Resolution 031-19RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 31-19 Resolution No. Passed ,20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2019 GUARDRAIL REPLACEMENT AND MAINTENANCE PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the 2019 Guardrail Replacement and Maintenance Project; and WHEREAS, Council has determined that the bid submitted by Paul Peterson Company constitutes the lowest and best bid. NHEREFORE, BE IT RESOLVED by the Council of the City of Dublin, 7/xv), of its elected members concurring, that: Section 1. The bid submitted by Paul Peterson Company in the total amount of $148,474.20 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Paul Peterson Company for performance and completion of the 2019 Guardrail Replacement and Maintenance Project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the Project. The budgeted funds for the 2019 Guardrail Replacement and Maintenance project in the 2019-2023 Capital Improvements Program (CIP) are $170,000 in account AT19A. The bids received are higher than the Engineer's estimate and are likely due to the potential of rock excavation when installing guardrail posts and storm sewer on Riverside Drive. Paul Peterson Company submitted the lowest and best bid of $148,474.20. Staff has reviewed all bids submitted and a summary of the bids received is listed below. As Council is aware, there are a number of other CIP projects that are transportation related to be performed in 2019. Given the relatively small amount,, $7,974.20, that this contract would exceed the budgeted funds (after consideration of the $29,500 design contract), staff anticipates being able to cover the shortage using other budgeted funds. Staff anticipates construction to commence in August 2019. Streets impacted by the guardrail construction will remain open to traffic for the duration of the construction. The completion date for the project is October 25, 2019. Previous experience witu Paul Peterson Company has been favorable, including these recent projects: 2017 Pedestrian Tunnel Improvements Project (subcontractor), and 2018 Guardrail Replacement and Maintenance Project. Staff is confident the Paul Peterson Company will perform well on this project. Staff recommends Council approval of Resolution No. 31-19, accepting as lowest and best the bid of Paul Peterson Company in the amount of $148,,474.20 and authorizing the City Manager to enter into a contract with Paul Peterson Company for this projeft.
