Resolution 017-20RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 17-20 Passed , 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2020 SANITARY SEWER LINING PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the 2020 Sanitary Sewer Lining Project; and WHEREAS, the adopted Community Plan states an objective to provide safe and efficient collection of wastewater; and WHEREAS, Council has determined that the bid submitted by Insituform Technologies, Inc. constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of its elected members concurring that: Section 1. The bid submitted by Insituform Technologies, Inc. in the total amount of $1,040,,181.00 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Insituform Technologies, Inc. for performance and completion of the 2020 Sanitary Sewer Lining Project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(x) of the Revised Charter. Garwick, P.E., Senior Civil Engineer Memo Re: Resolution No. 17-20 — Bid Acceptance for the 2020 Sanitary Sewer Lining Project Summary On February 21, 2020, five (5) bids were received, publicly opened and read by Engineering staff for the 2020 Sanitary Sewer Lining project. This project specifically provides for the maintenance and repair of 8 -inch, 10 -inch, and 15 -inch sanitary sewer mains within Dublin's public sanitary sewer system. The scope of the work includes the labor and materials necessary to repair the deficiencies in the sanitary sewer pipe system by lining the existing pipes. Closed circuit televising (CCTV) of the sanitary sewer system, previously collected by City staff, identified deficiencies, which provided the justification for this project. Additionally, the 2020 Sanitary Sewer Lining Project is a critical component of Dublin's on-going efforts to maintain its sanitary sewer infrastructure and meet the Ohio Environmental Protections Agency (CEPA) Director's Final Findings and Orders agreed upon by Dublin on February 11, 2009. The Engineer's estimate for this project is $1,500,000. The budgeted funds for the 2020 Sanitary Sewer Lining project in the 2020-2024 Capital Improvements Program (CIP) are $1,500,000 in account ES071. Insituform Technologies, Inc. submitted the lowest and best bid of $1,040,181.00. Staff has reviewed all bids and a summary of the bids received is listed below. This 2020 Sanitary Sewer Lining Project is expected to commence in April 2020 and be complete by October 31, 2020. An exhibit is attached showing the work locations within those various areas. Staff will ensure that appropriate communications, project coordination and monitoring, traffic control and site restoration are performed throughout the project duration. Recommendation Staff has thoroughly reviewed the bid submitted by Insituform Technologies, Inc. and determined it to be a complete and acceptable cost to perform the specified work for this project. Although Insituform Technologies, Inc. has not previously performed this work for the City of Dublin, the company has a well-known reputation for this type of work, is positively viewed within the industry, and staff is confident they will perform well on this project.
