Resolution 022-20RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 22-20 Passed , 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE SIGNALIZED INTERSECTION UPGRADE - PHASE 2 PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the Signalized Intersection Upgrade - Phase 2 project; and WHEREAS, Council has determined that the bid submitted by U.S. Utility Contractor Company Inc. constitutes the lowest and best bid. NOW,T REFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of its elected members concurring that: Section 1. The bid submitted by U.S. Utility Contractor Company Inc. in the total amount of $265,842.42 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with U.S. Utility Contractor Company Inc. for performance and completion of the Signalized Intersection Upgrade - Phase 2 project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the Project. Section 4, This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this day of Axil, 2020. Foster, PE, PTOE, Civil Engineer II Re: Resolution 22-20 - Bid Acceptance for Signalized Intersection Upgrade - Phase 2 Summary On March 26, 2020, two (2) bids were received, publicly opened and read by Engineering staff for the Signalized Intersection Upgrade - Phase 2 project. This work replaces the traffic signal wiring and controller cabinet with all new components including the uninterrupted power supply (UPS)/back-up power supply system, and upgrades the pedestrian detection to improve accessibility for those with visual or mobility challenges at the following intersections: Avery- Muirfield Drive at Perimeter Loop Road/Hospital Drive, and Frantz Road at Blazer Parkway/Longbranch Drive. A copy of the project construction drawings has been placed in the Council Planning Room for your reference and review. The Engineer's estimate for this project is $248,000. The budgeted funds for this Signalized Intersection Upgrade project in the 2020-2024 Capital Improvements Program (CIP) are $250,000 from account AT18G, Traffic Signal Wiring and Cabinet Maintenance and Replacement. U.S. Utility Contractor Company Inc. submitted the lowest and best bid of $265,842.41, corrected by staff due to a rounding error to $265,842.42. The bid item with the largest difference when compared to the Engineer's Estimate was "Maintaining Traffic, As Per Plan," with $49,125 as bid compared to $2,000 estimated. Staff has reviewed all bids and a summary of the bids received is listed below. Given the amount this contract exceeds the budgeted amount ($15,842.41), staff anticipates being able to cover that shortage using other budgeted project funds. Including this project, four (4) Engineering projects in the current CIP will have been awarded to date. The total of the Engineer's estimate for these projects was $650,000 of which the contracted amounts total $588,514. A full report on the first quarter spending related to all 2020-2024 CIP projects will be included in the April 14, 2020 City Manager's information packet. Staff anticipates the construction to commence for the Signalized Intersection Upgrade - Phase 2 project in the middle of May 2020. Both the Avery-Muirfield Drive at Perimeter Loop Road/Hospital Drive and the Frantz Road at Blazer Parkway/Longbranch Drive intersections will remain open during construction. The project is anticipated to be complete by December 18, 2020. The following communication methods will be used to share construction information with residents throughout the duration of this project: The City of Dublin Engineering Division construction updates to Dublin's website provides current construction schedule information. Social Media (e.g. Twitter, Facebook, Instagram) is used to communicate timely construction updates. The City will have a designated Engineering Project Inspector assigned to the work for this project who will provide coordination, be available to answer any questions, manage access needs and monitor work zone safety throughout the performance of the work. Recommendation Staff has thoroughly reviewed the bid submitted by U.S. Utility Contractor Company Inc. and determined it to be a complete and acceptable cost to perform the specified work for this project. Previous experience with U.S. Utility Contractor Company Inc. has been favorable including these recent projects: establishing a new power connection to the traffic signal at the Emerald Pa rkway\Peri meter Drive intersection; installing streetlights at intersections on Brand Road and Dublin Road; and upgrading and building new school flasher installations on Eiterman Road for Washington Elementary School. Staff is confident U.S. Utility Contractor Company Inc. will perform well on this project. Staff recommends Council approval of Resolution No. 22-20 accepting as lowest and best the bid of U.S. Utility Contractor Company Inc. in the amount of $265,842.42 and authorizing the City Manager to enter into a contract with U.S. Utility Contractor Company Inc. for this project.
