Resolution 07-21RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Resolution No. ()7-21 Passed A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE UNIVERSITY BOULEVARD -PHASE 2 / SHIER RINGS ROAD AND AVERY ROAD INTERSECTION IMPROVEMENT PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the University Boulevard -Phase 2 /Shier Rings Road & Avery Road Intersection Improvement project; and WHEREAS, Council has determined that the bid submitted by Miller Bros. Construction, Inc. constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, '7 of its elected members concurring, that: Section 1. The bid submitted by Miller Bros. Construction, Inc. in the total amount of $13,098,481.00 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with Miller Bros. Construction, Inc. for performance and completion of the University Boulevard -Phase 2 /Shier Rings Road &Avery Road Intersection Improvement project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the project. Sweder, PE, Interim Deputy Director of Engineering Re: Resolution 07-21— Bid Acceptance for University Boulevard — Phase 2 / Shier Rings Road & Avery Road Intersection Improvement Project Summary On February 4, 2021, seven (7) bids were received, publicly opened and read by Engineering staff for the University Boulevard — Phase 2 / Shier Rings Road & Avery Road Intersection Improvement project (the "Project'). This project is identified as the Shier Rings Road Realignment - Eiterman Road to Avery Road and the Avery and Shier Rings Road Intersection Improvement in the adopted 2021-2025 Capital Improvements Program (CIP). Work included in the Project consists of the construction of 0.52 miles of University Boulevard and the reconstruction/realignment of 0.64 miles of Shier Rings Road, four (4) roundabouts, one (1) traffic signal, curb and gutter, medians, asphalt shared -use paths, sidewalks, water main, storm sewers, culverts, sanitary sewer, street lights, landscaping and an American Electric Power (AEP) Ohio duct and vault system. The Project also includes Phase 2 of the Cosgray Ditch relocation, the first phase being constructed in the second half of 2020. This Project is located between Eiterman Road and Avery Road, providing access to the Ohio State University (OSU) Wexner Medical Center Outpatient Care facility currently under construction along the north side of University Boulevard, with an address of 6700 University Boulevard. The relocation of Cosgray Ditch and the relocation/realignment of Shier Rings Road (now University Boulevard - Phase 2) are part of an Economic Development Agreement (EDA) with OSU for the construction of their ambulatory care medical facility scheduled to open in 2022. Phase 1 of the Cosgray Ditch relocation project was substantially completed in December 2020. Phase 2 of the ditch relocation will consist of the realignment of the eastern end of Cosgray Ditch along the south side of Shier Rings Road adjacent to the Dublin City School property and will be performed as part of this Project. A copy of the Project construction drawings is available for review in OneDrive, or a hard copy is accessible for review upon request. The Engineer's estimate for this project is $17,700,000. The budgeted funds for the University Boulevard — Phase 2 / Shier Rings Road & Avery Road Intersection Improvement project in the 2021-2025 CIP are $10,190,000.00 in account ET517 and $7,020,000.00 in account ET811. Pursuant to the EDA, OSU is responsible for 32.5% of the actual cost of the University Boulevard — Phase 2 portion of the Project. In addition to the University Boulevard contribution, OSU is responsible for contributing $1,250,000 towards the Avery Road and Shier Rings Road Intersection Improvement. Additionally, the City has been awarded $2,500,000 towards the Project from the State of Ohio Development Services Agency Roadway Development (629) funds. Finally, AEP Ohio will reimburse the City approximately $1,245,000 for work associated with constructing an Resolution 07-21— Bid Acceptance for University Road Intersection Improvement February 16, 2021 Page 2 of 2 Boulevard — Phase 2 / Shier Rings Road & Avery underground duct and vault system that will be used in the future to supply electric power along the University Boulevard — Phase 2 corridor. Miller Bros. Construction, Inc. submitted the lowest and best bid of $13,098,481.00. Staff has reviewed all bids and a summary of the bids received is listed below. The intersection of Avery Road and Shier Rings Road is required to be substantially complete by December 2022. The final completion date for the project is January 2023. AEP Ohio intends to begin construction of the Amlin-Dublin 138 kV Transmission Line Project in early 2022 and be complete in the spring of 2022. This work will take place simultaneously with the Project. The new transmission line will be located along the north side of Shier Rings Road and south side of University Boulevard as it runs through the Project area. Dublin staff will work closely with both contractors to ensure coordination of all work. Communications with Residents and Motorists The following communication methods will be used to communicate construction information with the residents and motorists throughout the duration of this project. The City of Dublin road improvement updates page provides current construction schedule information. See: www.dublinohiousa.aov/construction. Social media channels are used to communicate timely construction updates. When appropriate, portable message board signs are used for construction notification on adjacent streets and roadways. Recommendation Staff has thoroughly reviewed the Miller Bros. Construction, Inc. bid. This contractor performed the first phase of the Cosgray Ditch relocation in the second half of 2020 and did so favorably. However, since this contractor has not performed a roadway construction project for the City of Dublin, staff made inquiries with references provided in their bid. The response received was very positive regarding their work quality and execution. Staff recommends Council approval of Resolution No. 07-21 accepting as lowest and best the bid of Miller Bros. Construction, Inc. in the amount of $13,098,481.00 and authorizing the City Manager to enter into a contract with Miller Bros.
