Richardson, PE, PS, Senior Civil Engineer Re: Resolution 39-21 – Accepting the Lowest and Best Bid for the Sanitary Sewer Extension Area 1C Project (20-024-CIP) Summary On June 15, 2021, three (3) bids were received, publicly opened and read by Engineering staff for the Sanitary Sewer Extension Area 1C Project (20-024-CIP). This project is on a portion of Summit View Road, Trails End Road, and along the entire length of Glencree Place. Construction will include 4,057 feet of sanitary sewer, reconstruction of the roadway and replacing the sidewalk along the west side of Glencree Place. A new crosswalk will be constructed at the intersection of Summit View Road and Glencree Place for access to the existing shared-use path on the south side of Summit View Road. Please see the attached Location Map for general work locations. This sanitary sewer extension will serve 25 existing parcels of which 23 parcels currently have various types of existing household sewage treatment systems (HSTS). In September of 2020, as a result of potential risk to three HSTS’s along the east side of Glencree Place stemming from work related to Bethel-Sawmill Transmission Line Rebuild Project by American Electric Power (AEP), the design of the sanitary sewer extension for Area 1C (Glencree Place area) was initiated. The three systems are composed of evapotranspiration mounds located within the AEP transmission line easement. AEP is required the existing trees on the mounds to be removed (they were too tall and too close to the electric transmission lines) and replaced which could result in damage to the operation and function of the evapotranspiration systems. In recent discussions with Franklin County Public Health (FCPH), there is no on-site alternative for these three property owners to either mitigate impacts to their existing HSTS or construct a new HSTS. Therefore, their only option is for public sanitary sewer service as provided by the City of Dublin. The lack of on-site replacement alternatives for other properties along both Trails End Drive and Glencree Place has caused a sanitary sewer extension to these streets/areas to be a greater priority than in the past. Water service is already available on both streets from existing public water mains. All work for this project is intended to either occur within the existing right-of-way for Glencree Place or within an existing 20-foot wide sanitary sewer easement located along the west side of Glencree Place. As a result, the Project does not require the acquisition of property interest from the existing property owners. For Council’s reference, a copy of the construction drawings for this work has been provided for review in the BoardPaq packet for the June 28, 2021 Council meeting, or a hard copy is available for review upon request. The budgeted funds in the 2021-2025 Capital Improvements Program (CIP) for the Sanitary Sewer Line Extension Area 1C Project are; $1,850,000 from Account ES202 – Sewer Line Extensions – Areas 1B & 1C, and $750,000 from Account AT201 - Annual Street Maintenance Program. The extension of sanitary sewer to Area 1B (Trails End Drive) will be by a separate project programmed to be constructed in 2022. George J. Igel & Co., Inc. submitted the lowest and best bid of $2,114,073.02. Staff has reviewed the bid and a summary of the bids received is listed below. Traffic will be maintained through the project area for the majority of the construction period, with varying daytime flagger operations. Summit View Road at Glencree Place will be closed to through traffic for a period of ten days due to the sanitary sewer line excavation on Summit View Road. This closure will be communicated in advance of occurring and a designated detour will be posted. The typical and customary communication methods will be used to convey construction information to residents and motorists throughout the duration of the work for this Project. Recommendation Staff has thoroughly reviewed the bid submitted by George J. Igel & Co., Inc.. Previous experience with George J. Igel & Co., Inc. has been favorable, including these recent projects: SR 161 / Cosgray Road Roundabout Project (2021); Sanitary Sewer Extensions – Areas 11A and 11B, and Limerick Lane Stormwater Improvements (2018); and Emerald Parkway – Phase 8 (2014). Staff is confident George J. Igel & Co., Inc. will perform well on this project. Staff recommends Council approval of Resolution 39-21 accepting as lowest and best the bid of George J. Igel & Co., Inc. in the amount of $2,114,073.02 and authorizing the City Manager to enter into a contract with George J. Igel & Co., Inc. for this Project.
