52-07 ResolutionRECORD OF RESOLUTIONS Dayton Legal Blank, Inc ,Form No 30045 52-07 i Resolution No. Passed , 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE S.R. 161 AND HIGH SCHOOL DRIVE INTERSECTION IMPROVEMENTS PROJECT 1 1 WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the S.R. 161 and High School Drive Intersection Improvements project; and WHEREAS, Council has determined that bid submitted by U.S. Utility Contractor Company, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for the reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFQRE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ~_ of the elected members concurring: Section 1. That the bid submitted by U.S. Utility Contractor Company, Inc. in the total amount of $111,986.10 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with U.S. Utility Contractor Company, Inc. for performance and completion of the S.R. 161 and High School Drive Intersection Improvements project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. That this Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. R. 1b1 and High School Drive Intersection Improvement Project Summary On July 31, 2007 four (4) bids were received, publicly opened and read for the S. R. 161 and High School Drive Intersection Improvement project. Staff has reviewed all bids. The Engineer's estimate was $125,000. Although this project was not previously programmed for this year, funds budgeted for 2007 transportation projects will be sufficient for this project. U.S. Utility Contractor Co., Inc. sul~tnitted the lowest and best bid of $111,986.10. A summary of the bids is listed below. Dory $133,705.00 This project consists of replacing the existing span wire traffic signal poles with mast arm traffic signal poles. This installation will be similar to the existing signal poles at the intersection of Bridge and High streets. For Council reference and review, a reduced set of project construction drawings has been placed in the Council Planning Room. Previous experience with U. S. Utility Contractor Co., Inc. has been favorable, including the recently constructed Emerald Parkway -Phase 5A project. The project is scheduled to be completed by December 14, 2007. Traffic on S.R. 161 will be maintained at all times during the construction of this project. Recommendation Bid as Read Corrected Over (+) or Under (-) Bid Engineer's Estvnate -10.4% -3.2% + 3.8% +7.0% Bid as Read Staff recommends Council approval of Resolution 52-07 accepting the bid of U.S. Utility Contractor Co., Inc. in the amount of $111,986.10 and authorizing the City Manager to enter into a contract with U.S. Utility Contractor Co., Inc. for this project.
