A RESOLUTION ACCEPTING THE LOWEST
AND BEST BID FOR THE 2020-2022
PAVEMENT MARKING SERVICES
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code, for the 2020-2022 Pavement Marking Services; and
WHEREAS, Council has determined that the bid submitted by Griffin Pavement
Striping, Inc. constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, q of its elected members concurring that:
Section 1. The bid submitted by Griffin Pavement Striping, Inc. in the total amount
of $128,972.50 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with
Griffin Pavement Striping, Inc. for performance and completion of the 2020-2022
Pavement Marking Services pursuant to the Advertisement, Proposal and Contract
Documents for said work on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City Manager, the
Director of Law, the Director of Finance, the Clerk of Council, or other appropriate
officers of the City to prepare and sign all other agreements and instruments and to
take any other actions as may be necessary to implement this Ordinance and complete
the work for these services.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Re: Resolution No. 20-20 — 2020-2022 Pavement Marking Services
Summary
On February 25, 2020, three (3) bids were received, publicly opened and read by Engineering staff for
the 2020-2022 Pavement Marking Services. This contract provides for the annual maintenance of long -
line pavement markings on public roadways within Dublin which typically include lane lines, edge lines
and centerlines. This is a one-year contract with an optional renewal period for two additional years.
Extension of the contract is based on the satisfaction of the City Engineer with the service provided by
the contractor.
The Engineer's estimate for these services in 2020 is $123,500 while the 2020 budgeted funds are
$125,000 and are included in the 2020 Operating Budget.
Griffin Pavement Striping, Inc. submitted the lowest and best bid of $128,972.50. Staff has reviewed all
bids and a summary of the bids received is listed below.

Since the execution of the work is based on the unit prices bid, the scope/quantity of work will be
adjusted so the cost of work completed in 2020 is less than the budgeted funds.
Recommendation
Staff has thoroughly reviewed the bid submitted by Griffin Pavement Striping, Inc. and determined it to
be a complete and acceptable cost to perform the specified work for these services. Staff has previously
worked with Griffin Pavement Striping, Inc. as the contractor for the 2017-2019 Pavement Marking
Services and as a subcontractor on many of the City's transportation projects. They preform exceptional
work.
Staff recommends approval of Resolution 20-20 accepting as the lowest and best bid, the bid of Griffin
Pavement Striping, Inc. in the amount of $128,972.50 and authorizing the City Manager to enter into a
contract with Griffin Pavement Strioina, Inc. for these services.
