Franklin County Emergency Management and Homeland Security (FCEM&HS) first adopted a plan in 2007 and for the past year has been working on an update. It now needs its member communities to adopt the new plan. The Natural Hazards Mitigation Plan was completed by FCEM&HS with a committee of multi- disciplinary subject matter experts from across the county and representatives from all 42 jurisdictions. The Natural Hazards Mitigation Plan Update is designed to serve as a guide to local jurisdictions on efforts to mitigate the loss of life and property from natural hazards faced by Franklin County. It contains details on hazards and possible strategies to reduce theirimpacts. The City is not required to take any actions or fund any projects identified in the plan. The plan serves as a guide to mitigation actions, but is not a mandate to act. Adopting the plan assures the City's eligibility to receive federal mitigation funds as they become available. Communities not participating in the County plan are required to complete their own plans in order to receive funds. 7 Staff recommends Council approval of Resolution 10-19, adopting the Franklin County Natural Hazards Mitigation Plan.
