be complete in the fall of 2023. The Project requires acquisition from four (4) privately owned parcels and the conveyance of an easement to the Ohio Power Company (also known as AEP Ohio) on the City-owned Darby Street Parking Lot. The ordinance for the easement on the Darby Street Parking Lot to the Ohio Power Company is being presented to City Council for first reading at the November 14, 2022 Council meeting. The remaining property acquisitions are ongoing and are expected to be finalized within the next four (4) months. All private landowners have signed right-of-entry agreements allowing the City to access and make changes to the areas impacted by the Project. A copy of the construction drawings for the Project are provided electronically, and a print version can be provided to Council upon request. The 2022 – 2026 Capital Improvements Program (CIP) included $2,700,000 for the Franklin Street Extension (ET204). The engineer’s estimate for the Project is $3,224,542.75. The scope of the Project, as first programmed in 2019 for design and construction in the 2020 – 2024 CIP, did not include the portion of Franklin Street from West Bridge Street to Sells Alley, which added to the Project cost included in the engineer’s estimate. Staff has reviewed all bids and a summary of the bids received is listed below. As can be seen above, the three (3) bids the City received are higher than the engineer’s estimate. Upon analysis of the bids, Staff determined this is due to multiple factors: cost increases for granite and brick materials, continued cost increases for ductile iron water system components, proximity to bedrock along the Project, and the complexity of the Project in regards to its location and associated logistics. As detailed in the June 14, 2022 City Manager Update Memo, “Ductile Iron Water System Components Supply,” there continues to be an extended delivery time for ductile iron components. This has also caused price inflation for the material cost of these same components beyond the cost used to determine the engineer’s estimate. These cost increases are reflected in the submitted bids for this project. Considering the three (3) bids submitted are all within four (4) to five (5) percent of each other, Staff believes the engineer’s estimate does not reflect the true cost to construct the Project. Additionally, Staff does not believe rebidding the Project will produce lower bids and could possibly result in further inflationary increases in material cost. The Engineering Division has consulted with the Finance Department, and Finance Staff determined the funds necessary to cover the additional Project cost are available from previously appropriated funds in the 2022 – 2026 CIP. These funds are available from one or more projects appropriated as part of the 2022 – 2026 CIP that will not proceed in 2022 and have been included in 2023 – 2027 CIP. Material acquisition is an important factor in the timely execution and completion of the Project for the traffic signal equipment, ductile iron water system components, and other critical items. The late fall bid was intended to facilitate adequate time for material acquisition. Should material acquisition become an issue, Staff will work with the contractor to re-sequence the work to reduce the impact to the Project timeline and to minimize any impacts to the surrounding area. Dublin City Schools (DCS) has been closely involved in the Project design process and will continue to be a vital project partner throughout the duration of construction. The construction area will be separated from the school open space using construction fencing throughout the duration of the Project. West Bridge Street will remain open to traffic at all times. The typical and customary communication methods will be used to convey construction information to residents and motorists throughout the duration of the work for this Project. Recommendation Staff has thoroughly reviewed the bid submitted by Complete General Construction Company and determined it to be a complete and acceptable cost to perform the specified work for this Project. Previous experience with Complete General Construction Company has been favorable, including their work on the 2021 Vehicular Bridge Maintenance (Muirfield Drive over the North Fork Indian Run) Project, 2020 Pedestrian Tunnel Maintenance Project, and Signalized Intersection Upgrades – Phase 3. Staff recommends Council approve Resolution 56-22 accepting as lowest and best the bid of Complete General Construction Company in the amount of $3,834,795.76 and authorizing the City Manager to enter into a contract with Complete General Construction Company for this Project.
