Ashford, Director of Facilities and Fleet Management Re: Resolution 42-21 – Accepting the Lowest and Best Bid for Dublin Custodial Cleaning Services Summary On May 19, 2021, five bids were accepted and read in a virtual meeting for Custodial Cleaning Services at the Community Recreation Center and Development Building. While this is the eighth year that the Recreation Center has be cleaned by contract staff on third shift, this will be the first year that the current Development Building has been added to the contract. The primary reasons for expanding the contract are 1) the proximity of the buildings allows for staff to easily flow between buildings as needed to perform project work and cover for planned vacations and call-offs and 2) the City’s custodial staff can focus on cleaning City Hall, the Justice Center, and the Service Complex (Service Center and Fleet Management). Three of these four buildings have completed significant expansions within the last four years. Given the current labor market, the minimum salary for the staff was increased from $13 to $15 per hour. The working Supervisor and Assistant Supervisor are required to be paid a minimum of $17 and $16, respectively. ABM submitted the lowest bid of $278,181.60. However to determine the lowest and best bid, a committee of Facilities and Recreation Staff interviewed three of the bidders. Great emphasis was placed on staff recruitment, retention and training. As a national company with a strong presence in the State of Ohio, ABM presented an impressive plan to recruit and train a quality staff. Additionally, because ABM offers a range of facilities maintenance services, including HVAC and Mechanical, Landscaping and Electrical services (they have installed 13 of Dublin’s 19 Electric Vehicle Charging Stations), the custodial staff is provided an opportunity to advance within the company. ABM has budgeted for fewer cleaning hours than the other bidders, but the totals are reasonable as long as the staff is well-trained and dedicated. In phone conversations with two local ABM custodial clients – the City of Gahanna and the National Veterans Memorial and Museum – they offered extremely positive references of ABM’s performance, noting in particular the quality of work, professionalism of staff and staff retention. Recommendation In 2020, the City added a Quality Control Manager position to the Facilities complement. This position works on third shift to ensure that all custodial contract requirements are met. Working in partnership with ABM, the Quality Control Manager will produce strong results in the Recreation Center and Development Building. Staff recommends Council approval of Resolution 42-21 accepting as lowest and best the bid ABM in the amount of $278,181.60 and authorizing the City Manager to enter into a contract with ABM for custodial cleaning services.
