Resolution 047-20RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Resolution No. 47-20 Passed A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE WATERLINE REPLACEMENT — PHASE 5 PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the Waterline Replacement — Phase 5 project; and WHEREAS, the current Community Plan identifies the objective to perform preventative maintenance and improvements to the existing water distribution system as it ages; and WHEREAS, Council has determined that the bid submitted by Danbert, Inc. constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Danbert, Inc. in the total amount of $533,417.32 is accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with Danbert, Inc. for performance and completion of the Waterline Replacement —Phase 5 project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this Aday p of September, 2020. Sweder, PE, Interim Engineering Manager John Henderson, PE, Civil Engineer II Re: Resolution No. 47-20 — Bid Acceptance for Waterline Replacement - Phase 5 Project Summary On August 27, 2020, four (4) bids were received, publicly opened, and read by Engineering staff for the Waterline Replacement — Phase 5 project. This project will replace existing 2 -inch or 3 -inch water lines with new 6 -inch ductile iron waterlines, including fire hydrants and other associated appurtenances, in six (6) separate locations. The locations are: Turnberry Court, Red Bay Court, Bennett Court, Invergordon Court and Tamarisk Court, Dunniker Park Drive & Dunblane Court. This work will also include the re -connection of existing residential water services, the installation of nine (9) new fire hydrants, and associated milling and repaving of the plan -designated pavement surfaces of these cul-de-sacs affected by the work. For Council's reference, a reduced set of project construction drawings has been placed in the Council Planning Room. The project has an interim completion date of November 13, 2020 for Invergordon Court, Bennett Court, Red Bay Court and Tamarisk Court. The completion date for Turnberry Court, Dunniker Park Drive and Dunblane Court is May 14, 2021. To keep the residents informed of this upcoming project, direct mailings were sent for three virtual (Webex) public meetings. All efforts will be made to maintain access to the residences during construction. The City will have a designated Engineering Project Inspector assigned to this project, who will be available to answer questions and manage access needs at adjacent residences throughout the project. The Engineer's estimate for this project is $690,000. The budgeted funds for these waterline replacements in the 2020 Capital Improvement Program are $600,000 from account AW101 in the Water Fund. Danbert, Inc. submitted the lowest and best bid of $533,417.32. Staff has reviewed all bids and a summary of the bids received is listed below. Recommendation Staff has thoroughly reviewed the bid submitted by Danbert, Inc. Previous experience with Danbert, Inc. has been excellent on several recent projects which include the Waterline Replacement — Phase 4 (18-011-CIP), the Waterford Village Stormwater Improvements (14-017- CIP) and the Mid -Century Neighborhood Street Improvements (16-014-CIP). Staff is confident Danbert, Inc. will perform well on this project.
