Re: Resolution No. 15-22 – A Resolution to Approve the Notice Filed by the City
Manager Thereby Dissolving the Outdoor Refreshment Area in Historic Dublin
Background
Attached for Council consideration is Resolution 15-22, which will dissolve the Designated Outdoor
Refreshment Area (DORA) in Historic Dublin as part of establishing a single DORA in Downtown
Dublin. At the February 28, 2022 City Council meeting, the Council directed the City Manager to
submit the necessary application to City Council for the expansion of the Downtown Dublin DORA.
The City is required to dissolve the current Historic Dublin DORA so it can be included in the
expanded Downtown Dublin DORA. Staff from the State of Ohio have assured City of Dublin staff
that this dissolution will happen at the same time as the expansion of the Downtown Dublin DORA
so there will be no gap in service.
The new Downtown Dublin DORA will encompass the areas in Bridge Park and Historic Dublin that
were previously two separate DORAs, will connect the two existing DORAs via the Dublin Link
Pedestrian Bridge and East Plaza of Riverside Crossing Park, and will allow the City to consider
future expansion of the DORA as the Bridge Park development grows without the need to submit
future applications to the State of Ohio.
City Council will also be considering a resolution for the expansion of the Downtown Dublin DORA
at its April 11, 2022 meeting. Upon the approval of these resolutions, City staff will send the
resolutions and necessary application to the State. The State will then process the application and
provide permits for the new Downtown Dublin DORA area. This process takes approximately three
weeks.
A map of the proposed expansion for the Downtown Dublin DORA, as well as the signed notice for
the dissolution of the DORA in Historic Dublin, is attached for reference.
Recommendation
Staff recommends approval of Resolution 15-22, dissolving the Historic Dublin DORA.
