Resolution 048-20RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No. 48-20 Passed A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE COFFMAN PARK PICKLEBALL COURT AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR THE PROJECT, WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter, for the Coffman Park Platform Tennis; and WHEREAS, Council has determined that the bid submitted by Vasco Sports Contractors in the amount of total amount of $311,050.00 is the lowest and best bid; and WHEREAS, this project was programmed in the 2020 CIP; and WHEREAS, funding will be available in the Capital Improvements Tax Fund. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of the elected members concurring, that: Section 1. The total bid in the amount of $311,050.00 submitted by Vasco Sports Contractors is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract with Vasco Sports Contractors for the Coffman Park Pickleball Court as specified within the bid proposal and the City's bid documents on file in the Department of Parks & Recreation. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the Project. Section 4. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. McDaniel, City Manager Date: September 22, 2020 Initiated By: Matt Earman, Director of Parks and Recreation Shawn Krawetzki, Landscape Architect Manager Re: Resolution 48-20 Bid Acceptance for Coffman Park Pickleball Courts Project Summary On September 11, 2020 four bids were received, publicly opened, and reviewed by Parks and Recreation staff for the Coffman Park Pickleball Courts Project. This project will construct eight new pickleball courts in Coffman Park, northeast of the skate park (Exhibit'A' — Site Map). The project scope includes materials and labor necessary for minor grading, court installation, fencing for the courts, lighting, sidewalk extensions, benches, and storm water facilities. Staff included four alternate components of the project in the bid documents. Alternate 'A' included court lighting, Alternate 'B' included the wind screen base fencing, Alternate 'C' included the wind screen alternate fencing only and alternate'D' included two additional pickelball courts and fencing. The cost estimate for this project is $400,000 which included the design and construction of the facilities. Previously encumbered design fees totaled $40,301.00, leaving a remaining balance of $359,699.00 for construction. The City received four bids from contractors with the lowest and best bid total from Vasco Sports Contractors of $311,050.00, which includes all of the alternate components for this project. Staff anticipates construction activities to begin in late September with a completion date later this winter. Completion will be contingent upon the availability of asphalt as colder weather sets in this fall. Recommendation Staff has thoroughly reviewed the bid and references submitted by Vasco Sports Contractors, and is confident of the standards of work.
