Resolution 032-19RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 32-19 Passed A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2019 PEDESTRIAN TUNNEL MAINTENANCE PROJECT 20 WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the 2019 Pedestrian Tunnel Maintenance Project; and WHE=REAS, Council has determined that the bid submitted by The Righter Co., Inc. constitutes the lowest and best bid. NO. , THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, v of its elected members concurring, that: Section 1. The bid submitted by The Righter Co., Inc. in the total amount of $536,647.50 is hereby accepted. SS=ion2. The City Manager is hereby authorized to enter into contracts with The Righter Co., Inc. for performance and completion of the 2019 Pedestrian Tunnel Maintenance Project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implE.ment this Resolution and complete the Project. Staff has reviewed all bids submitted and a summary of the bids received is listed below. Given the amount, $162,612.50, that this contract would exceed the budgeted funds (after consideration of the $65,965 design contract), staff anticipates being able to cover the shortage using other budgeted funds., Staff anticipates construction to commence in late July or early August 2019. The existing Muirfleld Association path through the tunnel will be closed with appropriate barricades for the duration of the Resolution 32-19 - Bid Acceptance for 2019 Pedestrian Tunnel Maintenance Project June 4, 2019 Page 2of2 construction period. Carnoustie Drive will remain open to traffic during most of the construction period; however, during drilling/shoring operations, concrete placement, and setting of the new concrete pipe end sections, Carnoustie Drive will be closed at the tunnel location and detours posted. These activities are anticipated to last three to five consecutive days. The completion date for the project is November 15, 2019. Recommendation Staff has thoroughly reviewed the bid submitted by The Righter Co., Inc. Previous experience with The Righter Co., Inc. has been favorable, including these recent projects: 2017 Pedestrian Tunnel Improvements Project, and 2018 Bridge Maintenance — Ashbaugh Road Project. Staff is confident The Righter Co., Inc. will perform well on this project. Staff recommends Council approval of Resolution No. 32-19, accepting as lowest and best the bid of The Righter Co., Inc. in the amount of $536,,647.50 and authorizing the City Manager to enter into a contract with The Righter Co., Inc. for this project.
