1741772 Permit File  Date: Ö«²»î𬸠, 2017 Revised ß«¹«­¬ïï , 2017 Revised th September 13 2017 Summary: This project is an existing business location in City of Dublin, Franklin County, Ohio. Per discussions with City officials and per code Table 2-3, “Redevelopment of sites disturbing less than 1 acre”, the required detention and water quality will be based on new improved area only. The proposed project area consists new parking and detention area within 0.307 acres of tributary area. Additional impervious coverage for the parking within this area is 0.153 acres. This new impervious area has been isolated from the existing lot and detention system using curbing and a crown dividing the existing tributary area from the proposed. This site area is bounded to the north, west and east by existing commercial uses and by Bradenton Ave to the south. Existing Conditions The area of the site to be developed is rugged underbrush and fallen dead ash trees. This area has been selected for detention in an effort of saving the remaining oak and basswood trees. Existing Conditions Time of Concentration Tc: A 6-minute minimum time of concentration has been used due to the very small area included in this analysis. Proposed Improvements Improvements include the addition of 19 new parking spaces. The proposed system combines parking lot and lawn detention areas to accommodate the required storage increase defined within. This flow routing will be maintained in post-developed conditions. Proposed Development Time of Concentration: A 6-minute minimum time of concentration has been used due to the very small area included in this analysis. Stormwater Management Storm water detention will be provided in accordance with city of Dublin storm water management design manual. The critical storm has been determined to be the 10 year event. The allowable release rates have been derived from the City of Dublin master plan. The 1 through 10 year storms will be held at the release rate for the 1 year event and the 25 through 100 year storms will be released at the associated allowable rates. Management of stormwater outfall will be controlled through onsite detention. The locations are shown on the associated plans, hydrographs of the watershed outflow, along with pre and post-developed runoff distributions can be viewed in the following sections of the report. Critical Storm Calculations The critical storm has been calculated based on pre-developed and post-developed CN values and are contained with. A 74% increase in volume from predeveloped to post developed conditions establish a 10-year critical storm. 1,2, 5 and 10 year post developed events will be stored to the 1 year pre-developed rate. The 25, 50 and 100 year post developed events will be stored to the prescribed Master Plan release rates. Proposed Detention Pond The proposed system has been designed with dry detention are storage for the new parking lot. The proposed detention provides storage for the 100 year event to the maximum elevation of 871.94. A 6” diameter window as well as a 6” perforated under drain convey runoff into the structure. These do not ultimately provided restriction of release. To control the release flow, we have proposed installing control structure with 1” orifice detailed within the plan. Included within are requirements for as-built surveys, facility inspection and maintenance, and maintenance and access easement requirements to allow for maintenance in an around stormwater facilities. Stormwater Control Facility Maintenance Responsibilities It is essential that any approved stormwater control facility be properly maintained in order to assure its performance. Onsite facilities constructed to serve privately-owned non-single family residential developments (i.e., multi family, commercial, industrial, etc.) shall be maintained by the Property Owner. Stormwater Control Facility Maintenance Plan A maintenance plan for privately-owned stormwater controls and for stormwater controls other than detention basins or constructed wetlands that are to be maintained by a homeowners association must be prepared and submitted for review by the City for the Applicant during the Plan approval process. The maintenance plans must be a stand- alone document that 1) identifies the entity responsible for inspection and maintenance responsibilities, 2) maintenance tasks to be performed, 3) inspection and maintenance schedules, 4) a plan showing all access and maintenance easements. At a minimum, maintenance plans for stormwater controls shall include a method and frequency for the following activities: 1. Inspection of all permanent structures, 2. Debris/clogging control through appropriate removal and disposal , 3. Vegetation control (mowing, harvesting, wetland plants), 4. Erosion repair, 5. Non-routine maintenance should include pollutant and sediment removal and the “rejuvenation” or replacement of filters and appropriate soils, 6. Disposal of collected pollutants, sediments, and filter media in accordance with local, state and federal regulations, and 7. Mosquito monitoring and abatement, encompassing inspections for conditions conducive to mosquito breeding, routine (e.g., vegetation control, debris and sediment removal) and non-routine (e.g., restoration of grade to eliminate ponding) activities to address these conditions, and conditions where the use of insecticides may be warranted. Circa Music 5080 Bradenton Ave Operation and Maintenance of Stormwater Controls Maintenance Inspection and Reporting Requirements The Property Owner, its administrators, executors, successors, heirs or assigns shall maintain the stormwater control facility or facilities in good working condition acceptable to the City and in accordance with the schedule of long term maintenance activities provided in the approved stormwater control facility maintenance plan for the stormwater control facility or facilities. Maintained infrastructure shall include all pipes and channels built to convey stormwater to the facility, as well as all structures, improvements, and vegetation provided to control the quantity and quality of the stormwater from the facility. ”Maintain” is herein defined as good working condition so that these facilities are performing their design functions. The purpose of maintenance inspections is to assure safe and proper functioning of the stormwater control facilities. The Property Owner shall perform periodic inspections of the stormwater control facility and its appurtenances at a frequency stipulated in the approved facility maintenance plan. Inspections shall cover all elements for the stormwater control facility as defined in the stormwater control facility maintenance plan. Inspections shall include the completion of dated and signed inspection checklists provided in the stormwater control facility maintenance plan and the notation of all deficiencies observed during the inspection. The Property Owner shall maintain copies of complete dated and signed inspection checklists in a maintenance inspection log, along with recorded dates and descriptions of maintenance activities performed by the Property Owner to remedy the deficiencies observed during prior inspections. The maintenance inspection log shall be kept on the property and shall be made available to the City upon request. Where applicable, language explaining the maintenance, inspection, and reporting responsibilities in accordance with approved stormwater control facility maintenance plans shall be provided on the plat and recorded with all deeds to the property. Stormwater Control Facility Monitoring Requirements As directed by the City or other governing body or jurisdictional entity (e.g. OEPA), applicants that are developing lands within sensitive or protected watersheds may be required to implement stormwater runoff monitoring. This monitoring may be required to be conducted during construction, post-construction, or both. Monitoring may include activities such as the following: rainfall data, flow rate, dry or wet weather discharge sampling, seasonal monitoring, sampling of new stormwater conveyance systems, and/or sampling of effluent at stormwater outfalls that are constructed as part of the development project. Samples may be analyzed to determine the concentrations of total suspended solids, chemicals or oils and grease or any constituents of concern as determined by a governing body or jurisdictional entity. Reporting of monitoring results may also be required. EROSION CONTROL Erosion Control Requirements: A 0.307 acre disturbed area has been calculated for this project. Per current NPDES permit OHC000004 standards Silt Fence will be installed along the southern, portion of the property and inlet protection installed on all basins to eliminate a release of untreated construction flows from the site.
