A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR THE
SANITARY SEWER EXTENSIONS AREAS 4B, 4C, WATER LINE
EXTENSIONS AREAS 4B, 4C AND BRIGHT ROAD CUL-DE-SAC
PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8004 of the Revised Charter and Chapter 37 of
the Dublin Code, for the Sanitary Sewer Extensions Areas 413, 4C, water Line
[.)(tensions Areas 413, 4C and Bright Road Coal -De -Sac Project® and
WHEREAS, Council has determined that the bid submitted by elite [excavating
Company o: Ohio, f nc, constitutes the lowest and best bid.
NO , THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by 17lite Excavating Company of Ohio, Inc. in
the total amount of $2,588,60..'10 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts
with Elite Excavating Company of Ohio, Inc. for performance and completion
of the Sanitary Sewer Fxtensi®ns Areas 4, 4C, water Line F )(tensions Areas
413, 4C and Bright Road Coal -De -Sac Project pursuant to the Advertisement,
Proposal and Contract Documents for said project on file in the office of the
City Engineer.
Section 3. ]'his Council further hereby authorizes and directs the City
Manager, the Director of law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the Project.
Section 4. This Resolutioq all take effect upon passage in accordance with
Sectiln 4.04(x) of the Rei. i /ed Charter.

Water Line and Sanitary Sewer Extensions - Areas 4A, 4B, 4C and
Bright Road Cul -De -Sac — Bid Acceptance
On November 20, 2019, four (4) bids were received, publicly opened, and read for the Water Line and
Sanitary Sewer Extensions - Areas 4B, 4C and Bright Road Cul -De -Sac Project. This project is on
Bright Road, Grandee Cliffs Drive, Jenmar Court, and Macbeth Drive. It involves construction of 3,772
feet of 8 -inch sanitary sewer; 100 feet of 12 -inch water line and 2,583 feet of 8 -inch water line;
asphalt planing; asphalt paving; cement stabilization of subgrade; and storm sewer. The Bright Road
cul-de-sac portion of the Project provides for the construction of a cul-de-sac to be located east of
Riverside Drive and has been planned as a roadway construction project since 2009. The Franklin
County Commissioners have signed the cul-de-sac construction plans, as Bright Road is part of the
Franklin County road network.
This project is the second project to implement extending public water and sanitary sewer utility
extensions to areas that do not currently have access to these public services. A copy of the Water
Line and Sanitary Sewer Extensions - Areas 4B, 4C and Bright Road Cul -De -Sac project construction
drawings has been placed in the Council Planning Room for your reference.
The Engineer's estimate for this project is $2,800,000. This project is funded as follows:

reviewed all bids submitted and a summary of the bids received is listed below.

Staff anticipates construction to commence in early 2020. The project is scheduled for substantial
completion by July 31, 2020, so that this work is complete before the opening of the new Hopewell
Elementary School.
Recommendation
Staff has reviewed the bid submitted by Elite Excavating Company of Ohio, Inc. and determined it to
be a true and accurate cost to perform the specified work for this project. Previous experience with
Elite Excavating Company of Ohio, Inc. has been favorable, including this recent project: Rings Road
Waterline Extension and Tuswell Drive Waterline Relocation (2017). City staff was satisfied with the
performance of Elite Excavating Company of Ohio, Inc. and the quality of their completed work.
Staff recommends Council approval of Resolution No. 67-19, accepting as lowest and best the bid of
Elite Excavating Company of Ohio, Inc. in the amount of $2,588,607.70 and authorizing the City
Manager to enter into a contract with Elite Excavating Company of Ohio, Inc. for this project.
