Re: Resolution 18-21 – Accepting the Lowest and Best Bid for the Muirfield Drive at
Brand Road Bridge Replacement Project
Summary
On March 2, 2021, eight (8) bids were received, publicly opened and read by Engineering staff for the
Muirfield Drive at Brand Road Bridge Replacement project (the “Project”). This Project will replace the
existing twin bridge structures with new twin bridge structures similar in appearance and size to the two
existing bridges. A copy of the Muirfield Drive at Brand Road Bridge Replacement construction drawings
has been provided for review in the BoardPaq packet for the March 22, 2021 meeting, or a hard copy is
available for review upon request.
The Engineer’s estimate for this project is $1,300,000. The budgeted funds in the 2021-2025 Capital
Improvements Program (CIP) for the Muirfield Drive at Brand Road Bridge Replacement project are
$1,275,000 in account AT21C - Annual Vehicular Bridge Maintenance.
Complete General Construction Company submitted the lowest and best bid of $1,291,231.20. Staff has
reviewed all bids and a summary of the bids is listed below.

As is typical annually with the CIP implementation, there are a number of other projects that are
transportation related to be performed in 2021. Given the lowest and best bid of $1,291,231.20, this
overall project would exceed the budgeted funds after inclusion of the $122,350.26 design contract.
Staff anticipates being able to cover the shortage using unencumbered funds carried over from the 2020
Annual Vehicular Bridge Maintenance program.
Construction of this Project is to commence in mid-June 2021 after the conclusion of the Memorial
Tournament. Muirfield Drive will remain open to traffic in both directions for the duration of the
construction. A temporary paved median crossover will be constructed north of the Muirfield Drive/Brand
Road roundabout to maintain one lane of traffic in each direction on one Muirfield Drive bridge while the
adjacent twin bridge is under construction. The Muirfield Association entrance sign and the adjacent
pedestrian bridges will not be disturbed during the construction. The completion date for this project is
November 20, 2021.
The typical and customary communication methods will be used to convey construction information with
the residents and motorists throughout the duration of this project. Additionally, staff will communicate
directly with the Memorial Tournament staff and the Muirfield Association prior to any construction
activities so the upcoming construction activities are clearly communicated and understood.
Recommendation
Staff has thoroughly reviewed the bid submitted by Complete General Construction Company. Previous
experience with Complete General Construction Company has been favorable, including these recent
projects: 2019 Vehicular Bridge Maintenance – Frantz Road at Cosgray Creek; North High Street
Widening. Staff is confident Complete General Construction Company will perform well on this project.
Staff recommends Council approval of Resolution 18-21 accepting as lowest and best the bid of
Complete General Construction Company in the amount of $1,291,231.20 and authorizing the City
Manager to enter into a contract with Complete General Construction Company for the Project.
