McDaniel, City Manager Date: November 2, 2021 Initiated By: Jennifer Miglietti, Director of Human Resources Re: Resolution No. 62-21 - Ratifying a New Collective Bargaining Agreement with the Fraternal Order of Police – Ohio Labor Council Summary Attached for your consideration is Resolution No. 62-21, authorizing the City Manager to enter into a Collective Bargaining Agreement (CBA) with the Fraternal Order of Police – Ohio Labor Council regarding wages and insurance only for employees within the Communications Technician bargaining unit. This bargaining unit is comprised of 30 employees within the Dublin Northwest Regional Emergency Command Center. In early 2021, the City and the Communications Technician bargaining unit came to an agreement on all articles in the CBA from January 2021 through December 31, 2023 with the exception of Article 21 (Wages) and Article 28 (Insurance), which was agreed to reopen for negotiation in the fall of 2021 for the coming years 2022 and 2023. The term of this agreement has been agreed upon for Article 21 (Wages) and Article 28 (Insurance) only. The term of these two articles will expire December 31, 2023 when the full contract ends. The Bargaining Unit conducted a ratification vote on the proposed articles on October 22, 2021 and consequently ratified the proposed CBA. Key Economic Terms • Wage increases for all employee covered by this agreement are 2.0% effective January 1st of 2022 and 2023. • Continuation of health insurance benefits, which remain unchanged for the years 2022 and 2023. The fiscal impact of the wage and benefit package in this Agreement is approximated to be $67,106.42 during the 2022 year and $68,449.00 for the 2023 year of the contract as compared to 2021 wages. Recommendation Staff recommends that Council approve Resolution No. 62-21 authorizing the City Manager to enter into a new Collective Bargaining Agreement for Article 21 (Wages) and Article 28 (Insurance), with the Fraternal Order of Police – Ohio Labor Council.
