Gable, PE, Deputy Director of Engineering John Henderson, PE, Civil Engineer II Re: Resolution 45-21 – Accepting the Lowest and Best Bid for the 2021 Sidewalk Maintenance Program Summary On July 14, 2021, three (3) bids were received and publicly opened through Bid Express by Engineering staff for the 2021 Sidewalk Maintenance Program (21-006-CIP). This project involves the removal and replacement of deficient sidewalk sections. The 2021 Program includes work at various locations throughout the City as staff looks to concentrate on locations of higher pedestrian traffic such as schools and parks in addition to requests for repairs and replacements from residents. For Council’s reference, a copy of the construction drawings for this Program has been provided for review in the BoardPaq packet for the July 26, 2021 meeting, or a hard copy is available for review upon request. The Engineer’s estimate for this Program is $215,000. The budgeted funds for the Sidewalk Maintenance Program in the 2021-2025 Capital Improvement Program (CIP) are $250,000 from accounts AT206, Annual Sidewalk Maintenance Program. Newcomer Concrete Services, Inc. submitted the lowest and best bid of $234,860.40. Staff has reviewed all bids and a summary of the bids received is listed below. Staff has determined that this is likely due to the unknown amount of work involved to trim and prune tree roots. In addition to the low bid cost of $234,860.40, there is $35,000 allocated to this project for sidewalk shaving. Sidewalk shaving removes trip hazards by trimming the excess concrete after installation of sidewalk panels. At a cost of $269,860.40, this Program as a whole is slightly over budget when the bid amount and the allocation for sidewalk shaving are tallied together. Engineering staff has consulted with Finance, and staff anticipates being able to cover the shortage using other unencumbered budgeted funds. The typical and customary communication methods will be used to convey construction information with the residents and impacted property owners throughout the duration of this work. The City will have a designated Engineering Project Inspector assigned to the work for this Program who will provide coordination, be available to answer any questions and manage access needs at adjacent residences throughout the performance of the work. As in the past, the majority of the sidewalk repair locations are caused by roots from mature trees heaving the sidewalks. As part of the repair process, these roots will be pruned and removed. Engineering works closely with the Dublin Forestry staff on the sidewalk repair process to ensure impact to trees will be minimized where feasible. If Forestry staff determines that a tree should be removed, Forestry staff will remove the tree, grind the stump and replace the tree following completion of the sidewalk replacement. Trees that have larger roots removed in the sidewalk repair process could have their canopies thinned and trimmed by Forestry staff. Recommendation Staff has thoroughly reviewed the bid submitted by Newcomer Concrete Services, Inc. Previous experience with Newcomer Concrete Services, Inc. has been favorable including the 2020 and 2019 Sidewalk Maintenance Programs. Staff is confident Newcomer Concrete Services, Inc. will perform well on this project.
