Resolution 060-19RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 60-19 Passed , 20 A RESOLUTION ESTABLISHING A DUBLIN VETERANS COMMITTEE 'WHEREAS, the City of Dublin recognizes and honors the selfless service and sacrifice of our Nation's military veterans and our fallen and missing military service members; and WHEREAS, the City of Dublin has and will continue to express its appreciation to military veterans and will strive to promote the dignity and respect of their service to our country; and 'WHEREAS, our military Veterans are active and contributing members of our community and have a great deal to offer; and WHEREAS, the City of Dublin has established the Grounds of Remembrance as a place -to honor the military services and all those who served; and WHEREAS, the former Veterans' Memorial/Monument Project committee was established specifically for this purpose; and WHEREAS, many of the former members of this committee are no longer available; and WHEREAS, both our military veterans and fallen members of our military lay in rest in ,our cemeteries; and WHEREAS, Dublin City Council desires to provide a venue for Veterans of our community to have input to the celebrations, ceremonies, monuments, services and needs of our Veterans. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,_ of -the elected members concurring that: ;Section 1. Establishment. A Dublin Veterans Committee is hereby established as follows: A. The Veterans Committee will be comprised of the following members: a. Chair (1), Veteran/Any Branch b. Vice -Chair (1),, Veteran/Any Branch c. Army Veteran (1) d. Navy Veteran (1) e. Marine Corps Veteran (1) f. Air Force Veteran (1) g. Coast Guard Veteran (1) h. American Legion Post 800 Representative (1) i. Dublin City Council (1) j. Washington Township Trustees (1) B. The Veterans Committee shall be in existence from the time of passage of this Resolution until further notice. C. The Veterans Committee shall meet as determined necessary by the Veterans Committee membership or as otherwise directed by Dublin City Council. The Veterans Committee shall meet no less than once per year. D. The Veterans Committee will advance to City Council a recommendation for Chair and Vice -Chair within 60 days of appointment. Such recommendation may include a newly appointed Member/s or other resident and Veteran representing any branch of military service. Should the recommendation be to appoint one of the newly appointed Member/s to Chair and/or Vice -Chair, the Committee will, at the same time, recommend to City Council the appointment of another resident and Veteran to fill the position to be vacated by newly appointed Mem ber/s. City Council will fill any vacant position as may be necessary. G. The City Manager shall appoint a staff liaison to the Veterans Committee. Section 2. Duties and Functions. The Veterans Committee will: A. Provide input to City Council and Staff regarding the conduct of Veterans ceremonies and events to include, but not necessarily limited to, Memorial Day and Veterans Day. B. Provide input to City Council and City Staff regarding the management, g , maintenance, and operations of the Grounds of Remembrance. C. Consult with the Dublin Arts Council, as may be deemed necessary, regarding arding the Grounds of Remembrance. D. Provide input to City Council and Staff regarding the management,, maintenance g , and operations of the Dublin Cemeteries relative to veterang ravesites and tributes located therein. E. Provide input to City Council and Staff regarding remembrance of our military fallen and missing. F. Provide input to City Council and Staff regarding suggestions from thep ublic relative to other monuments/tributes and programs honoring or otherwise supporting Veterans. G. Monitor Veterans affairs at the State and Federal level for those impacts and p opportunities that may be of interest at the local level and provide any necessary input to City Council and Staff. H. Maximize the input and participation of other military Veterans within the community. I. Meet in accordance with all public meeting requirements for advertising,conduct, ' and documentation of meetings. I The Veterans Committee is advisory only to City Council and Staff. All recommendations for desired actions or considerations of the City shall be advanced to City Council for review, consideration, and appropriate action. Section 3. Reporting. A. City Staff shall keep minutes of all Veterans Committee meetings. Minutes will be shared with City Council to comply with public meetingrequirements and to keep q p Council informed as to the Committee's activities. B. Other than meeting minutes, the Veterans Committee may p City report to Ci Council its progress, concerns, issues, recommendations and/or needs as frequently as it or Council may deem necessary. q Y Section 4. Committee Appointments City Council hereby appoints the following members to the Veterans Committee: A. Chair (1), Veteran/Any Branch - To be recommended by the newly appointed Members B. Vice -Chair (1), Veteran/Any Branch — To be recommended by the newly appointed Members C. Army Veteran (1) —Sean Clifton D. Navy Veteran (1) —Charles Krumholtz E. Marine Corps Veteran (1) —Roger Ansel F. Air Force Veteran (1) —Mack Parkhill G. Coast Guard Veteran (1) —Tim Hansley H. American Legion Post 800 Representative (1) — As determined by the Post I. Per the Resolution, this committee would: 1. Washington Township Trustees (1) Background In October 2005, City Council appointed a Veterans Memorial/Monument Project committee consisting of Veterans, the Arts Council, and City Council representatives. These members did an outstanding job resulting in the Grounds of Remembrance. More recently, the City called upon the remaining members of this original committee to provide input regarding the addition of Rock Cress Parkway relative to the Grounds of Remembrance. Through this process, the City realized that a significant number of the original members were no longer available. Also, it became clear the original intent of this committee was limited to this project only and there was no formal legislation forming or guiding the committee. More recently, staff has received more ideas and suggestions regarding the Grounds of Remembrance and other Veteran recognition initiatives and issues. There currently exists no means to gather and vet these for Council. Recommendation Given the importance of our Veterans to our community and the need to honor their past, current, and future service, Staff recommends Council pass Resolution 60-19 establishing a Veterans Committee with the duties/functions, composition and duration as outlined therein.
