Re: Ordinance 54-21 – Dublin Codified Ordinances Update
Summary
The attached ordinance adopts a supplement (S-50) to the Dublin Code of Ordinances. This
supplement includes local legislation approved by City Council through June 30, 2021, and State
legislation current through March 31, 2021.
Follow Up From First Reading
Typically, there are no issues with the state law updates, but this time there was a concern. The
initial proposed supplement from American Legal Publishing incorporated a change to state law
that permitted low speed micromobility devices (also known as scooters) to operate on streets,
sidewalks and shared use paths. Council has studied the topic of scooters in the past and referred
the matter to the Community Services Advisory Commission in 2018. At that time, CSAC concluded
that due to safety concerns and limited community support, the City should not make any policy or
Code changes, but should continue to monitor the situation. At the first reading, Council directed
Staff to delete the sections of the supplement dealing with low speed micromobility devices as any
future regulation would be handled in a more comprehensive manner. Those deletions have been
made to the document before you for second reading.
Recommendation
Staff recommends Council approve Ordinance 54-21 at the second reading/public hearing on
September 13, 2021. Per the Charter, a recodification is effective upon passage.
