A RESOLUTION ACCEPTING
THE LOWEST AND BEST BID FOR THE
2019 VEHICULAR BRIDGE MAINTENANCE —
FRANTZ ROAD AT COSGRAY CREEK PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of
the Dublin Code, for the 2019 Vehicular Bridge Maintenance — Frantz Road at
Cosgray Creek Project; and
WHEREAS, Council has determined that the bid submitted by Complete
General Construction Company constitutes the lowest and best bid.
NO , THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
of its elected members concurring, that:
Section 1. The bid submitted by Complete General Construction Company
in the total amount of $713,326.91 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts
with Complete General Construction Company for performance and completion
of the 2019 Vehicular Bridge Maintenance —Frantz Road at Cosgray Creek
Project pursuant to the Advertisement, Proposal and Contract Documents for
said project on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council., or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Oarter.

The Engineer's estimate for this project is $645,,000. The budgeted funds for the 2019 Vehicular
Bridge Maintenance project in the 2019-2023 Capital Improvements Program (CIP) are $745,000.00 in
account AT19C. Staff believes the cost of this project exceeding the engineer's estimate could be
attributed to contractors adding in a premium to their bids due to having a full workload during the
construction season this year..
'Complete General Construction Company submitted the lowest and best bid of $713,326.91. Staff has
reviewed ,r: bids submitted and a summary of the bids received is listed below.
As Council has previously been made aware, there are a number of other CIP projects that are
transportation related to be performed in 2019. Given the amount, $101,973.91, that this contract
would exceed the budgeted funds (after consideration of the $133,,647.00 design contract),, staff
anticipates being able to cover the shortage using other budgeted funds, such as the remaining funds
from the 2019 Pavement Repair Program.
Staff anticipates construction to commence in late August or early September 2019. Frantz Road will
remain open to traffic during the construction period. The project is scheduled for substantial
completion by November 20, 2019. Stone veneer and final grading is scheduled for completion by May

Recommendation
Staff has thoroughly reviewed the bid submitted by Complete General Construction Company.
Previous experience with Complete General Construction Company has been favorable, including these
recent projects: North High Street Widening; 2016 Pedestrian Tunnel Improvements - Carnoustie
Drive at Preston Mill Way; SR 161/Riverside Drive Roundabout (Part 1) and Riverside Drive
Realignment (Part 2); and Frantz Road Utility Burial. Staff is confident the Complete General
Construction Company will perform well on this project.
Staff recommends Council approval of Resolution No. 39-19 accepting as lowest and best the bid of
Complete General Construction Company in the amount of $713,326.91 and authorizing the City
Manager to enter into a contract with Complete General Construction Company for this project.
