Resolution 03-22Resolution RECORD OF RESOLUTIONS L PPLIES 844-224-3338 FORM NO. 30045 03-22 Passed .20 A RESOLUTION APPOINTING VETERAN'S ADVISORY COMMITTEE MEMBERS WHEREAS, the City of Dublin recognizes and honors the selfless service and sacrifice of our Nation's military veterans and our fallen and missing military service members; and WHEREAS, the City of Dublin has and will continue to express its appreciation to military veterans and will strive to promote the dignity and respect of their service to our country; and WHEREAS, our military veterans are active contributing members of our community and have a great deal to offer; and WHEREAS, the City of Dublin has established the Grounds of Remembrance as a placE! to honor the military services and all those who served, while also supporting other services in honor of our veterans, the fallen and missing; and WHEREAS, both our military veterans and fallen members of our military lay in rest tin our cemeteries; and WHEREAS, Dublin City Council desires to provide a venue for veterans of our community to have input to the celebrations, ceremonies, monuments, services and needs of our veterans. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio,g of its elected members concurring, that: Section 1. Establishment. A Dublin Veteran's Advisory Committee is hereby established as follows: A. The Veteran's Advisory Committee will ensure there is representation of the diverse perspectives of varying different military branches, as well as appointed representation from the American Legion 800 Post, City Council, and Washington Township Trustees. B. The Veteran's Advisory Committee shall be in existence from the time of passage of this Resolution until further notice. C. The Veteran's Advisory Committee shall meet as determined necessary by the Committee's membership or as otherwise directed by Dublin City Council. The Veteran's Advisory Committee shall meet no less than once per year. D. The Veteran's Advisory Committee will elect, from among its appointed members, a Chair and Vice -Chair at its first meeting following the passage of this Resolution. E. Members of the Veteran's Advisory Committee will serve a two-year term; exceptions may be specified for the first year of the Veteran's Advisory Committee following the passage of this Resolution and as specified herein. F. Dublin City Council will fill any vacant position as may be necessary. G. The City Manager shall appoint a staff liaison to the Veteran's Advisory Committee. Section 2. Duties and Functions. The Veteran's Advisory Committee will: A. Provide input to Dublin City Council and staff regarding the conduct of veterans' ceremonies and events to include, but not necessarily limited to, Memorial Day and Veterans Day. 8,. Provide input to Dublin City Council regarding the management, maintenance, and operations of the Grounds of Remembrance. Provide input to Dublin City Council and staff regarding the management, maintenance, and operations of the Dublin Cemeteries relative to veteran gravesites and tributes located therein. E. Provide input to Dublin City Council and staff regarding remembrance of our military veterans, fallen and missing. F. Provide input to Dublin City Council and staff regarding suggestions from the public relative to other monuments/tributes and programs honoring or otherwise supporting veterans. G. Provide input to Dublin City Council and staff regarding opportunities to meet the needs of veterans in the City by conducting various programs, events and services targeted to include, but not necessarily limited to, mental health, jobs, and other resources to support veterans. FI. Monitor veteran affairs at the state and federal level for those impacts and opportunities that may be of interest at the local level and provide necessary input to Dublin City Council and staff. I. Maximize the input and participation of other military veterans within the community. J. Meet in accordance with all public meeting requirements for advertising, conduct, and documentation of meetings. K:. The Veteran's Advisory Committee is advisory only to Dublin City Council and staff. All recommendations for desired actions of considerations of the City shall be advanced to Dublin City Council for review, consideration, and appropriate action. Section 3. Reporting_ A. City Staff shall keep minutes of all the Veteran's Advisory Committee meetings. Minutes will be shared with Dublin City Council to comply with public meeting requirements and to keep Dublin City Council informed as to the Veteran's Advisory Committee's activities. B. Other than meeting minutes, the Veteran's Advisory Committee may report to Dublin City Council, its progress, concerns, issues, recommendations and/or needs as frequently as it or Dublin City Council may deem necessary. Section 4. Committee Appointments. Dublin City Council hereby appoints the following members to the Veteran's Advisory Committee: A. Army Veteran — Sean Clifton is hereby appointed to a two-year term, beginning immediately and expiring on February 15, 2024. B. Navy Veteran — Chuck Krumholtz is hereby appointed to a one-year term, beginning immediately and expiring on February 16, 2023. C. Marine Corps Veteran — Roger Ansel is hereby appointed to a one-year term, beginning immediately and expiring on February 16, 2023. C'. Air Force Veteran — Mack Parkhill is hereby appointed to a two-year term, beginning immediately and expiring on February 15, 2024. E. Air Force Veteran — Bonnie Gamary is hereby appointed to a two-year term, beginning immediately and expiring on February 15, 2024. F. Army Veteran — Mike Kehoe is hereby appointed to a two year -term, beginning immediately and expiring on February 15, 2024. G. Coast Guard Veteran — Tim Hansley is hereby appointed to a one-year term, beginning immediately and expiring on February 16, 2023. FI. American Legion Post 800 Representative— As determined by the Post. L. Washington Township Trustee — As determined by Washington Township Board of Trustees. J. Dublin City Council Member — As determined by Dublin City Council. K. The Veteran's Advisory Committee shall annually appoint a Chair and Vice Chair in order to preside over committee meetings and contribute appropriate agenda items. RECORD OF RESOLUTIONS Resolution No. Passed .20 L. t-oiiowing the initial staggering of terms, as specitied herein, committee members will be appointed for a two-year term. M. Dublin City Council, Washington Township, and American Legion Post 800 will propose and approve a representative every two -years. Section 5.
