Richardson, PE, PS, Senior Civil Engineer Re: Resolution 20-21 – Accepting the Lowest and Best Bid for the 2020 Pedestrian Tunnel Maintenance Project Summary On March 25, 2021, five (5) bids were received, publicly opened and read by Engineering staff for the 2020 Pedestrian Tunnel Maintenance project (the “Project”). This project, programmed for design in 2020 and construction in 2021, is located on Carnoustie Drive (north of Aryshire Drive) and involves the removal of the existing stone clad slopes at each entrance to the existing 108-inch diameter concrete pipe tunnel. Once the existing stone removal is complete, the tunnel is to be extended and a cast-in- place concrete retaining wall with stone veneer facing will be constructed at each tunnel entrance. A copy of the 2020 Pedestrian Tunnel Maintenance project construction drawings has been provided for review in the BoardPaq packet for the April 12, 2021 Council meeting, or a hard copy is available for review upon request. The Engineer’s estimate for this project is $540,000. The budgeted funds in the 2021-2025 Capital Improvements Program (CIP) for the 2020 Pedestrian Tunnel Maintenance project are $450,000 in account AT208 - Annual Pedestrian Tunnel Maintenance. Complete General Construction Company submitted the lowest and best bid of $452,864.30. Staff has reviewed all bids and a summary of the bids is listed below. Given the lowest and best bid of $452,864.30, this contract would exceed the budgeted funds by just under $3,000. Staff anticipates being able to cover the funding shortage using other unencumbered budgeted funds. The existing Muirfield Association path through the tunnel will be closed with appropriate barricades for the duration of the construction period. Carnoustie Drive will remain open to traffic during most of the construction period. However, during drilling/shoring operations, concrete placement, and setting of the new concrete pipe end sections, Carnoustie Drive will be closed at the tunnel location and detours posted. These construction activities requiring closure of Carnoustie Drive are anticipated to last three to five consecutive days. The completion date for the project is November 20, 2021. The typical and customary communication methods will be used to convey construction information with the residents and motorists throughout the duration of this project. Additionally, staff will communicate directly with the Muirfield Association prior to any construction activities so the upcoming construction activities are clearly communicated and understood. Recommendation Staff has thoroughly reviewed the bid submitted by Complete General Construction Company. Previous experience with Complete General Construction Company has been favorable, including these recent projects: 2019 Vehicular Bridge Maintenance – Frantz Road at Cosgray Creek, Dumfries Court East Hydraulic Disconnect, and North High Street Widening. Staff is confident Complete General Construction Company will perform well on this project. Staff recommends Council approval of Resolution 20-21 accepting as lowest and best the bid of Complete General Construction Company in the amount of $452,864.30 and authorizing the City Manager to enter into a contract with Complete General Construction Company for the Project.
