A RESOLUTION ACCEPTING THE
LOWEST AND BEST BID FOR THE 2020
SHARED -USE PATH AND PARKING LOT
MAINTENANCE PROGRAMS
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of
the Dublin Code, for the 2020 Shared -Use Path and Parking Lot Maintenance
Programs; and
WHEREAS, Council has determined that the bid submitted by Chemcote, Inc.
constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
� of its elected members concurring, that:
SS=pion 1. The bid submitted by Chemcote, Inc. in the total amount of
$270,913.40 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts
with Chemcote, Inc. for performance and completion of the 2020 Shared -Use
Path and Parking Lot Maintenance Programs pursuant to the Advertisement,
Proposal and Contract Documents for said work on file in the office of the City
Engineer.
S=tion 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Ordinance and complete the work for these Programs.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Re: Resolution 19-20 — Bid Acceptance for 2020 Shared -Use Path and
Parking Lot Maintenance Programs
Summary
On February 25, 2020, (5) bids were received, publicly opened and read by Engineering staff for the
2020 Shared -Use Path and Parking Lot Maintenance Programs. This project provides maintenance in
various locations for the shared -use path network and maintenance work in several City parking lots.
Please see the attached map for general locations. For Council's reference, a reduced set of project
construction drawings is in the Council Planning Room.
The Engineer's estimate for these programs is $340,000. The budgeted funds for this Shared -Use
Path and Parking Lot Maintenance Programs in the 2020-2024 Capital Improvement Program (CIP)
are $340,000 from accounts AT203, Annual Shared -Use Path Maintenance ($250,000) and AT207,
Annual Parking Lot Maintenance ($90,000).
Chemcote, Inc. submitted the lowest and best bid of $270,913.40. Staff has reviewed all bids and a
summary of the bids received is listed below.

The work for these programs is expected to commence in April/May 2020 and is scheduled to be
complete by October 30, 2020.

The following communication methods will be used to relay construction information with residents
throughout the duration of this project:
• Advisory signs are placed in advance of construction to notify residents of upcoming
construction work and path closures.
• The City of Dublin Engineering Division construction updates to the website provides current
construction schedule information.
• Social Media (e.g. Twitter, Facebook, Instagram) is used to communicate timely construction
updates.
The City will have a designated Engineering Project Inspector assigned to the work for these
programs who will provide coordination, be available to answer any questions and manage access
needs at adjacent residences throughout the performance of the work.
Recommendation
Staff has thoroughly reviewed the bid submitted by Chemcote, Inc. Previous experience with
Cemcote, Inc. has been favorable, including the 2018 and 2019 Parking Lot Maintenance Programs.
Additionally, Chemcote has performed asphalt paving on numerous subdivision streets constructed
within new residential developments previously accepted as public improvements by the City.
Staff recommends Council approval of Resolution No. 19-20 accepting as lowest and best the bid of
Chemcote, Inc. in the amount of $270,913.40 and authorizing the City Manager to enter into a
contract with Chemcote, Inc. for these programs.
