Gable, PE, Deputy Director of Engineering John Henderson, PE, Civil Engineer II Re: Resolution 56-21 – Accepting the Lowest and Best Bid for the 2021 Pavement Repair Program (21-018-CIP) Summary On September 14, 2021, one (1) bid was received and publicly opened through Bid Express by Engineering staff for the 2021 Pavement Repair Program (21-018-CIP). This project includes partial depth asphalt pavement spot repairs to several City streets. Locations of the planned repairs can be viewed electronically at this link: https://arcg.is/91vm0 The Engineer’s estimate for this Program is $140,000. The budgeted funds for the 2021 Pavement Repair Program in the 2021-2025 Capital Improvement Program (CIP) are $585,000 from account AT21F, Annual Pavement Preventive Maintenance. In addition to funding pavement repairs, the programmed CIP funds provide for the annual pavement crack sealing performed on City streets. Necessary funds are available to successfully perform both the pavement repair program as well as annual crack sealing. Decker Construction Company submitted the lowest and best bid of $143,135.00. Staff has reviewed the bid and a summary of the bid received is listed below. The following communication methods will be used to relay construction information with residents throughout the duration of this project, if necessary:  Advisory signs are placed in advance of construction to notify users of upcoming construction work and lane closures.  The City of Dublin road improvement updates webpage provides current construction schedule information (www.dublinohiousa.gov/construction).  The City of Dublin social media channels are used to communicate timely updates. Recommendation Staff has thoroughly reviewed the bid submitted by Decker Construction Company. Previous experience with Decker Construction Company has been favorable, including the following projects: 2019 Shared-Use Path Maintenance Program, 2018 Shared-Use Path Maintenance Program, and 2015 Street Maintenance Program - Part 1. Decker Construction Company has also been a sub-contractor for concrete work on past street maintenance programs. Staff is confident Decker Construction Company will perform well on this project. Staff recommends Council approval of Resolution 56-21 accepting as lowest and best the bid of Decker Construction Company in the amount of $143,135.00 and authorizing the City Manager to enter into a contract with Decker Construction Company for this program.
