Sewer Lining Project
Summary
On May 25, 2022, four (4) bids were received and publicly opened for the 2022 Sanitary Sewer
Lining Project which specifically provides for the maintenance and repair of 8-inch, 10-inch and
12-inch sanitary sewer mains within Dublin’s public sanitary sewer system. The scope of the
work includes the labor and materials necessary to repair the deficiencies in the sanitary sewer
pipe system by lining the existing pipes. Closed circuit televising (CCTV) of the sanitary sewer
system, previously collected by City staff, identified the deficiencies which provided the
justification for this work.
Additionally, the 2022 Sanitary Sewer Lining Project is a critical component of Dublin’s on-going
efforts to maintain its sanitary sewer infrastructure and meet the Ohio Environmental
Protections Agency (OEPA) Director’s Final Findings and Orders agreed upon by Dublin on
February 11, 2009.
The Engineer’s estimate for this project is $1,500,000. The budgeted funds for the 2022
Sanitary Sewer Lining project in the 2022-2026 Capital Improvements Program (CIP) are
$1,500,000 from account ES271, Sewer Lining and Repair.
Insituform Technologies, LLC submitted the lowest and best bid of $1,386,029.25. Staff has
reviewed all bids and a summary of the bids received is listed below.

Sanitary sewer lining locations include the subdivisions of (as depicted in the attached exhibits):
Amberleigh; Bellepoint Place; Brandon; Coventry Woods; Donegal Woods; Sheffield Place; The
Woods of Dublin; Wellington Place; Wellington Reserve; Dublin Estates; and Lancashire. An
exhibit is included in the packet materials showing the work locations within those various
areas. Staff will ensure that appropriate communications, project coordination/monitoring,
traffic control and site restoration are performed throughout the project duration.
Recommendation
Staff has thoroughly reviewed the bid submitted by Insituform Technologies, LLC and
determined it to be a complete and acceptable cost to perform the specified work for this
project. Insituform Technologies, LLC was the contractor for the 2020 Sanitary Sewer Lining
Project, which they performed well, and staff is confident they will perform well on this project.
Staff recommends Council approval of Resolution 28-22, accepting as lowest and best the bid of
Insituform Technologies, LLC in the amount of $1,386,029.25 and authorizing the City Manager
to enter into a contract with Insituform Technologies, LLC for this project.
