Ordinance No. 77-1.8 RECORD OF ORDINANCES Passed Form No. 30043 20 AN ORDINANCE TO AMEND FIGURE 153.061-A TO ADDRESS STREET CONNECTIONS BASED ON RECENT DEVELOPMENTS WITHIN THE BRIDGE STREET DISTRICT AND ANALYSIS OF THE DISTRICT TRANSPORTATION PLAN (CASE 18-053ADMC) WHEREAS, it is necessary from time to time to amend Dublin's Zoning Code to protect the health, safety, and welfare of the citizens of the City of Dublin; and WHEREAS, Dublin City Council adopted the Bridge Street Corridor Vision Report on October 25, 2010 and has since integrated the policy recommendations of the Vision Report into the Dublin Community Plan as the Bridge Street District Special Area Plan, adopted July 1, 2013; and WHEREAS, Dublin City Council adoptee the Bridge Street District Zoning Districts as part of the City of Dublin Zoning Code, 'including Sections 153.057-153.066, on March 26, 2012 and as amended, to implement the five Vision Principles identified in the Vision Report, and WHEREAS, Section 153.066 of the City of Dublin Zoning Code states that the Planning and Zoning Commission, Architectural Review Board, and Administrative Review Team may evaluate and monitor the application of the requirements and standards of Sections 1.53.057 through 153.066 and recommend to City Council any changes needed in the Bridge Street District standards arid requirements to better implement the Bridge Street Corridor Vision Report; and WHEREAS, the Administrative Review Team reviewed and discussed the proposed amendments to Figure 153.061-A and recommended adoption of the amendments to the Planning and Zoning Commission and City Council on September 20, 2018; and WHEREAS, the Planning and Zoning Commission reviewed and discussed the proposed amendments to Figure 153.061-A on August 2.3, 2018 and recommended adoption of the amendments on October 11, 2018. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. Street Network Map. The following memo contains a list of provisions and language within the Bridge Street District Zoning Code addressing alleys and service streets, together with a brief outline of future incorporation into the Bridge Street District Design Guidelines, In addition, the materials have been updated to indicate that Exhibit A of Ordinance 77-18 is the proposed map to be approved by City Council, Bridge Street District Alley and Service Streets The Bridge Street District (BSD) Zoning Code contains provisions to support the implementation of Figure 153061-A, comprised in Zoning Code Section 153,061 Street Types Regulations included in this section contain provisions for the application and intent of each street type along with depiction in the BSD Street Network Map. Alleys and service streets are defined under �153,061(C)(1)(d) as, "low capacity, low speed streets located to the rear of lots that minimize driveway interruptions in the pedestrian realm, Alleys and service streets provide access to parking facilities, loading facilities, and service areas for refuse and utilities." The non -depiction and subsequent notation for alleys and service streets on the Street Network Map is supported by �153,061(C)(4)(g), which states: "The locations of new alleys and service streets are subject to the block access requirements of X153,060 and are not illustrated on Figure 153.061-A, Actual locations of new alleys and service streets will be determined through the Development Plan and Site Plan Review processes" As the use, design, location, and implementation of alleys and service streets are directly related to a proposed development, flexibility is necessary to maximize development potential Memo re. The proposed code amendment is the result of several development proposals and other policy decisions that have been made over the past year which impact documents specific to the Bridge Street District. The proposed Street Network Map is included as Exhibit A. Background The Street Network Map is a component of the Bridge Street District Zoning Code focusing on the projected grid roadway network to support the urban redevelopment of the district, The map includes the functional classification of existing and planned roadways into three categories to support varying degrees of traffic demand, aligning with the planned roadways outlined in the Thoroughfare Plan, The Street Network Map represents graphic locations and connections of future public streets to guide development with exact connections being determined with development proposals. The flexibility of this figure allows for the collaboration between the City and developers to determine appropriate public street connections that support the projected traffic demand and development patterns, The most recent amendment to Figure 153061-A was in 2014 as part of code amendments to various provisions of the Bridge Street District Zoning Code. Proposal The proposed code amendment includes two major changes to the Bridge Street District Street Network Map, as highlighted in Exhibit B, The first, is the reconfiguration and/or removal of roadways to reflect as -built conditions of the road network since the adoption of the Bridge Street District Code. These correlate to development projects such as Bridge Park, Bridge Park West, Tuller Flats, Penzones Grand Salon, and the CML — Dublin Branch. BSD Street Network Map Code Amendment 18-O53ADMC Administrative — Code Amendment The Chair, Victoria Newell, said this application is a proposal for Amendments to Zoning Code Figure 153.061-A Bridge Street District Street Network Map to address street connections based on recent developments in the Bridge Street District. She said this is a request for a review and recommendation of approval to City Council for proposed amendments to the Zoning Code under the provisions of Zoning Code Sections 153.232 and 153.234. Logan Stang said this application was reviewed informally at the Commission meeting on August 23, 2018, and there have been no changes since that map was presented. Mr. Stang presented the existing Street Network Map and explained the purpose of the Street Network Map is to layout the grid pattern for the Bridge Street District and classifications for roadways - existing and proposed. He noted the areas of the map being amended to reflect as -built conditions or roadway alignments based on developments such as Bridge Park, Tuller Flats, and the Echo Hospital site. He noted the portions of the network map being removed entirely were the neighborhood street through Penzones Campus and the extension of Rock Cress Parkway over the Indian Run from the existing terminus in Historic Dublin to the future extension of Shawan Falls Drive. Mr. Stang presented the proposed BSD Street Network Map and stated those amendments were reflected in that proposed map. Mr. Stang concluded, based on the review standards outlined in the Dublin Code of Ordinances, this amendment is recommended for approval to City Council. Criteria Analysis C. Administrative Request — Code Amendment Analysis [§153.234] The Zoning Code does not provide for specific review standards for zoning code amendments. However, there are certain considerations that are appropriate when considering an application for policy amendments. As the Zoning Code defines the regulations for development review, the requirements and associated graphics require careful attention to detail to ensure appropriate fulfillment of key policies. Assessments of the requirements require periodic review for the benefit of the community and future development proposals. Recent development occurring in the Bridge Street District and analysis of the grid network as part of the transportation plan identified a need for the evaluation of the Street Network Map and corresponding amendments. The proposed amendments meet the standards of the Dublin Code of Ordinances, align with the intent of the Community Plan, and promote the City's transportation objectives and strategies. She said this is a request for a review and recommendation of approval to City Council for proposed amendments to the Community Plan under the provisions of Zoning Code Sections 153.232 and 153.234. Ms. Husak explained several development approvals and other policy decisions have been made that have impacted the adopted Thoroughfare Plan Map, as well as the Bridge Street District Street Network Map. She said the results of these actions are modifying both documents. However, this specific submittal addresses changes that only affect the Bridge Street District Street Network Map. Ms. Husak presented the existing BSD Street Network Map to illustrate the block size and connectivity requirements in Zoning Code Section 153.060 and is representative of a general development pattern created for the BSD. She added this map was not intended to represent all requirements or actual development, nor was it intended to designate the precise locations for specific street types. She noted the existing and potential street types are illustrated as advised by City Council. Ms. Husak presented the same map but with areas marked for change as a result of this amendment, which include the reconfiguration and/or removal of roadways to reflect as -built conditions of the road network since the map was adopted. She explained these correlate to recent developments such as Bridge Park, Bridge Park West, Tuller Flats, Penzones Grand Salon, and the Columbus Metropolitan Library — Dublin Branch. Specifically, she said two neighborhood connections have been removed - one through the Penzones campus and the other being the extension of Darby Street through the CML -Dublin Branch. Additionally, she noted the removal of a Rock Cress Parkway, extending from the future extension of Shawan Falls Drive on the west side of Indian Run to the existing terminus of Rock Cress Parkway on the east adjacent to the City garage in the Historic District, as directed by Council. Ms. Husak explained the Street Network Map will identify the existing portion of Rock Cress Parkway until future extensions are identified and analyzed. She said a minor change will involve the relocation of a potential neighborhood street connection from Stoneridge Lane to W. Dublin -Granville Road. She said this change is a result of the review of a previous development application, Echo Hospital, involving an undeveloped site on the south side of W. Dublin -Granville Road. Aaron Stanford inquired about Block D. Ms. Husak said there is limited access and the alleys/service streets are not represented on the map. She said this is a request for an introduction and discussion for proposed amendments prior to a future request for review and recommendation of approval to City Council for proposed amendments to the Zoning Code under the provisions of Zoning Code Sections 153.232 and 153.234." Logan Stang said this is a continuation from the previous conversation about the Thoroughfare Plan. He said within the BSD Code, there is a Street Network Map, which directs creation of a grid street network. Mr. Stang said the main purpose of this proposed amendment is to update the map from what was conceptually shown back in 2013 to include the streets that have been constructed in the interim, as well as those segments that have been eliminated. He stated there are three connections that are being removed: Rock Cress Parkway, a neighborhood street through the Penzone campus, and the extension of Darby Street through the library parcel in the Historic District. He pointed out the highlighted areas that illustrate the proposed revisions. He said the only outlier is a roadway not constructed, which was part of the Echo Neighborhood Hospital site that will align with future development based on Engineering studying this during the application review. Ms. Fox inquired about the Alley/Service Streets. She said they can be found in the Historic District but wanted to know if Staff anticipates including them in other areas. Mr. Papsidero answered there are alleys in Greystone Mews. Mr. Stang said the map presented just contains public streets that would be created, not any private service streets or alleys. Ms. Fox said she was recently in the Bridge Park development and found a lot of the parking spaces being used by service trucks and the same is true on High Street to service the buildings. She asked Staff to consider if the buildings are getting the service access they need as new development moves forward. Steve Stidhem asked if the Shoppes at River Ridge were to redevelop, if they would have to conform to this grid street pattern to which Mr. Stang affirmed. William Wilson asked why Rock Cress Parkway was being eliminated. Mr. Stang answered it coincides with the Thoroughfare Plan update as a connection that is no longer needed and its elimination would preserve the Indian Run Fork. Mr. Papsidero said as Staff works on additional revisions to this map as part of the Code update, they may show a dash future alignment for Rock Cress Parkway that would continue west but then turn south and intersect with Monterey Drive.
