Resolution 063-20RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No. 63-20 Passed , A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2020 GUARDRAIL REPLACEMENT AND MAINTENANCE PROGRAM WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the 2020 Guardrail Replacement and Maintenance Program; and WHEREAS, Council has determined that the bid submitted by Lake Erie Construction Company constitutes the lowest and best bid. NOVA , THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, r of its elected members concurring, that: Section 1. The bid submitted by Lake Erie Construction Company in the total amount of $152,325.00 is hereby accepted. Section. That the City Manager is hereby authorized to enter into contracts with Lake Erie Construction Company for performance and completion of the 2020 Guardrail Replacement and Maintenance Program pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the Program. Richardson, P.E., P.S., Senior Civil Engineer Summary Memo Re: Resolution No. 63-20 — Bid Acceptance for 2020 Guardrail Replacement and Maintenance Program On September 23, 2020, four (4) bids were received, publicly opened and read by Engineering staff for the 2020 Guardrail Replacement and Maintenance Program. This project involves the replacement of existing steel guardrail with painted galvanized steel guardrail on Dublin Road, the replacement of existing wood guardrail with steel -back timber guardrail on Memorial Drive (east of Holyrood Court) and the removal of a short section of guardrail on Macbeth Drive. A copy of the 2020 Guardrail Replacement and Maintenance Program construction drawings has been placed in the Council Planning Room for your reference and review. The Engineer's estimate for this project is $140,000. The budgeted funds for the 2020 Guardrail Replacement and Maintenance Program in the 2020-2024 Capital Improvements Program (CIP) are $155,000 in account AT20A. The bids received are greater than the Engineer's estimate and are the result of recent cost increases in guardrail material costs. Lake Erie Construction Company submitted the lowest and best bid of $152,325.00. Staff has reviewed all bids submitted and a summary of the bids received is listed below. Given the amount, $35,325.00, that this contract would exceed the budgeted funds (after consideration of the $38,000 design contract), staff anticipates being able to cover the shortage using other budgeted funds. Streets impacted by the guardrail construction will remain open to traffic for the duration of the construction. The completion date for the project is April 30, 2021 Recommendation Staff has thoroughly reviewed the bid submitted by Lake Erie Construction Company. Previous experience with Lake Erie Construction Company has been favorable, including these projects: Guardrail Improvements — Phase 3 (2017) and Guardrail Improvement - Brandonway Drive Bridge (2016). Staff recommends Council approval of Resolution No. 63-20 accepting as lowest and best the bid of Lake Erie Construction Company in the amount of $152,325.00 and authorizing the City Manager to enter into a contract with Lake Erie Construction Company for this project.
