Re: Resolution 09-21 – Bid Acceptance for the Avery Road Sidewalk Connections &
Wilcox Road Shared-Use Path Project
Summary
On February 18, 2021, five (5) bids were received, publicly opened and read by Engineering staff for the
Avery Road Sidewalk Connections & Wilcox Road Shared-Use Path projects (the “Project”). This
Project will construct 331 feet of sidewalk along the east side of Avery Road from Hyland Drive to Tara
Hill Drive. Additionally, 1,928 feet of shared-use path is to be constructed along the east side of Wilcox
Road from Heather Glen Boulevard to Lothian Street and along the west side of Wilcox Road from
Lothian Street to Northcliff Boulevard. A copy of the Avery Road Sidewalk Connections & Wilcox Road
Shared-Use Path construction drawings has been provided for review in the BoardPaq packet for the
March 8, 2021 meeting, or a hard copy is available for review upon request.
The Engineer’s estimate for this project is $197,000. The budgeted funds in the 2021-2025 CIP for the
Avery Road Sidewalk Connections project are $75,000 in account ET176 and for the Wilcox Road
Shared-Use Path project are $160,000 in account ET178. The total budgeted funds for these projects are
$235,000.
Strawser Paving Co., Inc. submitted the lowest and best bid of $177,725.80. Staff has reviewed all bids
and a summary of the bids is listed below.

Both the sidewalk and shared-use path will be located within existing rights-of-way. Avery Road will
remain open to traffic for the duration of the construction. During portions of the construction along
Wilcox Road, one-lane, two-way traffic will be maintained using flaggers. The completion date for this
Project is May 28, 2021.
Recommendation
Staff has thoroughly reviewed the bid submitted by Strawser Paving Co., Inc. Previous experience with
Strawser Paving Co., Inc. has been favorable, including these recent projects: 2020 Street Maintenance
Program – Phase 1, Concord Road Shared-Use Path (constructed cooperatively with Concord Township
in 2019) and the Hyland-Croy Road/Riviera connector (the extension of Cacchio Lane) project in 2018.
Staff is confident Strawser Paving Co., Inc. will perform well on this project.
Staff recommends Council approval of Resolution 09-21 accepting as lowest and best the bid of Strawser
Paving Co., Inc. in the amount of $177,725.80 and authorizing the City Manager to enter into a contract
with Strawser Paving Co., Inc. for the Project.
