Hammersmith, PE, Director of Engineering/City Engineer Jeannie Willis, PE, Deputy Director of Engineering Re: Resolution 15-21 – Bid Acceptance for the Comprehensive Wayfinding System Phase 2 Project Summary On February 17, 2021, one (1) bid was received, publicly opened and read by Engineering staff for the Comprehensive Wayfinding System Phase 2 project (the “Project”). This Project consists of the fabrication and installation of new wayfinding signs, including foundations, throughout the City of Dublin. There are approximately 50 wayfinding signs. This Project is located along prominent corridors on the west side of Dublin, as shown in the attached exhibit, along with a photo of an existing sign installed and an example sign layout. Paired with the Comprehensive Wayfinding System Phase 1A and 1B project performed in 2017, this Project completes the citywide vehicular wayfinding system. A copy of the Project construction drawings has been provided for review in the BoardPaq packet for the March 8, 2021 meeting, or a hard copy is available for review upon request. The Engineer’s estimate for this Project is $640,000. The budgeted funds for the “Comprehensive Wayfinding System – Phased City Wide” project in the 2021-2025 CIP are $660,000 in account ET16E. M.P. Dory Company submitted the lowest and best bid of $646,685.00. Staff has reviewed the bid and the overall cost is similar to the Engineer’s estimate, with the support poles being slightly higher than estimated. See: www.dublinohiousa.gov/construction. • Social media channels are used to communicate timely construction updates. • When appropriate, portable message board signs are used for construction notification on adjacent streets and roadways. Recommendation Staff has thoroughly reviewed the M.P. Dory Co. bid. This contractor specializes in traffic signal, guardrail, fence and sign work in Ohio and West Virginia. M.P. Dory Co. has performed traffic signal and street lighting improvements at multiple intersections in Dublin, including: • Avery-Muirfield Drive and US 33 West/Dublin Methodist Lane • Avery Road and Shier Rings Road • Frantz Road and Blazer Parkway • Frantz Road and Metro Place South • Frantz Road and Rings Road • Tara Hill Drive and Muirfield Drive • Village Parkway and Dublin Center Drive In 2009/2010, M.P. Dory Co. was also the subcontractor for the overhead signs, guardrail, and fence for the UNI-161-12.98 Industrial Parkway project (the relocation of Industrial Parkway and SR 161 improvements) and did so favorably and in a timely manner. Staff recommends Council approval of Resolution 15-21 accepting as lowest and best the bid of M.P. Dory Co. in the amount of $646,685.00 and authorizing the City Manager to enter into a contract with M.P. Dory Co. for the Project.
