Resolution 06-21RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON. OHIO Resolution No. M-21 Passed A RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN AND SUBMIT AN APPLICATION AND EXECUTE AGREEMENTS ASSOCIATED WITH THE APPLICATION PROCESS TO SEEK FUNDING FOR PARKLAND ACQUISITION FROM THE OHIO PUBLIC WORKS COMMISSION'S CLEAN OHIO FUND GREEN SPACE CONSERVATION PROGRAM WHEREAS, acquisition of properties along North Riverview Street in Historic Dublin has been approved by adoption of City Ordinance 54-20; and WHEREAS, as a part of this acquisition, two parcels to the east of the street along the west bank of the Scioto River, will become a part of the Riverview Crossing Park, which is consistent with the park's Master Plan; and WHEREAS, these properties will be managed by way of invasive vegetation eradication and strategic planting of native species throughout the properties and continued protection of the properties will ensure their preservation in perpetuity; and WHEREAS, public access will be provided by way of path systems that will connect the already existing paths and parks that abut the parcels on the northern and southern boundaries; and WHEREAS, through such design, management practices and public accessibility to the properties, the cost of the purchase is eligible for grant funding as a part of the Clean Ohio Green Space Conservation Program. WHEREAS, the maximum amount of funding the City may be awarded for all acquisition costs is $93,887.00. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ,1 of the elected members concurring, that: Section 1. The City Council hereby approves the submittal of application to the Ohio Public Works Commission to seek land acquisition funding from the Clean Ohio Conversation Fund Green Space Conservation Program. Section 2. The City Manager is hereby authorized to sign and submit all necessary documents and agreements required as part of this application to the Ohio Public Works Commission for funding from the Clean Ohio Conversation Fund Green Space Conservation Program. Section 3. McDaniel, City Manager Date: February 2, 2021 Initiated By: Matt Earman, Director of Parks and Recreation Re: Resolution 06-21 Authorizing the City Manager to sign and submit an application and execute agreements associated with the application process to seek funding for parkland acquisition from the Ohio Public Works Commission's Clean Ohio Fund Green Space Conservation Program. Summary At the January 4, 2021 meeting, City Council approved the acquisition of properties along North Riverview Street in Historic Dublin. As part of this acquisition, two parcels to the east of the street, along the west bank of the Scioto River, will become part of the Riverview Crossing Park Consistent with the Park Master Plan, these properties will be managed mostly in their natural state by way of invasive vegetation eradication and strategic planting of native species throughout the properties. Public access will be provided by way of path systems that will provide river access and will connect the already existing paths and parks that abut the parcels on the northern and southern boundaries. These passive management practices and public accessibility enable the purchase costs of the property to be eligible for grant funding as part of the Clean Ohio Green Space Conservation Program. As such, these plans will included in the Deed Restrictions for the property in order to meet the State's qualifying grant criteria. The grant funding is based on the appraised value and associated costs of the acquisition, plus up to 5 percent above that value. The property totals approximately 1.805 acres and was appraised at $117,000. Assuming the project is approved, the maximum amount of funding the City may be awarded is $93,887.00. Recommendation Staff has successfully completed and presented the Preliminary Screener Application to MORPC's Natural Resources Assistance Council for this funding request. In order to submit the final application, adoption of Resolution 06-21 is required for this application and to authorize the City Manager execute agreements associated with the grant process, therefore Staff recommends approval.
