Re: Resolution 26-21 – Accepting the Lowest and Best Bid for the 2021 Shared-Use
Path and Parking Lot Maintenance Programs
Summary
On April 22, 2021, (5) bids were received, publicly opened and read by Engineering staff for the 2021
Shared-Use Path (21-004-CIP) and Parking Lot Maintenance (21-003-CIP) Programs. This project
provides maintenance in various locations on the shared-use path network and in several City parking
lots. Please see the attached location map for general work areas of these programs. For Council’s
reference, a copy of the construction drawings for these Programs have been provided for review in
the BoardPaq packet for the May 10, 2021 meeting, or a hard copy is available for review upon
request.
The Engineer’s estimate for these programs is $385,000. The budgeted funds for the Shared-Use Path
and Parking Lot Maintenance Programs in the 2021-2025 Capital Improvement Program (CIP) are
$480,000 from accounts AT213, Annual Shared-Use Path Maintenance ($355,000) and AT217, Annual
Parking Lot Maintenance ($125,000).
B&B Sealing, LLC. submitted the lowest and best bid of $286,467.20. Staff has reviewed all bids and a
summary of the bids received is listed below.

The work for these Programs is expected to commence in May/June 2021. The completion date for
both Programs is August 6, 2021.
The typical and customary communication methods will be used to convey construction information
with the residents and impacted property owners throughout the duration of this work.

The City will have a designated Engineering Project Inspector assigned to the work for these
programs who will provide coordination, be available to answer any questions and manage access
needs at adjacent residences throughout the performance of the work.
Recommendation
Staff has thoroughly reviewed the bid submitted by B&B Sealing, LLC. This contractor has not
previously performed work for the City of Dublin; therefore, staff made inquiries with references of
B&B Sealing, LLC. and received positive feedback regarding their work.
Staff recommends Council approval of Resolution 26-21 accepting as lowest and best the bid of B&B
Sealing, LLC. in the amount of $286,467.20 and authorizing the City Manager to enter into a contract
with B&B Sealing, LLC. for these Programs.
